Speakers Mr John Lyons Chief Executive, International Cyber Security Protection Alliance Mr Lyons is Chief Executive of the International Cyber Security Protection Alliance (ICSPA), a not-for-profit organisation which aims to provide private sector funding and support globally to law enforcement organisations engaged in the fight against cybercrime. Mr Lyons previous public service appointment with the United Kingdom (UK) National Crime Squad, as the National Hi-Tech Crime Unit (NHTCU) Crime Reduction Coordinator, required him to lead the Unit s interaction with the UK s major bluechip companies. At the NHTCU he was responsible for writing and implementing the Unit s Crime Reduction Strategy and for leading their Industry Outreach Programme. In April 2004, he established the first UK national public/private sector information security awareness campaign for Internet users called Get Safe Online. Mr Lyons began his security career in the Royal Air Force where he served for 20 years. During his service in the RAF Security (Provost) Branch he was engaged in operational and investigative roles involving crime, counter intelligence and counter terrorist activities. He qualified on the Senior Detective Training Course at the Metropolitan Police Service Training College and subsequently led a large number of joint investigations with police and military agencies throughout North Atlantic Treaty Organisation (NATO) countries. Mr Lyons retired from the RAF in 1993 in the rank of Squadron Leader. Before returning to the public sector to join the National Crime Squad, Mr Lyons held a number of senior management positions in the technology sector, where he worked on mostly foreign-based assignments. Mr Khoo Boon Hui Senior Deputy Secretary, Singapore Ministry of Home Affairs, Former President, INTERPOL Mr Khoo Boon Hui served as President of INTERPOL from 2008 to 2012. Mr Khoo has more than 30 years of police experience as well as recognised expertise in organisational management. He began his career in the Singapore Police Force (SPF) in 1977 and served as Commissioner of the Singapore Police from 1997 to 2010. Under his leadership, the SPF helped Singapore consistently maintain low crime rates and earn a reputation as one of the safest cities in the world. Mr Khoo s previous positions at the SPF include Deputy Commissioner of Police, Director of the Criminal Investigation Department and Police Chief of Staff. On 1 February 2010, he was appointed the Senior Deputy Secretary of the Ministry of Home Affairs. In 2006, Mr Khoo was elected to the INTERPOL Executive Committee as Vice-President for Asia. During his two years in the post, he actively worked to strengthen ties between INTERPOL and Southeast Asian police forces. In October 2008, he was elected President of INTERPOL for a 4-year term which saw the conceptualisation and construction of the INTERPOL Global Complex for Innovation in Singapore. Mr Khoo holds a Master s Degree in Public Administration from the Kennedy School of Government, Harvard, and a Bachelor of Arts Degree in Engineering Science and Economics from the University of Oxford. He attended the Advanced Management Program at the Wharton School of the University of Pennsylvania in 2002 and has received numerous international honours and local awards. Ms Johanna Hladun Attaché (Legal), United States Embassy Ms Johanna Hladun was born and raised in Rome, New York. She attended LeMoyne College in Syracuse, New York and graduated in 1991 with a degree in Business/Marketing. Prior to working for the Federal Bureau of Investigation (FBI), Ms Hladun was employed by Prudential Investments in Newark, New Jersey. Ms Hladun began her career as a Special Agent with the FBI in 1997. She was assigned to the San Diego Division and has served on a number of squads during her tenure there. Her investigative experience includes nine years of working a variety of criminal violations, including white collar crime, fugitives, organised crime, domestic terrorism, and alien smuggling. In March 2006, Ms Hladun completed a 70 day temporary duty assignment as FBI Acting Assistant Legal Attaché in Hong Kong. In November 2007, Ms Hladun completed a one year assignment to the U.S. Embassy, Baghdad, Iraq, where she primarily investigated matters related to counterterrorism and hostage recovery. While in Baghdad, Ms Hladun also developed and implemented a basic investigation training curriculum for Iraqi Police officers within the Ministry of Interior. In February 2008, Ms Hladun was assigned to FBI Headquarters in the Organised Crime Section, where she worked in both the La Cosa Nostra and Asian/African Criminal Enterprise Units, as Supervisory Special Agent. She had program management oversight for Labor Racketeering and African Organised Crime investigations in all 56 field offices. In September 2009, Ms Hladun returned to San Diego as a Supervisory Special Agent responsible for a squad of 16 personnel dedicated to combating complex financial crimes and corporate securities fraud investigations. She also served as the Undercover Coordinator for the Division. Ms Hladun reported to Canberra as the Legal Attaché in July 2013. 2
