1 Dr Christopher Charles Tufton, BSc, MSc, DBA Co Executive Director Caribbean Policy and Research Institute Dr Tufton is a business strategist whose expertise includes International Business & Marketing Strategy, specializing in Foreign Direct Investment facilitation and the impact of public policy on industry. He has lectured and conducted business consultancy in Jamaica, the United Kingdom and the USA, in a number of areas including International Marketing, Business Strategy and Entrepreneurship. He has also served on several corporate boards including the West Indies Trust Company Limited, CARIMED (the Caribbean s largest pharmaceutical distributor) and NCB Insurance Company Limited. Dr Tufton is a graduate of The University of the West Indies, Jamaica, and Georgia State University, Atlanta, USA, where he received degrees in Management Studies and Marketing respectively. He completed his Doctorate in Business Administration at the Manchester Business School, University of Manchester in the United Kingdom in He is a former Minister of Industry, Investment & Commerce, where he identified his priorities as investment facilitation, international market competitiveness, consumer protection and the creation of a climate of confidence to attract investors. He also served with distinction as Minister of Agriculture and Fisheries from September 2007 to June Dedicated, passionate, and goal driven, Dr Tufton s numerous achievements during his tenure as Minister of Agriculture includes the successful divestment of Jamaica s loss making sugar assets, expansion of greenhouse farming technology and the creation of agro processing facilities. Dr Tufton re defined the sector s strategic importance to the Jamaican economy, repositioning agriculture as a business. This was achieved through modernization and restructuring of the Ministry; expansion of extension services, revamping of agricultural research to be demand driven, augmenting the marketing division and creating the Agro Investment Corporation to mobilize investments in that sector. For his impact on the agricultural sector, Dr Tufton was named by the influential Jamaica Gleaner Newspaper as Man of the Year for 2010.

2 Dr Chris Tufton (cont d) Since January 2012, Dr. Tufton has focused on his business advisory services as Chairman of CNT Global Limited. He is also Chairman of Greenfield Investments and Bahama Traders, both family controlled retail businesses, a director of Desmond Mair Insurance Brokers, and Co Executive Director of the Caribbean Policy Research Institute (CAPRI), an economic policy think tank based at The University of the West Indies Mona, Jamaica. Dr. Tufton is married and has three children.

3 Mr Leighton Patrick Mitchell Member, Anti Fraud Committee Jamaica Bankers Association Mr Mitchell began his career as a Banker at the Bank of Nova Scotia Jamaica, limited in Between 2003 and 2012, he held several positions in the Bank s Information Technology Department. In March 2012, he was transferred to the Security and Investigation Department as Manager, Forensic Investigation. In this position, his responsibilities include the identification, prevention and suppression of technological crime against the assets, staff and customers of the Scotiabank Group and Affiliates. He is a member of the JBA Anti Fraud Committee, where he frequently contributes on issues affecting the financial sector. He earned his master s degree at the University of Liverpool, United Kingdom, in His specialty was Forensic and Information Security.

4 Miss Leesa Kow President Jamaica Money Remitters Association Miss Leesa Kow is President of the Jamaica Money Remitters Association and the General Manager of JN Money Services Limited and is responsible for the organization and its four overseas subsidiaries. She manages the company s global remittance operations, which spans the United States of America, United Kingdom, Canada, the Cayman Islands, Dominica, St. Vincent & the Grenadines, Ghana and Jamaica. Prior to her current appointment, she held the position of Group Marketing, Promotions & Sales Executive for the Jamaica National Group with responsibility for planning, coordinating and managing all the marketing, promotions and sales functions of the organizations within the JN Group. Her tenure with the JN Group began over seven years ago as a Senior Manager spearheading the Jamaica National Building Society s Remittance operations. She held the responsibility for three fast moving services all of which grew significantly during her tenure in that position. In her current role, Leesa continues to lead the organizations within the JN Money Services Group to yield record results. Leesa s professional experience includes business development, research, sales and marketing in an array of local, regional and international industries including Financial Services, Insurance, Remittance, Services (Creative and Technology) and Telecommunications. She graduated from the University of the West Indies with a first class honours Bachelors of Science (BSc) Degree in Management Studies and Accounting and subsequently gained her Masters of Science (MSc) Degree with distinction in International Business.

5 Mr Brant C Hadaway Partner Diaz, Reus & Targ LLP With a focus on international commercial disputes, Brant Hadaway has successfully handled several noteworthy cases for his varied international and domestic clients. In 2008, he played a key role in winning a multimillion dollar media rights dispute for the Honduran Soccer Federation (Federacion Nacional Autonoma de Futbol de Honduras), a case that earned his Diaz Reus team a Daily Business Review nomination for Most Effective Lawyers in International Law. The decision will likely give other Latin American soccer leagues more leeway in breaking monopolistic control over their ability to sell media rights to their events. Admitted to practice in Florida, the Southern and Middle Districts of Florida, the Eleventh Circuit Court of Appeals, the United States Supreme Court, and the Supreme Court of England and Wales, Mr. Hadaway also focuses his practice on arbitration, deceptive trade practices and consumer fraud litigation, insurance coverage, employment law, international law, and maritime law. Formerly in the motion picture and television industry, he holds degrees in criminology from Florida State University, motion picture production from the University of Southern California, and a Juris Doctor from the University of Miami, where he won top awards for legal writing and scholarship. He was previously associated with Mase & Lara, P.A., Miami. His University of Miami Law Review article "Executive Privateers: A Discussion on Why the Civil Asset Forfeiture Reform Act Will Not Significantly Reform the Practice of Forfeiture", has been cited in numerous articles and seminars on forfeiture and money laundering.

6 Mr Justin Felice Chief Technical Director Financial Investigations Division Ministry of Finance and Planning On August , Mr Justin Felice transferred from the Jamaica Constabulary Force (JCF) to the Ministry of Finance and Planning, assuming the position of Chief Technical Director Financial Investigation Division. Whilst serving the JCF he was the Assistant Commissioner of the Anti Corruption Branch. Mr Felice joined the police in Jamaica in September 2007, bringing with him more than 30 years of policing experience in Great Britain, and Northern Ireland. Prior to joining the JCF, Mr Felice was the Senior Director of Investigations at the Police Ombudsman s Office in Northern Ireland a position he had held since He had over 120 staff investigating police complaints, abuses including the use of force and allegations of police collusion and corruption. During his career Mr Felice s policing Commands have included Counter Terrorism, Serious Crime, Criminal Investigations, Professional Standards, Operations, Intelligence and Counter Corruption. Prior to joining the Police Ombudsman s Office, Mr Felice was a senior police officer serving with the Lancashire Constabulary, one of the largest in the United Kingdom, covering a major part of the north of England. His work there predominantly involved intelligence led proactive police operations as part of investigations into terrorism, police unethical behaviour, corruption and other serious crime. During his involvement with covert policing he identified significant psychological concerns for the welfare of undercover officers during their deployment and their re integration into society. He was sponsored to research the concerns at the University of Cambridge. He has been the chairman of the Association of Chief Police Officers Counter Corruption Advisory Group, with a responsibility for developing control strategies to protect the Police Service from corruption and unethical behaviour. Mr Felice is a member of the Association of Chief Police Officers Professional Standards Committee; member of the Association of Chief Police Officers Firearms Committee; member of the International Forum for Law Enforcement Agencies examining the use of less lethal options available to international policing; and, a member of North American Civilian Oversight of Law Enforcement Agencies.
