Part 1: The Provision of Workspace for Small Businesses in Suffolk Business Centres and Business Parks 1. Introduction This report is the first of its kind to pull together information on provision of workspace for small businesses in Suffolk from the public and private sector. It contains base line information and findings which will be useful to provide strategic support for small and young businesses in the County particularly in this period of economic uncertainty by: providing evidence for the public and private sector to plan and target resource for business and premises support for start-ups and other small businesses; providing baseline information for future updates providing information for the ChooseSuffolk land and property database The report, prepared by Suffolk County Council s Economic Development team, provides information about workspace in incubator centres, office buildings and business parks appropriate to the needs of small enterprises. For each site identified information is made available on: location contact details number of units the range of unit sizes availability of units. The focus is on small companies since they account for the majority of employment in Suffolk. An understanding of provision of work space for this group is crucial in understanding their particular needs, as workspace can be a focus of business support activity and the businesses housed within workspaces are a central part of creating a diverse economy and job market in the county The types of workspace considered here are under two main categories, Incubator centres, which concentrate on facilities, support functions and added value services to meet the needs of start-up businesses. Incubator centres are of particular importance as they aid entrepreneurs in establishing their business through the offer of business advice, networking opportunities, shared services and flexible tenancy arrangements. An occupancy rate of 75% is considered a sustainable level for incubator centres. A lower rate means the centre is not economically viable whilst full occupancy means that the centre cannot have a churn of businesses which move in, grow and then move on (usually after 3 years), freeing up space for new entrepreneurs to move 1
in. Very high occupancy rates may also imply that there is a high level of unmet need for further incubator or move on space. Business centres and business parks, which are designed for more established and larger businesses. Business centres and parks are not as concerned with churn as incubator centres and so are more likely to be operating at closer to 100% occupancy. This report is therefore an important mapping project to identify current provision and potential gaps in workspace provision as well as areas with opportunities for further development. 2. Assessment of provision Each of the workspaces identified has been assessed based on the following criteria: Facilities (reception, secretarial or administrative services, meeting rooms etc.) offered to support enterprises in their daily business; Added value (easy in easy out / flexible renting conditions, business support etc.) to support new enterprises financially and through business advice; Parking space provision for employees or visitors; Transport connection, in particular the closeness to main routes such as the A12 or A14, Location factors; and Aesthetic factors such as an appealing structure of the building, tidiness / condition of the building and an attractive environment. It should be acknowledged that the report is an initial assessment of those sites we have been able to identify in Suffolk so may not be fully comprehensive. The list of sites presented is therefore not fixed, and additional sites will be included in future versions of the report. A variety of research methods have been used to gather data for the report including web, telephone, site visits, and most vitally, input from district council Economic Development Officers. 3. Categories As there are a wide range of names for business centres and business parks and varied definitions of sites for economic activities, standardised categories needed to be used in this report to classify workspace of similar characteristics. This classification allows for conclusions to be drawn about the provision across Suffolk. 2
The definition of business centres and business parks used in this report are the use classes B1 and B2 (as defined in The Town and Country Planning Order 1987) which include office based and light industrial business, as opposed to storage, distribution and other economic uses like retail or heavy industry. Sites with uses other than B1 or B2 are excluded from this report, even if parts are used by office based or light industrial business. Using the B1 and B2 classifications we have defined the following four categories of business centres and business parks. Category 1: Business centres Serviced offices/incubator centre. This category consists of small sized offices, possibly light industrial units, and is centrally managed and marketed. It provides serviced workspace which is equipped with a reception area and services for administrative and secretarial support, meeting rooms, access to installed broadband, easy in-easy out or other flexible renting conditions as well as business support for tenant companies. These properties meet the common understanding of incubator centres as workspace usually offered to business start-ups for the first years of their business activity. Category 2: Business centres Properties of mainly self contained offices. Properties of this category comprise small sized single offices as well as a small share of light industrial workspace. The entire block is centrally managed and/or marketed. The difference with category 1 is that the offer of a wide range of services to tenant businesses does not necessarily apply. Category 3: Business parks Properties of mainly light industrial workspace. This category includes clusters of buildings with mainly small-scale light industrial workspace. They may include adjacent or separate office space or buildings with an equal share of light industrial and office space. The main focus however is on light industry. Furthermore, the buildings are within the same location and form a block which causes the impression that they belong together in terms of their use as well as their urban design. These first three categories relate to existing buildings. As there are also some areas where workspace for small businesses as mentioned above will be offered in the future, the 4 th category takes these sites into account. This also includes parts of or entire properties which are not yet completed so that there are no buildings but plots currently available. 3
Category 4: Other relevant sites Future and not yet completed business centres or business parks This category consists of sites where B1 and B2 uses for small businesses will be located. Buildings and sites are not yet developed or completed, but the objective of the development indicates that at some time it will presumably fit in the categories above. 4. Findings This is the first time that data of this sort on workspace provision in the county has been gathered and does not claim to be a comprehensive list of all that is available. It has also been collected in a period of recession and the findings below should be considered in light of the impact of changing economic circumstances on occupancy levels and churn. In addition, a number of commercial premises were not in a position to provide all information about every property listed in the report. The following figures and findings therefore have to be handled and interpreted with care, particularly when they are not combined with the results of further research. Number of sites The report identifies 111 business centres and business parks (existing or under construction) in Suffolk, which fit into the categories 1-4 above and are suitable for small enterprises. Split into the different categories, there are o Category 1-24 incubator centres, o Category 2-41 business centres with (mainly) office space, o Category 3-40 business parks with (mainly) light industrial workspace and o Category 4-6 other relevant sites. Occupancy rates On average, there is a higher occupancy rate in category 3 (83.6%) than in categories 1 and 2 (76%), which demonstrates that light industrial workspace provided in business parks is better used to capacity than office space in incubator and business centres in Suffolk. Forest Heath, Suffolk Coastal, Waveney, Ipswich average less than 75% occupancy level. St Edmundsbury, Babergh and Mid Suffolk have higher levels, up to 90% on average. In addition these districts have a concentration of self contained business centres with full occupancy (100%). In category 1 (incubator centres), there is only one site with a 100% occupancy rate whereas there are several category 2 and 3 properties with this level of occupancy. 4
