ARTICULATION AGREEMENT BETWEEN THE UNIVERSITY OF PHOENIX AND THE FLORIDA STATE BOARD OF COMMUNITY COLLEGES A Statement of Philosophy and Intent The State of Florida, long a national leader in higher education, has given broad policy directions to the system ofpostsecondary education in regard to transfer and articulation between and among two and four-year institutions. An articulation agreement was promulgated by the State Board of Education in 1971 to establish an effective and orderly transfer process for students entering a state community college, completing an Associate in Arts Degree and transferring to a state university. At present, there exists a limited number of separate agreements between several of the independent institutions and nearby community colleges. The purpose of this agreement is to set forth the uniform conditions regarding articulation between the postsecondary educational systems represented by the parties to this agreement and to provide the procedures whereby the University of Phoenix may participate.
ARTICULATION AGREEMENT BETWEEN THE UNIVERSITY OF PHOENIX AND THE STATE BOARD OF COMMI.FNITY COLLEGES This agreement is entered into this 2,~ay of ~, 199 ~, by and between the University of Phoenix and the State Board of Community Colleges, an agency of the State of Florida. WHEREAS, the parties desire to coordinate curricula so as to assist students in transferring from a public community college to the University of Phoenix. WHEREAS, the parties desire to promote the most efficient and effective use of their resources and to offer students the broadest possible range of educational oppommities. WHEREAS, the parties desire to encourage and facilitate the establishment of specific articulation provisions between the University of Phoenix and the State Board of Community Colleges. NOW, THEREFORE, the parties, through this document and institutional~ addenda, agree to cooperate in articulating programs in accord and with the terms set forth herein. The University of Phoenix shall recognize the Associate in Arts Degree as the transfer degree from the Florida Community College System. II. III. The University of Phoenix shall specify and publish the programs articulated with the Associate in Arts Degree. The University of Phoenix shall specify and publish the course requirements and related prerequisite courses for each program listed under Article II. The University of Phoenix shall develop course equivalency tables, specifically for program prerequisites and course requirements, insofar as it is reasonable and necessary to do so. Courses that are designated as equivalent must be treated as equivalent for all community colleges. go The University of Phoenix shall specify the number of students to be admitted under the terms of this agreement and shall indicate the basis for making admissions decisions if more than the maximum number of community college students apply.
Vlo The University of Phoenix and the State Board of Community Colleges shall agree to the following conditions: Ao No Community college students who transfer with an Associate in Arts Degree under the terms of this agreement shall enter with junior standing. Community college students who transfer under the terms of this agreement shall be considered as having completed at least 36 hours of general education requirements. The University of Phoenix may specify additional courses that must be completed prior to the awarding of the Baccalaureate Degree. These courses may be completed at either institution unless otherwise specified in the Participation Agreement. The general education and the lower level program prerequisites must be able to be completed within 60 hours of lower level work required for the associate in arts degree. Co A community college student transferring under the terms of this agreement shall be governed by the graduation requirements set forth in the University of Phoenix s catalog in effect at the time of the student s initial enrollment in a community college, provided the student maintains continuous enrollment as defined by the University of Phoenix. However, the student will also have the option of graduating under the catalog in effect at the time of transfer. For purposes of this agreement, the definition of continuous enrollment, unless specified otherwise in the University of Phoenix s catalog, will apply only to students transferring directly from the community college to the University of Phoenix. D Admission of a community college student to the University of Phoenix will depend on the number of spaces open in each academic year and the continuation of the program. Program discontinuance will remove any obligation of the University of Phoenix to comply with the provisions of the Articulation Agreement and the executed Participation Agreement relative to the discontinued program. A community college student with an Associate in Arts Degree who transfers to a postsecondary institution or stops attending after receiving their degree and then subsequently applies for admission to an institution participating in this agreement, shall not be given any guarantees under the terms of this agreement as it applies to admissions. However, once admission has been granted the provisions of the articulation agreement would apply, in terms of recognizing the Associate in Arts Degree, granting the student 60 credit hours and honoring the general education requirements. The grade of"d" will transfer and count toward the Baccalaureate Degree the same as grades of"d" obtained by students at the University of Phoenix. However the University of Phoenix may require a GPA of not less than 2.0 overall or a grade of "C" or better in all prerequisite courses, provided the same policy is applied equitably. In addition, according to state law, no community college will award an AA degree without the student achieving a 2.0 minimum
