Purpose To familiarize Council members with the ATTP/Bait Car Program 2

Goal This program is part of a comprehensive strategy to reduce the theft of vehicles and overall crime in Dallas. 3

Background Program formed through a long standing partnership with the National Insurance Crime Bureau (N.I.C.B) and Regional Auto Theft Tracking Group; Partnership resulted in Dallas being asked to initiate a regional Auto Theft Tracking Program (ATTP). Dallas PD was the first agency to begin operations in May, 2004. First arrest was made on July 13, 2004. 4

Background Program uses both technology and personnel resources to reduce crime and apprehend offenders ATTP is a departmental, business and community partnership DPD has purchased system hardware (approximately $3,500/vehicle); software (approximately $6,000/year) and some vehicles. 5

Background Several insurance companies have donated the use of vehicles for the program. Farmers Insurance Nationwide Insurance Liberty Mutual Insurance USAA Insurance State Farm Insurance Several area businesses, business associations, and private citizens have donated tracking equipment for the vehicles. Strategy Strategy is to reduce Auto Thefts through Prevention, and Apprehension of active offenders Prevention relies on public education and warning the criminal element of the existence of bait cars. Both media coverage and signage has been used to communicate message. Apprehension relies on strategic deployment in targeted areas to apprehend active offenders. Secrecy of deployment is key to maintain effectiveness of the program deployment areas, types and numbers of bait cars, and technical information on system operation 7

Apprehension Operations Vehicle deployed in strategic locations and is monitored electronically. On-board computer system notifies Dispatch Center when vehicle is entered. System can: Track vehicle, and Control and disable vehicle electronically Available officers in the areas are dispatched when the system is first activated. 11

Apprehension Operations First arriving officer is directed to vehicle through GPS monitoring. Officer notifies dispatch center whether the vehicle is occupied or abandoned. If occupied, the officer orders vehicle to be disabled when it can be done in a safe manner. Once vehicle is stopped, the officer(s) approach vehicle and arrest occupants 12

ATTP Arrest Statistics 344 arrests made by the Dallas Police Department, since program inception Arrestees include approximately 20% juveniles and 80% Adults Age ranges from 11 to 63, average is 24 Average 4 prior convictions with a high of 31(priors include burglary, theft, drugs and auto thefts) 13

ATTP Arrest Statistics Range of Punishment 45 days to 35 years in Prison 2-10 years Probation Between 4-7 bait vehicles deployed at all times (59,209 hours to date) Few incidents of bait vehicles damage Suspects jumped out of a vehicle and vehicle rolled into objects One bait car fatality On 6-2-08, Arrestee Eddie Ramirez (released from TDC on 5-29-08 for previous bait car theft) stole bait car and collided with Ms. Annie Reyes at approximately 75 mph 14

Summary The Auto Theft Tracking Program (ATTP/Bait Car) has been operational since 2004. This program: Is part of a comprehensive strategy to reduce auto theft and overall crime involving both prevention and apprehension Uses public signage and education, as well as active deployment of vehicles based on intelligence and crime analysis. Has been significantly successful since inception 344 bait car arrests auto theft is down approximately 50% Recommend continuation of the ATTP program 17