There may be a need for further development of workspace where there is high or full occupancy and may not be enough workspace to support new and small businesses creating demand. Most incubator premises are occupied to a level of at least 75% so that the support offered to their tenants is sustainable. Among the properties of the three categories, there are several business centres with occupancy rates below 75%, although the average rate is 80.5% (category 2) and 83.6% (category 3). A couple of sites are currently lower than 75% occupancy as they are quite new which means that there has not been enough time for marketing the units, but they do have the potential to increase their occupancy level. Assessment of provision An assessment of the 111 properties using the criteria outlined above, shows that there are 46 business centres and business parks (41.4%) with a high level of provision and several further properties with the potential for an upgrade to become a high level provider. There appears to be a correlation between the occupancy rate and the level of services and amenities at some business centres and parks. It tends to be that the higher the level then the higher the occupancy rate. There are a few cases in which the high level properties have a low occupancy rate. The reason for this seems to be the age of the business centre or business park, where the newer premises are still in the process of gaining tenants. Geographical spread There are concentrations in and around the key centres for development and change (KCDC) as defined in the Regional Spatial Strategy (RSS) for the East of England. Ipswich, Bury St Edmunds and Lowestoft have 57 sites in total. These areas also appear to have proportionately more properties offering a higher level of service/amenities with 16 high level business centres and parks in the areas with a further 10 sites around the area. This compares to 35 high level sites across the rest of Suffolk. The properties in the KCDC areas also have higher occupancy rates, typically in the range 75% to 100%. This would indicate a high level of demand and the public and private sector may wish to consider whether new business centres and parks will be needed in the near future. Particularly as there is a need for the creation of job opportunities within the KCDC areas. The largest clusters of properties are along the A14 from Felixstowe, via Ipswich, Stowmarket and Bury St Edmunds to Newmarket with a focus on Ipswich and its surrounding area. 5
Although the locations of sites along the A12 are not as dense as along the A14, there are several single business centres and business parks within a 10 minutes drive of both the A12 and the A14. Access to main regional transport infrastructure is important for some small enterprises in Suffolk, but it is not essential for all, as businesses in remote areas, off the main routes, can still be very successful. The Suffolk side of the Haven Gateway Partnership area includes 47 sites (42.3% of the county s total). This sub-region of the East of England is identified by the Government as a new growth point with a substantial potential to develop further as a major focus for economic development and growth. 23 sites in this area offer a high level of services and amenities, and 13 have high occupancy rates. The premises with a high occupancy rate (higher than 75%) are widely spread across Suffolk with an emphasis on the corridor along the A14 from Felixstowe to Newmarket and the KCDC areas. High occupancy properties outside these areas, are in the market towns Brandon, Haverhill, Sudbury, Hadleigh, Framlingham, Brantham, Rickinghall, Ilketshall St Andrew and Orford. However, of these high occupancy centres and parks, only those in Brantham and Framlingham offer the highest level of services and amenities. It appears that some market towns do not appear to have any business centres or business parks. Mildenhall, Eye, Debenham, Bungay, Beccles, Saxmundham and Aldeburgh all appear to be in this position. However, this does not mean that there are no commercial areas at all, but they do not fit within the 4 categories used for this report. The spread of Category 1 incubator centres across Suffolk is very loose and there are broad areas in Forest Heath, St Edmundsbury, Mid Suffolk and Suffolk Coastal without any sites. This seems to be particularly noticeable in the Northern third of the county (apart from Waveney) north of the line Newmarket Bury St Edmunds Framlingham Leiston). There are also properties covering Categories 1-3 in rural and remote areas. These locations are likely to have been developed either because there is a perceived need or an identified demand for workspace for entrepreneurs and small companies in these areas, or developed as part of a diversification strategy for farmers. 5. Next steps As noted above, this is the first report of its kind produced for Suffolk. The County Council has worked with a number of partners to compile the data but we do acknowledge that some existing business centres and parks were unable to contribute to this report and there may be others in the county of which we are not aware. Whilst the detailed information on the number and size of units available at each site will vary over time it is clear that there are currently 6
distinct clusters of provision in the major urban areas of Ipswich, Lowestoft, Bury St Edmunds and Newmarket with many other sites spread along, or close by, the A12 and the A14. Conversely, there is a low level of provision in the rural north of the county and in the south west, between Bury St Edmunds and Haverhill. The following are suggested as next steps to take this work forward, In order to gain a fuller picture of provision in the county the current report will be made available on the County Council and Choose Suffolk websites and also circulated to district councils and property gents who will be encouraged to provide information on any workspace of which they are aware but which is not in the report. The county council will work with colleagues in district councils, enterprise agencies, business support providers and property agents to identify, o Whether high levels of occupancy in particular locations are an indication of unmet demand for Category 1-3 accommodation, or even for move on space o Whether areas without provision have unmet demand which could provide opportunities for development The database of centres and their offer needs to be regularly updated and publicly available. Choose Suffolk has already committed to making the premises information available on their website but a mechanism for regular updating needs to be agreed. This could be similar to the process for updating the Choose Suffolk property database, which is updated by the agents themselves. 7

These properties meet the common understanding of incubator centres as workspace usually offered to business start-ups for the first couple of years of their business activity as after that period (most times 3 years) they require less support. 11