Assistant Commissioner Tim Morris AM APM National Manager High Tech Crime Operations Australian Federal Police Mr Tim Morris was appointed to the Australian Federal Police (AFP) in 1986. During his career, Mr Morris has worked in a variety of fields including organised crime, counter narcotic operations, anti-money laundering and counter terrorism. Mr Morris has also been seconded to the National Crime Authority (NCA) and the Australian Transaction Reports and Analysis Centre (AUSTRAC). In 2000 he was appointed the AFP s Senior Liaison Officer in Singapore. On his return he was promoted to the Senior Executive Service as the AFP s National Director of Investigations. In 2003, Mr Morris was appointed as the AFP s first Director of Counter Terrorism. This included heading the Bali bombing investigation, the introduction of the national Joint Counter Terrorism Teams and the establishment of the Family Liaison Officer Program. In April 2009, Mr Morris was appointed Assistant Commissioner Intelligence including responsibility for the AFP s in-house intelligence capability and its engagement strategy with international partner agencies in the criminal domain for both criminal and national security intelligence. In 2013, Mr Morris assumed the role as the head of the AFP s High Tech Crime Operations. This role encompasses all cybercrime investigations, education and prevention programs in addition to having responsibility for a wide range of electronic capabilities. He also serves as Australia s representative on the Virtual Global Task Force. Mr Morris holds a Bachelor of Social Science (Justice Studies), Graduate Certificate of Business and a Masters of Intellectual Property Law. He was awarded the Member of the Order of Australia in 2003 for his leadership of the Bali bombing investigation and the Australian Police Medal in 2010 in recognition of distinguished service, particularly in the international arena. Assistant Commissioner Peter Cotter APM New South Wales Police Force Mr Peter Cotter started his policing career in the inner western suburbs of Sydney, completing general response policing for seven years, before becoming hooked on criminal investigation work in 1991. After a couple of years of locally based criminal investigations, the lure of major crime won over, which has led to Mr Cotter working exclusively for the last 20 years in the major crime domains of homicide, armed robbery, extortion, and kidnap for ransom, as a practitioner, manager, and ultimately senior manager and Commander. Prior to assuming the Command of the Forensic Services Group, Mr Cotter held the position of Detective Chief Superintendent with the Serious Crime Directorate, State Crime Command. As Director, Mr Cotter maintained responsibility for the Homicide, Armed Robbery, Sexual Assault, Child Abuse, Fraud, and Property Crime Squads. Between 2010 and 2013, Mr Cotter was the NSW Police Force Corporate Spokesman for Victims of Crime, where he sat with a myriad of victim focussed government and private organisations endeavouring to assist all victims, but essentially those victimised by violent crime. Mr Cotter has completed the Leadership in Counter Terrorism Program incorporating study in the United States of America (USA) in 2007. Mr Cotter performed a senior management role in the Australian contingent which travelled to Virginia Beach, USA in 2013 to participate in the Australia-New Zealand National Counter-Terrorism Committee (ANZCTC) Capability Exercise First Landing focussing on the role of forensic examinations as an integral component in counter terrorism investigations. Mr Cotter holds a Bachelor of Laws Degree with Honours, and is admitted as a Legal Practitioner in New South Wales. In the Australia Day Honours of 2008, Mr Cotter was awarded the Australian Police Medal for distinguished service. Mr Doug Smith APM Chief Executive Officer, CrimTrac Mr Doug Smith is the Chief Executive Officer of CrimTrac, assuming this position in January 2011. Mr Smith s policing career commenced 40 years ago with the Victoria Police and he has since served with the Queensland Police Service and the Northern Territory Police, Fire and Emergency Services. In 1998 he attained the rank of Assistant Commissioner of Police and he acted at times as the Northern Territory Commissioner of Police and Deputy Police Commissioner. His experience includes work in the stock squad; traffic enforcement; criminal investigations; legal and training officer; and prosecutor. From 2004, Mr Smith worked as a consultant for the Northern Territory and Australian Governments on public sector integrity matters and reform, and aviation security. During the years 2005 to 2009 he worked with the Regional Assistant Mission to the Solomon Islands as a strategic advisor and development planner for the Royal Solomon Islands Police Force. Mr Smith is a graduate of the Australian Police Staff College Senior Executive Officers Course, the Monash University Public Enterprise Management Program, and holds a Bachelor of Arts Degree, Master of Public Administration Degree and has academic and other professional qualifications in law, policing, teaching, industrial relations and human resource management. He is the author of many papers on policing, public service integrity and co-authored a leading text book on the law of search and seizure. 3
