He commenced his seagoing career in 1991 with Souter Shipping Company (OSG Ship Management UK Ltd). In 2001 he was assigned a shore management position as Trainee Technical Superintendent. He moved to his first Safety position in 2002, before being promoted to Safety and Security Manager in 2005. During this time his responsibilities included the position of Designated Person Ashore, Company Security Officer, Management Representative, and Quality Assurance Representative. In September 2006 he moved to Chevron Shipping Company as HSE Superintendent (Asia) responsible for shipyard audits, Shipyard HSE Oversight and general regional HSE Supervision. In August 2011 he was relocated to California and assigned the position of HES Team Lead for Chevron Shipping Company, overseeing all matters related to Health Safety and Environmental management. Joseph J. Angelo, INTERTANKO Mr. Joseph J. Angelo is the Managing Director for the International Association of Independent Tanker Owners (INTERTANKO). He joined INTERTANKO in January 2005 when he became the Director of Regulatory Affairs and the Americas located in their Arlington, Virginia regional office. In 2009 he became the Deputy Managing Director of INTRTANKO and in January 2011 he was appointed the Managing Director. Mr. Angelo is a 1971 graduate of the U.S. Merchant Marine Academy in Kings Point, New York. He began his career with the U.S. Coast Guard in 1977 and was assigned to various positions of greater responsibility until 1992, when he became a member of the Senior Executive Service (SES). In 1995 he became the first Coast Guard Director of Standards for Marine Safety, Security and Environmental Protection, a position he held until his retirement from the U.S. government in January 2005. Since 1980, Mr. Angelo has been a key negotiator and the head of numerous delegations for the U.S. to major maritime safety and environmental protection committee meetings and conferences at the International Maritime Organization, a specialized agency of the United Nations concerned with international maritime affairs. Mr. Angelo has received two Presidential Distinguished Executive Service Rank Awards, one from President Clinton in 1999 and the other from President Bush in 2004. In addition, he was the recipient of the 2003 Chamber of Shipping of America s RADM Halert C. Shepheard Award for Extraordinary Contributions to Merchant Marine Safety. Jim Arnold Bell, Ryniker & Letourneau Mr. Arnold was in private practice in Houston from 1979-1994 specializing in admiralty and maritime matters, marine insurance, collision, salvage, chartering, Jones-Act litigation and marine contracts. He subsequently served from 1995 to 2010 as Senior Counsel for the Saudi Arabian Oil Company (Saudi Aramco) based in Dhahran, Saudi Arabia, during which time he also acted as Associate General Counsel/Secretary and principle Attorney for Saudi Aramco s whollyowned tanker subsidiary, Vela International Marine Limited based in Dubai, United Arab Emirates, operating a fleet of 50+ owned and chartered VLCCs and MR/Aframax Product Tankers worldwide. While with Saudi Aramco, Mr. Arnold also served as principal legal advisor to the Saudi Aramco Marine Department which operated a fleet of 90+ owned and chartered offshore support vessels and docking tugs in the inland waters of Saudi Arabia; principal legal advisor to the Saudi Aramco Global Oil Spill Response Organization and Crisis Response Team, responsible for planning and maintaining oil spill and crisis response organizations in the U.S., Western Europe, Middle East and Far East; principal legal advisor and head negotiator for 19 VLCC newbuilding contracts and 2 offshore

heavy lift and drilling rig construction contracts; principal legal advisor and negotiator for 15 second hand single hull VLCC sales; and legal advisor to the Saudi Aramco Contracting and Project Management organizations for numerous offshore energy infrastructure construction projects in the Arabian Gulf and Red Sea. During this period Mr. Arnold also acted as principle legal advisor in two major crisis response efforts involving a crash of an FAA registered helicopter in the Arabian Gulf with multiple loss of life and seizure of a Liberian flagged VLCC by Somali pirates, as well as numerous emergency response drills conducted in the Middle East, Africa and Western Europe and responses to various other minor emergency incidents worldwide. Mr. Arnold s practice focuses upon all aspect of inland, ocean and offshore shipping operations and the offshore energy industry, with emphasis on international/domestic tanker and barge operations, chartering, ship and drilling rig newbuilding and sale and purchase contracts, vessel/rig financing and documentation, international regulatory compliance, onshore and offshore energy infrastructure project transactions and oil spill and emergency disaster