About MCNC! MCNC is a private, not for profit organization that owns and operates the North Carolina Research and Education Network! We provide connectivity service to over 300 research, education and health care institutions! About 65 employees! Also offer Data Center and Video Services 2 April 2011
About MCNC s BTOP Project! MCNC currently is working on a $146 million expansion of the North Carolina Research and Education Network expected to be complete by 2013. This initiative has been labeled the Golden LEAF Rural Broadband Initiative.! MCNC estimates the expansion of NCREN will create or save 2,500 engineering, construction, and manufacturing jobs in the state. 3 April 2011

Fiber Asset Management Software 5 April 2011
Why Fiber Asset Management Software?! Fiber asset management and mapping software to be used to document and manage existing and planned Outside Plant (OSP), allowing MCNC to accurately document the location and status of fiber assets in North Carolina that are being acquired as a result of the Broadband Technology and Opportunities Program (BTOP)! At the completion of the project a little over 2years from now, we will have over 3000 miles of fiber and fiber assets to manage 6 April 2011
FAMS: Operational and Fault Management (adapted from our RFP)! The NOC team requires the capability to correlate alerts from existing Layer1 monitoring of our optical equipment with documentation on our fiber routes in a fiber asset management system: In the event of an outage, the NOC will need information to assist with identifying the physical location of the outage, information about whether MCNC owns and operates the fiber or whether it is IRU d to a customer, information about subscribers who are impacted If MCNC owns the fiber, MCNC needs to be able to contact the organization that is responsible for maintaining the fiber. MCNC must also be able to verify and document that fibers have been repaired (store OTDR traces) 7 8/9/11
FAMS: Planned Provisioning and Engineering (adapted from our RFP)! The MCNC Engineering team must be able to consult documentation in the system on available fibers and the location of OSP components in order to execute planned provisioning of future network configurations: An approval process for changes to network documentation is important Any reports or information views to support route path analysis Ability to manage the state of fiber strands such as indicating whether strands are reserved, allocated or leased. 8 8/9/11
FAMS Vendor Selection Process! Issued an RFI in July 2010! MCNC received 13 proposals from vendors! Review team invited respondents to demo products in a webinar in October 2010! Met with another telecommunications company to determine how they were using FAMS! MCNC hired a Director, OSP Engineering in November 2010 who joined the review team 9 April 2011
FAMS Vendor Selection Process (Cont.)! MCNC issued an RFP in November 2010! 11 vendors responded! Each vendor response was reviewed and scored in each of the following categories: Technical Merit Pricing References Small, Minority or Local Business Support, Training, and Professional Services Vendor Financial Viability 10 July 2011
FAMS Vendor Selection Process (Cont.)! MCNC invited 3 finalists to demo their product in person! 2 finalists were asked to setup a sandbox for MCNC to try their product! 2 webinars to review functionality and MCNC data in the sandbox followed! Contract and Professional Services SOW development just completed Vendor selected is 3GIS 11 July 2011
Technical Merit Highlights 3GIS! Ability to consume external web services or expose internal data via web services Service oriented, Web 2.0 architecture! Mapping component based on ArcGIS industry standard for GIS analysis! Support for import of any data format! Field application for mobile devices to support data collection in the field! Nice user interface 12 April 2011

MCNC Operational Management Tools With Fiber Asset Management System 15 July 2011
Envisioning Possibilities 16 April 2011
Data Management Every cable has associated records for each strand within the cable.
Data Management Every equipment has associated records for each port attached to the equipment.
Data Management Connection information is maintained for Cable to Cable (Splice) connections and Port to Strand connections.
Data Management The connection information allows us to create records for each signal path, and store information on how that path is being used.
Users enter an address to determine location for new service Analysis
Analysis Cables usage can be quickly queried and reported on.
Analysis Ability to measure lengths and areas using feet, miles, meters and yards
Field Applications In the field users review detailed splice information and correct the data if necessary.
Field Applications A detail trace report can be generated that gives all the splices along the path, beginning location / port, ending location / port, and total distance of the path.
Common Operating Picture Many data services are available to create mash-ups. Here we see weather and equipment statuses being displayed.
Common Operating Picture This mash-up shows an interface to Google street view along with a web enabled demographics tool.
