RFP Overview Contract Structure Background 3-year contract with NYCEDC to provide consulting services in one or more of 6 topic areas Once contract is signed, individual projects procured through mini-rfps released to the consultants within the relevant topic areas for the project needs Consultants competitively bid on mini-rfps Mini-RFP is an expedited process since Consultants already have contracts with NYCEDC Mini-RFP Process Mini-RFP for project Consultants bid Selection Key Stats from 2011 RFP The previous version of this contract was signed in 2011 and had the following usage through 2014: 17 firms on 4 workstreams 31 projects procured on 2011 contract >$31M total procured Projects ranged in size from $75K to $5M 4

Selection criteria RFP Part I, 2.2.8 (p.6) Experience (30%) In providing services similar to the tasks in the Topic Areas specified Quality of management, reputation, references, and, as applicable, the proposed team Favorable history, if any, in working with City or NYCEDC Quality of the proposal (25%) Demonstrated understanding of project Ability to perform services Proposed fee and cost schedules (15%) Personnel commitment (15%) Personnel committed Terms under which personnel would be committed MWBE Narrative Form (15%) Proposed plans for encouraging participation by minority and women-owned business enterprises, as outlined in the M/WBE narrative form Whether Consultant is an MWBE 12

M/WBE Goals and Requirements M/WBE Program M/WBE Program established in NYC Administrative Code, LL129 of 2005 and LL1 of 2013 M/WBEs must be certified by NYC Dept. of Small Business Services M/WBE Narrative Form is required with proposal and will be a factor in selection of retainer consultants M/WBE Participation Goal Range will be set on a project-by-project basis Will be a function of project size, subcontracting potential, services involved, and M/WBE availability M/WBE Participation Goal Range applies to total project value If goal range is applied, respondents must submit an M/W/DBE Subcontractors Participation Plan (Appendix H) with their proposal for that individual project Respondents must set their own M/W/DBE Participation Goal within the set range Respondents must also submit Intent to Perform as Subcontractor forms for each of the firms on the M/W/DBE Subcontractors Participation Plan, providing confirmation that the firms have been contacted and plan to work on the project If awarded, you will be held to meeting proposed goal Plan will be rated and factored into selection for that individual project Respondents submitting proposals with a Participation Goal lower than the lower bound of the range shall receive a score of zero (0) for this selection criteria The higher bound represents the optimum participation goal. Proposed Participation Goals that exceed this higher bound are welcome but do not receive extra points 15% of selection criteria corresponds to the quality of the M/WBE Subcontractors Participation Plan
Meeting M/WBE Goals Identifying M/WBE Partners Use SBS directory to find M/WBEs in a specific field Check out the Interested Subcontractor and Supplier List for this RFP Network at this info session NYCEDC can assist in identifying M/WBEs Refer to good faith efforts section in draft contract for more ideas Make use of the Kick-Start Loan Program Mobilization loans for M/W/DBE firms participating as either prime or subcontractor Amounts up to $150,000 May be used to buy long lead equipment, material, labor costs and working capital