coordination and response. Military Mr. Arnold is a graduate of the U.S. Naval Academy and served for 7 years as an officer in the United States Navy, including 4 years of sea duty as a Surface Warfare Officer with sea duty in Viet Nam and the Western Pacific and 3 years as an Instructor and Asst. Professor of Naval Science at the Department of Naval Science, California Maritime Academy. Kevin Doherty, President, Nexus Consulting A former US Marine and Special Agent within the US intelligence community, Kevin currently owns and runs Nexus Consulting Group - a veteran-owned, full scope security firm. Mr. Doherty s career has focused on maritime security, anti-terrorism operations, intelligence, and nuclear nonproliferation. Mr. Doherty has served as personal security detail to a number of senor US officials and high-profile politicians including Secretary s of Energy Dr. Samuel Bodman & Spencer Abraham, US Ambassador to Iraq and the UN Zalmay Khalilzad. Mr. Doherty has held the highest clearances in the US government and is one of only a handful of Special Agents that has been assigned to the Department of Energy s (DOE) Office of Special Operations (OSO). Mr. Doherty has testified before a number of congressional hearings and sub-committees on security and piracy matters and has been featured on a number of blogs and interviews, and has been a guest on the Fox News Neil Cavuto show. Born in Massachusetts., Mr. Doherty attended Bridgewater State University for undergraduate studies and the University of Tennessee in Knoxville for graduate studies and was issued his first US Coast Guard Z-card in 1989.

Susan Hayman, FOSS Susan Hayman is Vice President, Environmental and Governmental Affairs for Foss Maritime Company. She is a graduate of the U.S. Merchant Marine Academy and Harvard Business School. Susan began her maritime career as a Third Mate for Exxon Shipping Company and has been in the maritime industry her entire career. She worked for Matson Navigation Company in various capacities including Manager of Customer Service then Operations Manager and Area Manager for Southern California. In 1998 she left Matson to join APL as Director, Terminal Operations and was promoted to Vice President of Global Terminal Operations before moving to London as Vice President of Operations for Europe and then to Vienna as Managing Director, Central Europe. In 2002 she became APL s first Vice President of Global Security. Susan was recalled to Active Duty as a Commander in the Navy prior to joining Foss in 2006 as Vice President, HSQE. John Kimball Blank Rome, LLP John Kimball concentrates his practice in the areas of admiralty and maritime law and commercial litigation. He has more than 30 years experience both domestically and internationally and counsels clients regarding maritime matters, including: maritime casualties, including ship collisions, sinkings, groundings, explosions, and fires charterparty disputes insurance coverage disputes creditors rights bankruptcy and insolvency mass tort litigation maritime environmental law, including oil spills maritime salvage and general average cases maritime piracy cases general commercial litigation Mr. Kimball is recognized in Chambers Global and Chambers USA as a leading lawyer in shipping litigation. Chambers has honored Mr. Kimball with a 'Star Individual' ranking which is only given to lawyers with exceptional recommendations in their field. " In 2006, he was awarded the Chambers Award for Excellence in Shipping Litigation in the United States. He is also recognized in Who's Who Legal and by the Legal Media Group as being among the leading lawyers worldwide in shipping and maritime Law. Mr. Kimball has received the highest possible rating from Martindale-Hubbell. Mr. Kimball is a prolific writer and speaker both domestically and internationally on legal issues facing the maritime industry. He presented the 2005 Donald O May Lecture on Maritime Law at the University of Southampton, England. He has co-authored three books, including, Time Charters (6th ed. 2008), Voyage Charters (3d ed. 2007), and Benedict on Admiralty, Vol. 3A: The Law of Salvage (2009 revision). Mr. Kimball is the editor of The Healy Lectures (2005). He also authored a chapter on American law in Limitation of Liability for Maritime Claims (4th ed. 2005). Recently, Mr. Kimball's article, "Raise High the Silver Oar! Teaching Admiralty Law," was published in 55 St. Louis University Law Journal 657 (2011). Mr. Kimball is an adjunct professor at New York University Law School, where he teaches a course in Admiralty law. COMMUNITY SERVICE & AFFILIATIONS Mr. Kimball holds leadership positions in maritime industry publication and organizations, including the Board of Editors for the Journal of Maritime Law & Commerce. He is a former member of the Board of Directors for the Maritime Law Association of the United States.

