Royalties for the Regions Floodplain Security Scheme Business Case Version 3 October 2012 The Royalties for the Regions program is delivered through the Department of State Development, Infrastructure and Planning (the department). The Floodplain Security Scheme will help build new and improved floodplain security infrastructure such as levees, flood bypasses, flood mitigation dams, flood retention basins and other key projects to protect and increase Queensland s resilience from flooding in resource communities. Applications can be made by local governments with communities that are experiencing growth pressures arising from large-scale resource developments, or from their role as service centres and hosts of major infrastructure projects linked to resource developments. The Queensland Government s 2012-13 commitment of 10 million is available to: Banana Shire Council Maranoa Regional Council Barcaldine Regional Council Mount Isa City Council Central Highlands Regional Council Rockhampton Regional Council Cloncurry Shire Council Toowoomba Regional Council Gladstone Regional Council Townsville City Council Isaac Regional Council Western Downs Regional Council Mackay Regional Council Whitsunday Regional Council Business cases will only be considered for projects with an approved Expression of Interest. Submitting the business case All business cases must be received by the department in full by 5pm, 17 December 2012. Please refer to the Floodplain Security Scheme Program Guidelines when completing this form. We recommended you complete this business case form electronically. The completed form can then be attached to an email or printed. Please ensure all sections of this form are completed. Business cases may be submitted electronically by emailing a completed copy of this form to royalties@dsdip.qld.gov.au along with a completed certification form and any supporting documents. Due to size restrictions, you may wish to zip supporting documents. All documents, including any sent by post, must also be received by the due date. As this form does not require a signature, it does not need to be printed and scanned once the form has been completed electronically, it can be attached to an email. A certification form must be printed, signed and scanned before being attached to your email. Electronic signatures will not be accepted. Receipt of business cases will be sent via email within two business days of submission. Part C: Project plan Attach a current project plan which will be used by the department to assess this application. At a minimum, the following information is required: site location cash flow forecasts land tenure and council s strategy to obtain the final approval timelines required land key performance indicators proposed scope of works risk analysis. Ensure the necessary licences and approvals required from regulatory agencies are factored into timeframes. Financial statements Local governments must supply a minimum of three years full audited financial statements (balance sheet, profit and loss, statement of cash flow). These statements only need to be supplied once per council per funding round, regardless of the number of applications submitted. Regulatory requirements Local governments are responsible for complying with relevant legislative requirements and securing the necessary licences and development approvals with the relevant regulatory agencies. If successful in obtaining funding through this scheme, all required approvals and licences are required to be in place at the time of signing a funding agreement. The department may also disclose information to promote the incentive through the release of the recipient s name, the amount of financial assistance and general details of the project.
