SECTION 1: INTRODUCTION 1.1 This Request for Information (RFI) aims to solicit information to assist Singapore Airlines Limited (SIA) in sourcing for a Learning Management System (LMS) to replace our current elearning solution called SKIES. 1.2 This document provides sufficient information necessary for interested vendors to prepare a reasonably complete proposal to SIA, including addressing the technical, financial and legal requirements necessary. However, if there is a need to seek clarifications, requests should be sent as an attachment in Word Document format to: Ms Josephine Koh and/or Erienne Wong ITAdmin_RFP5@singaporeair.com.sg When submitting questions, the identity of the vendor s representative must be clearly indicated. SIA will respond to the questions in writing. 1.3 To participate in the RFI, the following is required: (a) Vendors are required to Email to ITAdmin_RFP5@singaporeair.com.sg or fax to (65) 64900761 by the submission deadline: Non-Disclosure Agreement (NDA-CP) duly signed by your authorized signatory. (b) Post or courier to reach SIA within 3 business days of the submission deadline: Two (2) original sets of the Non-Disclosure (NDA-CP) duly signed by your authorized signatory. Note: Vendors must have Non-Disclosure Agreement(s) with their contractors. The Non-Disclosure Agreement must be received by SIA before the confidential Annexes to this RFI document are released. SIA reserves the right to share your response to the RFI with its advisors, if required. 1.4 Three (3) sets of the RFI proposal are required. For easy identification, the cover of the documents (including the envelopes) must be clearly marked with either ORIGINAL or COPY. The RFI reference number must be clearly marked at the top left corner of the envelopes. In addition, prepare two (2) sets of CDs containing the soft copy of your Tender Submission. Label the CDs with the RFI Ref VM2013-05-49: Learning Management System and your organization s name; and place them in an envelope marked SOFTCOPY of RFI Ref VM2013-05-49. 2.1 Introduction SECTION 2: BACKGROUND 2.1.1 Singapore Airlines Limited (SIA) intends to find a suitable LMS to replace the current elearning system. The current system is referred to internally by its 23,000 users as SKIES. 2.1.2 Users group includes: Staff from SIA Group and its subsidiaries (Singapore and overseas based) Non-staff includes contract external trainers and appointed agents (Ground Handling agents) 2.1.3 The system was implemented in year 2006, for use by 8 internal training schools namely: Corporate Learning Centre (CLC) Commercial Training and Development (CTD) IT Training Department Cabin Crew Training Department (CCT) Flight Operations (Safety Training) Department Flight Operations (Flight Training) Department Flight Operations (Ground Training) Department SIAEC (SIA Engineering Company) Learning 2.2 Current System 2.2.1 SKIES is an on-premises* elearning solution that is based on the Plateau Learning Management version 6.1 with customizations that were developed to address SIA specific requirements. 2.2.2 The system integrates via batch data exchange with the following systems: SAP HR Module AirCrew System Cabin Crew Service Record System Crew Roster System 2.3 Objectives 2.3.1 For this RFI, SIA is sourcing for a suitable replacement for current system. The new system is expected to be: Robust Cost effective to implement and operate Able to support customisations that may be required to meet the unique requirements for SIA Able to include services to migrate data from the current system Page 5 of 13
2.3.2 SIA is open to explore on-premises software as well as Software as a Service (SaaS)*. 2.3.3 SIA is open to explore both existing LMS products and LMS solutions that are developed for SIA based on SIA requirements. * Note: In this RFI, on-premises software refers to a software delivery model that is installed and operated from SIA in-house servers and computing infrastructure. SaaS refers to a software delivery method that provides access to software and its functions remotely as a Web-based service i.e. hosted applications. Page 6 of 13
SECTION 3: SUMMARY OF RFI To achieve its business objectives, SIA seeks vendors to provide the following information on: LMS products/ solutions with core functions that meet SIA s requirements (if the proposed LMS is unable to meet certain requirements, please indicate with reason, and propose alternatives, if any); How the proposed product can fit into SIA s business environment; and Estimated costs. SECTION 4: FORMAT OF PROPOSAL All information provided by vendors will be treated with strict confidence. SIA reserves the right to share the information received with its advisors, if required. Your submission should be presented in the format as follows: 4.1 PART 1: VENDOR PROFILE Present your company profile as in Annex 1: Vendor Profile Matrix. Additional information can be given as attachments. Enclose the completed Vendor Profile Matrix (as in Annex 1) in this part. 4.2 PART 2: NON-DISCLOSURE AGREEMENT (NDA) Send two (2) original sets of the Non-Disclosure Agreement (provided in a separate document), duly signed by an authorised signatory from your organization to: Senior Manager IT Procurement & Admin Singapore Airlines Limited SIA Computer Centre 722 Upper Changi Road East Singapore 486854 Enclose a copy of the duly signed Non-Disclosure Agreement in this part (Part 2). 4.3 PART 3: EXECUTIVE SUMMARY Summarize the salient points of your proposal in no more than three (3) pages. Briefly describe your proposal and how it will meet the requirements of the RFI, outlining alternative proposals, if any, with descriptions of the various options. 4.4 PART 4: PRIOR EXPERIENCE Describe generally your relevant corporate experience in providing such services to organizations similar to SIA in size, complexity, and type of environment, especially in the airline business. List at least three (3) relevant customer references with which you have undertaken similar projects, together with their names and contact details. Where possible, explain your relationship with existing clients in the airline business that may affect the work you may have for this RFI. Page 9 of 13
4.5 PART 5: THE PROPOSAL Describe your proposed solution(s) and highlight any key assumptions you have made. Provide a complete point-by-point response to the Learning Management and System Requirements stated in Annex 2 of the confidential annexes and any additional information you deem necessary to support your proposal, explaining how your system would handle each requirement. State: The required configuration of your proposed product, The required hardware sizing Whether customisation of your product is required, What integration is required with other SIA s systems and how this is proposed. Describe how other vendors or vendor products, if any, will be integrated into your solution processes. Describe the approach, processes and methodologies that you will be using in the system you are proposing. Provide a network diagram to SIA, taking into account SIA s information security requirements that are provided in Annex 4: Information Security Requirements of the confidential annexes. State the time frame and schedule, from initiation till completion, for delivery of each of the requirements. Provide an estimated implementation costs, including: Cost of Product(s) Customization Integration Setup and Configuration Support and Maintenance Propose alternative solutions, if any. Only for proposals with the SaaS model: In addition to the above, please describe how change requests will be handled (e.g. only changes requested by majority of system clients will be implemented; client specific changes can be catered for etc.). Please also include: A high-level overview of the change request process; Average duration taken for a change request of (i) minor and (ii) high complexity to be implemented; and Enhancement cost sharing structure between all system clients.