Captain Rob Lorigan, OSG Ship Management Captain Rob Lorigan was appointed Vice President of Marine Operations Assurance and Response of OSG Ship Management, Inc. in August 2010. Prior to that Captain Lorigan served for three years as VP, Operations Compliance of OSG Ship Management, Inc. In his new role, he is responsible for corporate assurance of OSG s environmental, safety, and security compliance programs and emergency preparedness and response. Captain Lorigan joined OSG upon retirement from the United States Coast Guard after 30 years of active duty, most recently serving as the Chief of Staff, 11th Coast Guard District, overseeing operations and compliance initiatives in California related to marine safety, security and environmental protection programs. He also served as Chief of the Marine Safety Division for the Coast Pacific Area, where he implemented Maritime Transportation Security Act regulations and the International Port Security Program. Captain Lorigan s command assignments include Commanding Officer of Marine Safety Offices in Juneau, Alaska and Guam and Executive Officer of Marine Safety Office San Francisco Bay, California. He completed field tours in marine safety, port operations, marine environmental protection, search and rescue and law enforcement in Alaska, Louisiana, and Texas and in the Middle East. He also carried out tours of duty in readiness planning and defense operations. Captain Lorigan holds a bachelor s degree in biology from Hampden-Sydney College, a master s degree in national security and strategic studies from the Naval War College and a master of science degree in business from Salve Regina College. Karl Lumbers, UK P&I Club Karl is a Master Mariner, with over forty years experience in the marine industry. He joined Thomas Miller, Managers of the UK P&I Club, in 1986 from a leading firm of marine consultants in London. Prior to this he served at sea with P&O. He is presently a Director of Thomas Miller P&I Ltd and a member of the global management team. He is responsible for the day to day running of the Club's Ship Inspection programme and the Club's Risk Management programme. He is also responsible for analysis of the Club's claims and the consultants that investigate these claims. Kathy J. Metcalf Kathy J. Metcalf graduated with highest honors from the US Merchant Marine Academy in June 1978 with a Bachelor of Science degree conferred in Marine Transportation and Nautical Sciences. Ms. Metcalf also received minors in Business Administration, Oceanography and Organic Chemistry. Upon graduation in 1978, in the first co-educational Academy class, she sailed for five years as a deck officer on crude oil and product tankers with Gulf Oil Corporation and Sun Company. During this period, Ms. Metcalf also participated in a shipboard/shoreside management development program with both companies, leading to her assignment ashore with Sun Company as the Fleet Safety and Health Coordinator in 1983. From 1983 to 1990, Ms. Metcalf served in various shoreside positions for Sun Company s Marine Operations Department and during this period, Ms. Metcalf attended the evening division of the Delaware Law School of Widener University leading to the conferring of a Juris Doctorate degree with high honors in 1988. From 1990 to 1993, Ms. Metcalf served in various positions in Sun Company s corporate divisions including the Corporate Health, Environmental and Safety Department, first as a managing consultant for regulatory policy analysis and later as a senior consultant for corporate oversight and assessment. Due to her strong relationship with diverse business lines in Sun Company and her extensive experience with regulatory agencies including the provision of formal testimony, in 1993 she was elevated to the position of Manager, State Government Affairs for Sun s Midwest operations area, including the states of Ohio, Michigan, Indiana, West Virginia, Oklahoma and Texas. In this capacity, she was responsible for the design and implementation of a proactive government relations strategy including interface with state legislatures and regulatory agencies, communications with diverse business lines including refining and marketing, terminals and pipelines and interaction with Sun s federal government affairs professionals. In 1997, Ms. Metcalf resigned from Sun Company to become the Director of Maritime Affairs for the Chamber of Shipping of America, a maritime trade association representing US based commercial shipping interests in

