Bucks Transfer Agreement - BCCC AND MERCER COUNTY COMMUNITY COLLEGE CROSS THE DELAWARE IN UNIQUE PROGRAM-SHARING PACT BCCC approves first-of-its kind pact in Pa. allowing Mercer County residents to pay in-state tuition for academic programs unique to Bucks. The Board of Trustees at Bucks County Community College approved a program-sharing agreement with Mercer County Community College April 11 that allows students to take advantage of academic programs not offered at their home institutions at reduced in-state tuition rates. In a pact unique in Pennsylvania, the reciprocal agreement covers six associate degree and three certificate programs offered at BCCC, and 12 associate degree and four certificate programs at MCCC. "The agreement identifies programs unique to each institution and creates a financially beneficial situation for out-ofstate students to take those programs," says Annette Conn, Vice President and Dean of Academic Affairs at BCCC. The pact came about when Mercer approached Bucks about attracting students to its aviation programs, she adds. It was then expanded to include all programs not offered at each school. For example, a Bucks student interested in Aviation Flight Technology can pursue that degree at Mercer, paying the rate charged to non-county New Jersey residents of $107.50 a credit, instead of $172.50 a credit charged to out-ofstate residents. Likewise, a Mercer student who'd like to earn a Fine Woodworking degree from Bucks would pay $156 a credit, instead of the $24-a-credit rate charged to out-of state residents. Students may take the required liberal-arts or electives courses at their home school, then transfer credits to Bucks or Mercer to take the core specialty courses required for a particular major. The pact takes effect this fall. Similar program-sharing agreements have been in place between community colleges within Pennsylvania, allowing out-of-county residents to pay in-county tuition for programs not offered by their home institution. But this is the first such agreement between a Pennsylvania community college and an out-of-state community college. MCCC trustees approved the pact March 21. BCCC President Dr. James J. Linksz and MCCC President Dr. Robert Rose signed the agreement May 1 at MCCC's Flight Training Center at Trenton-Mercer Airport in Ewingi, N.J. With campuses in West Windsor and Trenton, MCCC is located within a half-hour drive of BCCC's Newtown campus and minutes from BCCC's Bristol Center.