Detective Inspector Tim Thomas APM Commercial Crime Division, Western Australia Police Detective Inspector Tim Thomas is a police officer of 26 years who has focused his career on Technology Crime. Mr Thomas joined the Western Australia Police in 1988, working in general policing and criminal investigations. In 1997, he was a founding member of the Computer Crime Squad which supplies specialist investigation, digital evidence, online operations and audio video services to the Western Australia Police. He was promoted to Detective Inspector, with oversight of this squad, in 2012. Mr Thomas is actively engaged in the national Technology Crime environment where he served four years as Chair of the Australia New Zealand Policing Advisory Agency (ANZPAA) National Institute of Forensic Science (NIFS) Electronic Evidence Special Advisory Group and is currently the Deputy Chair of the ANZPAA e-crime Working Group (AECWG). Mr Thomas s qualifications include a Graduate Diploma of Science, a Graduate Certificate of Digital Forensics, and a Microsoft Certified Systems Engineer. He has been awarded the Australian Police Medal and two commendations from the Commissioner of Western Australia Police. In addition, Mr Thomas has been accepted as an expert witness in technology crime matters by criminal courts on 12 occasions. Mr Steve Arundel Senior Project Manager, CrimTrac Mr Steve Arundel has worked in project management for almost 20 years in both the construction and information and communications technology industries. Mr Arundel transitioned from being a successful decorative concreting business owner into ICT 13 years ago after completing an advanced diploma in software development. Mr Arundel has spent the last seven years working at CrimTrac managing a number of projects delivering business outcomes to police and other Australian law enforcement agencies. He is currently managing the Australian Cybercrime Online Reporting Network (ACORN) Project. Mr Arundel has a young family with two children, 10 and 8 years of age, who keep him busy with week night home work and weekend sporting fixtures. In the little spare time he has Mr Arundel enjoys mountain bike riding, Australian Rules Football and training at the local gym. Dr John Moss Acting National Manager Collection and Analytics, Australian Crime Commission Dr John Moss is currently the National Manager Intelligence, Australian Crime Commission (ACC). This role involves leadership and management of the national criminal intelligence fusion capability which includes advanced analytics, high side capabilities, the Australian Gangs Intelligence Coordination Centre and the ACC collection and joint analyst groups in each jurisdiction. Dr Moss has over twenty years experience in military, intelligence and security related positions in New Zealand and Australia and has undertaken several operational deployments overseas. Since joining the ACC in 2007, Dr Moss has worked in a number of areas including strategic intelligence assessment of the aviation and maritime sectors, and implementation of the ACC s Sentinel strategy and its associated operating model. More recently as a member of the senior executive service, he has had oversight of the ACC s covert human source program and has been instrumental in the establishment of the national criminal intelligence fusion capability which seeks to harness the fullest range of National Intelligence and Law Enforcement Community capabilities to monitor known organised crime threats impacting Australia in near real time and discover previously unknown high risk organised criminal targets this includes agency adoption of Palantir, and the integration of technology with traditional enforcement methodologies. Dr Moss has a Doctorate of Philosophy from the University of New England, as well as number of other postgraduate qualifications including a Master of Defence Studies, Master of Letters, Graduate Certificate of Asian Studies and Graduate Certificate in Organised Crime and Corruption Investigations. CONFERENCE DINNER GUEST SPEAKER Dr Tobias Feakin Senior Analyst National Security, Australian Strategic Policy Institute Mr Tobias Feakin joined the Australian Strategic Policy Institute (ASPI) as Senior Analyst for National Security in October 2012. He examines issues relating to national security policy, cyber security, global counter-terrorism, resilience, critical infrastructure protection. He established the International Cyber Policy Centre at ASPI in 2013 and is Director of Centre. In this role he researches how cyberspace is used for nefarious purposes, by state and non-state actors, creating collaborative policy responses, and national and international cooperation in cyberspace. He is a member of the Devising Cyber Policy and Cyber Defence working group at the Oxford University Global Cyber Security Capacity Centre, and a Research Advisor for the Global Commission on Internet Governance run by Chatham House. He has worked as a Research Fellow for the Landau Network, Centro-Volta in Italy, and the United Kingdom Home Office. He was previously Senior Research Fellow and Director of the National Security and Resilience department at the Royal United Services Institute (RUSI) for Defence and Security Studies, in London, and is still Senior Associate Fellow of RUSI. 4
