Date: Tuesday 01 December 2015 Request for Proposal for the Production of 2D Animated Videos The Strategic Interventions to Combat Violence against Women project of the National Council for Women (NCW) is seeking a company to develop 2-D animated videos to communicate messages to combat violence against women (VAW). This requires the development of six 2-D animated videos, with Arabic voice over in the Egyptian dialect, English subtitles and support for the hearing impaired. Videos to be produced: Films Duration 1-Awareness Raising video: Promotion of the Combating Violence Against Women Application (including Arabic voice over, English subtitles and support for the hearing impaired) 1 min 2-Awareness Raising Video: Explaining types of VAW and highlighting services of the NCWs 1 min Ombudsmen Office (including Arabic voice over, English subtitles and support for the hearing impaired) 3-Frequent VAW Case Scenario 1 and legal steps to solve it via the Ombudsmen Office 1 min (including Arabic voice over, English subtitles and support for the hearing impaired) 4-Frequent VAW Case Scenario 2 and legal steps to solve it via the Ombudsmen Office 1 min (including Arabic voice over, English subtitles and support for the hearing impaired) 5-Awareness Raising Video: Targeting men and encouraging them to become active in 1 min protecting women. (including Arabic voice over, English subtitles and support for the hearing impaired) 6-A quick guide video for media professionals on media ethics in covering VAW cases to 2 min advocate for objective coverage. (including Arabic voice over, English subtitles and support for the hearing impaired) Total 7 min Expected Duration for the full task: 45 working days (starting from the signing of the contract. If, however the company s production capacity will require a different timeline, it shall indicate this matter and present its own timeframe) Duties of the applying Company: - Develop the creative concept and theme for animated videos along with scripts under the guidance of the NCW representatives in line with the content that the NCW provides. - Produce 6 animated 2D videos. - Provide source files, materials and production inputs such as characters, V.O. etc. of each video produced (to be specified later in the contract). - Provide HD Quality and different versions and resolutions of the videos (to be specified in the contract). - All content is to be copyrighted and is considered ownership of the NCW and its partner entities as per the project (to be specified later in the contract). 1

Financial Component and Payment Terms after the Presentations are held: 1.A detailed budget breakdown has to be provided of all pre-production, production and post-production components (an example of a post production component for instance is editing, subtitling and sound recording). 2.Indication of VAT and other applicable direct and indirect taxes is a must and is to be included in the quotation. 2.The proposal validity has to be 90 days from the deadline. Payment % from full Amount Condition for Payment 25% Contract Signing, creative concept & theme Duration for the Condition of Payment from last payment made 0 Work Duration: 45 working days from Date of Signing the Contract. If, however the applicant entity s production capacity will require a different timeline, it shall indicate this matter and present its own timeframe. Application Deadline: Tuesday 15 th of December 2015 THE NCW expects price offers to be competitive taking into consideration that collectively 7min of 2-D animation video is to be produced. 2

APPLICATION PROCEDURE 1. Interested candidates should provide the following information via email: Company brief, history and contact information of the task manager Company experience according to Form A (Kindly find below Form A Entity Expertise Form to copy and fill) Any other relevant information regarding awards received etc. Indication of any sub contraction of the work or certain processes involved. 2. The NCW will hold a meeting with applying entities to provide them content and explain creative requirements. 3. Each applying entity will be asked to prepare a presentation with creative concept and financial offer and invited to present it at the NCW (and provide both hard and soft copies of the presentation). 4. The NCW will assess the applying entities presentations and offers based on the criteria indicated below (Presentation Assessment Criteria). 3