international, federal and state forums. Her responsibilities in this position include monitoring and development of positions with regards to legislative and regulatory initiatives and advocacy on issues of impact for the members of the Chamber of Shipping, before various organizations including the International Maritime Organization, the US Congress, and federal and state regulatory agencies. In this capacity, she has testified before Congressional committees, federal and state regulatory agencies and has attended numerous sessions of the International Maritime Organization as the American shipowner representative on the US delegation to the Marine Environment Protection Committee and the Maritime Safety Committee. Ms. Metcalf has also served on a number of federal advisory committees and is a regular presenter on maritime environmental issues at numerous conferences. Rear Admiral Robert C. North, U.S. Coast Guard (Retired) Rear Admiral Robert C. North retired from active duty with the U. S. Coast Guard on 30 April 2001. He is presently serving as the President of North Star Maritime, Inc., a marine industry consulting firm, specializing in international and domestic maritime safety, security and environmental protection regulatory compliance. His U.S. Coast Guard career spanned nearly 35 years and culminated with service as the Coast Guard s Assistant Commandant for Marine Safety, Security and Environmental Protection where he directed national and international programs for commercial vessel safety, marine environmental protection, merchant mariner licensing and documentation, port safety and security and waterways management. Bruce Paulsen Seward & Kissel Bruce G. Paulsen is a member of Seward & Kissel s Litigation Group. Bruce has practiced law since 1985, and has been a partner since 2002. Described as a "compelling and effective" litigator (Legal 500 2010) Bruce specializes in handling complex commercial disputes. He recently won a series of securities litigations against publicly-held shipping companies. He won a landmark victory in the New York Court of Appeals in the terrorism insurance arena. He recently obtained the largest sanctions award in New York history and won the billion dollar "X-Clause" litigation in the Adelphia bankruptcy. Bruce has no fear of taking cases to trial when a reasonable settlement cannot be obtained, and is comfortable before judges, juries, and arbitrators. Commercial disputes handled by Bruce have included contract and other business disputes, fraud, insurance, reinsurance, investment funds, trade claims, securities, commodities, derivatives, international disputes (including international arbitration), banking, real estate, bankruptcy, trusts and estates, regulatory disputes, and others. He has substantial expertise in the area of international sanctions, he handled the first piracy of a ship owned by an American-based shipping company, and has been deeply involved in handling piracy issues before U.S. government agencies. Bruce also handles finance and securities-related disputes in the shipping industry. He has represented bondholders, bond issuers, secured lenders and other creditors in matters arising from some of the most significant financing defaults in the shipping business. Bruce has successfully defended significant securities claims brought against publicly-financed shipping ventures, including claims brought in offshore jurisdictions. Further, he has acted for shipowners, charterers, lenders, borrowers, marine insurers, shipyards and others in litigations and arbitrations involving more traditional maritime disputes, including environmental matters. Bruce is a member of the Committees on Commercial Litigation and Business Litigation of the American Bar Association and the Litigation Committee of the International Bar Association. He is a Proctor member of the Maritime Law Association. Described as an "excellent communicator", Bruce has written and lectured frequently on litigation and arbitration issues and is highly engaged, on a pro bono basis, in non-profit governance. In this role he oversees all of the Business Development, Chartering and Commercial Operations which includes the existing Shuttle Tankers, Product Tankers, ATB s, and the Delaware Bay Lightering Fleet. Eric is also the Head of Government Affairs for the OSG Corporation and represents all of OSG s maritime and political interests in Washington, DC. His 23 year career in shipping began at Naval Sea Systems Command in Washington D.C. as a project engineer for the new construction and delivery of nine military tankers. Prior to joining OSG, Eric was a tanker broker for 13 years. Eric holds a Bachelor of Science degree in Marine Engineering from Maine Maritime Academy. He sits on the board of directors for Alaska Tanker Company, and the American Maritime Partnership and is the Chairman for the API Marine Committee.
