E-Credentialing Solution presented by Brad Wright Cambridge Systematics, Inc. January 28, 2003

Discussion Topics Introduction to Cambridge Systematics, Inc. E-Credentialing Models What is a Portal? Advantages to the Portal Approach Current Implementations

Cambridge Systematics CVO Services Management Consulting Business and strategic planning Business process reengineering Program and project evaluation Information System Design and Deployment System Integration Software Support and Ongoing Maintenance

CVO Technology Solutions One-stop motor carrier electronic credentialing solution Automated system for processing and managing oversize/overweight truck permits Central repository for a state s s credential and safety data that links to roadside (PrePass and NORPASS) and federal safety information systems Software that automates the processing of IFTA licenses and quarterly tax filings

Electronic Credentialing Models The Credential Interface Approach Carrier Interacts with a Unified Credentialing System IRP Carrier Software Credential Interface IFTA Carriers Prefer This Approach OS/OW

Credential Interface Model Carriers or service bureaus rely on PC-based software to apply for and receive credentials States implement a credential interface for purposes of routing and managing incoming transactions from industry State or vendor personnel develop interfaces from the credential interface to existing state legacy systems to support the exchange of data Each legacy system processes the transaction and returns credential to customer via the credential interface

Electronic Credentialing Models Each Agency Deploys Web Functionality Each Agency Provides Separate Web Functionality IRP Web IRP Carrier IFTA Web IFTA Agencies Prefer This Approach OS/OW Web OS/OW

Independent Web Interfaces Each agency develops a web interface to their respective legacy system(s) Customers apply for and receive credentials using a web browser carriers may need to interact with a number of independent web sites unless all CVO functions are under one roof Carriers likely will have multiple passwords in order to conduct business on-line across agencies Each legacy system processes the transaction and returns credential to customer via the web interface

Electronic Credentialing Models Portal Approach Carrier Interacts with a Portal That Provides Links to Individual Web Products for Each Credential Program IRP Carrier Thin Server/ Portal IRP Web OS/OW Web IFTA Web IFTA From the Carriers Perspective This Looks Centralized From the Agencies Perspective This Looks Decentralized OS/OW

Credentialing Portal Model Motor carriers apply for and receive credentials using a web browser The Portal is the single point of access to the state customers are only required to maintain one password The portal provides single sign-on, account management, and e-payment in one location The portal is integrated with the web applications provided by each agency, thus giving agencies control of their back-end systems

What is a Portal? An e-credentialing e portal is the focal point for conducting day-to to-day business with a state. The portal provides A single source for carriers to interact with disparate agency systems A single source for all motor carrier information - How do I conduct business on-line? - What state policy changes will impact my business? A common point of interaction with existing or emerging statewide technology infrastructure (e-payment, single sign-on)

Advantages to the Portal Approach Makes life easier for industry One point of access to the state (appears seamless to motor carriers) Requires only one password and supports centralized management of a carrier s s account Embraces browser-based based communications Efficiencies for the state Allows agencies to retain control of their systems and leverage previous efforts to web-enable enable their systems Enables CVO agencies to make use of statewide infrastructure such as e-payment e and single sign-on facilities Should reduce the number of phonecalls and walk-ins

Current Deployments Cambridge Systematics currently is leading CVISN deployment efforts in Connecticut and Michigan, including Deployment of PORTAL cs to support e-credentialing activities Integration of PORTAL cs with existing state credentialing systems, third-party systems and statewide technology infrastructure Deployment of CVIEW cs to support data exchange and roadside screening/safety enforcement activities Integration of CVIEW cs with state credentialing and safety systems and with national systems such as SAFER and PRISM
