Purpose of the list This list has been developed by the Department of Children and Youth Affairs (DCYA), in conjunction with the Department of and Skills (DES), and comprises awards that will be acceptable for the purposes of meeting the requirements of the pending Early Years (Pre-school) s and (depending on all other conditions being met) the contractual requirements under the DCYA Childcare Funding Programmes. The list will be converted into a searchable database in the near future and will be updated on a regular basis as other qualifications are approved. 2. Content of the list The of this list was developed through a review of those qualifications that have been presented to the DCYA by staff in Early Years settings since the ECCE Programme introduced qualification requirements in 2010. In preparing the list of DCYA Early Years Recognised Qualifications all such decisions have been reviewed, in conjunction with the Department of and Skills. The outcome of this review may have resulted in awards previously approved by the Department of Children and Youth Affairs, for the purposes of the ECCE Programme, being removed from the approved list. A mechanism to allow ongoing review and update of the list of approved awards has been established and if you do not find your award on this list and feel that it should be included then you can apply under this process to have it reviewed. The list contains one example of each award that has been deemed acceptable to the DCYA to meet both the regulatory and the contractual requirements to practice in Early Years services in Ireland. Many awards, especially those that are in the further education category, are standardised in terms of their, volume and level of learning and are delivered by a wide range of education and training providers. These programmes of learning are validated by the relevant awarding body Published 25 th September 2015 i

(e.g. Quality and Qualifications Ireland [QQI]). It is not important as to which particular training provider delivered the course as long as the holder of the award has certification issued by the awarding body to prove they have achieved that major award. Thus these awards appear on the list once, as delivered by Various Providers. In Ireland, national accredited awards are usually assigned a specific code by the awarding body and it is this code that is essential to establishing the acceptability or otherwise of any qualification presented to DCYA. It should be noted that, even where award standards are common (e.g. 5M2009), there may be slightly different titles attributed to the course on offer to the learner. These usually reflect the fact that a particular specialism has been added to the mandatory components of an award e.g. Montessori or Special Needs. It does not change the nature of the award given. It is also important to note that the inclusion of an award on this list does not confer any equivalence to any other award, or to any particular Level on the National Framework of Qualifications (NFQ). Each award has been reviewed on its own merit against agreed criteria; however this does not mean that they are all the same in how they have met these criteria., the inclusion of an award title on this list does not confer any status on the individual holder of the award in terms of their professional competence to practice. Such a decision is usually the remit of a professional body. 3. How to use the list The list of recognised qualifications has been organised into two sections: 1) Ireland and United Kingdom () - Early Years Recognised Qualifications 2) International s - Early Years Recognised Qualifications The list is arranged alphabetically by, and includes the title of the award, and where information was available, includes the awarding body and an identifying code (for example this may be a QQI course code, a UCAS code, college code etc.). For each qualification listed there are three approval categories: (The first of these refers to the new minimum qualification requirements to be introduced under the pending s to be commenced.) A) minimum Regulatory requirements to work with children in an Early Years service B) contractual requirements to work as ECCE in a Standard Capitation service C) contractual requirements to work as ECCE in a Higher Capitation service Some decisions as to acceptability of a qualification were made on a case by case basis upon review of the particular course ; this is particularly relevant for international awards with generic titles e.g. Bachelor s or Master s degree in Pedagogy, which necessitated a review of the transcript of course to determine that there has been sufficient focus on the Early Years within the course of study as a whole. Thus the decision as to acceptability of a particular award will not automatically apply to another individual with a similar award. Each award must be reviewed on a case by case basis as to the particular course for that award holder. This can be done by submitting an application for Early Years Qualification Recognition to the DCYA (please see Early Years (Pre-school) s and DCYA Childcare Programmes Qualification and DCYA Qualifications Recognition Application document for details). The final column conditions / comments includes further information or conditions, and indicates whether decisions about this award are made on the basis of a review of individual course.
