OVERVIEW There are 3 sets of statistics collected for ELECTRICITY usage: Lighting, Cooking and Heating. If a household is electrified, the minimum usage of electricity will be for lighting; therefore Lighting is commonly used as an indication of electrification st atus. KwaZulu-Natal Province has the second highest backlog overall of 22.1% : Both Umkhanyakude and Umzinyathi District Councils have less than 50% of their households electrified The minimum requirements for acceptable access to PIPED WATER are: 1 = Piped (tap) water inside dwelling/institution 2 = Piped (tap) water inside yard 3 = Piped (tap) water on community stand: distance less than 200m from dwelling/institution KwaZulu-Natal Province has the third highest backlog overall of 21.6%: Sisonke, Umkhanyakude and Umzinyathi District Councils have more than 45% of their households without an acceptable level of access to water. The minimum requirements for acceptable access to SANITATION are: 1 = Flush toilet (connected to sewerage system) 2 = Flush toilet (with septic tank) 3 = Chemical toilet 4 = Pit toilet with ventilation (VIP) KwaZulu-Natal Province has the fifth highest backlog overall of 32.3%: Sisonke District Council has more than 50% of its households without an acceptable level of access to sanitation Infrastructure Service Delivery usually impacts positively on potential income. POVERTY is defined differently depending on what is being determined - for example (minimum income per household per month): Housing: R3500 Social Grant: R1200 Absolute Poverty: R500 ($1.25 per day) Treasury amount used in Equitable Share allocation: R800 R800 per month (R9600 per annum) has been used as a minimum to demonstrate poverty spatially - in KwaZulu-Natal District Councils, the highest percentage of households earning less than R9600 per year is Umkhanyakude DEPENDANCY RATIO is defined as the ratio between the number of people aged less than 14 and over 65 to the number of people aged 15-64. A high ratio may increase the burden on the productive part of the population to maintain the upbringing and pensions of the economically dependent. Dependancy Ratio should be considered when prioritising areas for Infrastructure Service Delivery and are extremely high in KwaZulu-Natal, especially in Umzinyathi, Umkhanyakude, and Zululand.