GPA and students will be required to make a "C" or higher in Gordon Rule courses (communications and mathematics). The University of Phoenix shall accept no less than 60 credits to be transferred and applied towards the awarding of the Baccalaureate Degree. However, the student must meet the specific degree course requirements of the University of Phoenix, whichlmean extending the number of credit hours to earn the degree, if ~, the 60 hours tra/nsferred and applied do not include all of the degree prerequisites. ~" Go Only courses taken at the University of Phoenix will be used in compiling a student s cumulative grade point average, and the University of Phoenix may specify the grade point average required for admission to major fields of study and for graduation. Credit awarded by a community college as experiential credit and/or credit awarded by exam, such as College Level Examination Program (CLEP), Proficiency Examination Program ( PEP) and Advanced Placement (A.P), while acceptable to satisfy Associate in Arts Degree requirements, may or may not satisfy specific requirements of the Baccalaureate Degree. The University of Phoenix shall specify and publish its policy on accepting credits awarded as experiential credit and credit by exam. Authority over all academic policies or practices not mentioned in this agreement shall remain with the University of Phoenix. Jo Programmatically, the forgiveness policy for the receiving institution shall prevail, except that the GPA calculated by the community college for the awarding of the Associate in Arts Degree shall be the GPA used to determine admission into the program. VII. During the period of this agreement, the State Board of Community Colleges shall: Publicize the articulation agreement among the faculty, staff, and students in the Community College System. No Make available to community college faculty members, counselors, students, and other appropriate individuals within the Community College System, the University of Phoenix admission requirements; preferred general education requirements; program prerequisite courses, other related requirements, and the course equivalency lists. Coordinate continued implementation of the common transcript, which lists all courses attempted, and grades earned and certifies successful completion of the Associate in Arts Degree requirements, including successful completion of the College Level Academic Skills Test and the general core courses.
D. Accept the Participation Agreements submitted by the University of Phoenix. Both parties agree: A. To arrange articulation meetings to review general education requirements. B. To cooperate on curricular changes that will facilitate future student transfer. C. To provide an opportunity on a regular basis for administrators of the University of Phoenix to attend meetings of the State Board of Community Colleges. Do To cooperate in developing mutually beneficial financial aid programs for students directly affected by this agreement. To establish an Articulation ff.pmmittee composed ofryar member~ from the University of Phoenix and go~ar membert~ from the Community College System to adjudicate and further advance the transfer of community college students to the University of Phoenix. The Articulation Committee shall have the following responsibilities: (1) to review instances of student transfer and admissions difficulties and recommend appropriate solutions; (2) to recommend the resolution of issues and policies which wi!! improve articulation between the institutions. (3) to conduct continuing reviews of the provisions of the Articulation Agreement. Participation Agreements. A. The University of Phoenix shall submit to the State Board of Community Colleges a Participation Agreement. The Participation Agreement shall be in effect until terminated. B. Proposed modifications, additions, or deletions to a Participation Agreement must be in writing and signed by both parties. Co Termination of a Participation Agreement must be submitted in writing to the State Board of Community Colleges prior to April. The termination will be in effect beginning with the following Fall term. The University of Phoenix shall abide by the terms and condition of the Articulation Agreement and the Participation Agreement with respect to all students who were enrolled in a community college on or before the effective date of termination, except in regards to terminated programs. Applicable Law. This Agreement will be governed and construed in accordance with the laws of the State of Florida and the rules of the State Board of Education.
Modifications. Any modifications, additions, or deletions to this Agreement must be in writing and signed by both parties. The designated representatives are the President of the University of Phoenix and the Executive Director of the Community College System. Termination of the Articulation Agreement. Either party may terminate this Agreement by giving written notice to the other party. The notice shall state the effective date of termination, which shall be at least one-year after the date on which the notice is received by the other party. The termination of this Agreement shall annul all Participation Agreements existing on the effective date of termination. Any student enrolled in a community college during the time of this Agreement is in effect shall continue to receive the benefits of the Agreement until the effective date, one year after notification, provided all conditions contained herein are met by the student. THIS AGREEMENT shall take effect on the date above and shall remain in effect until terminated by either party. IN WITNESS WHEREOF, the parties hereto have executed this Agreement on the date first above written. Any notice given under this Agreement may be given by personal delivery, overnight air express, or certified U.S. mail, return receipt requested. Notice shall be deemed to be given either a) upon actual receipt, if the notice is by personal delivery or by overnight air express; orb) 5 business days after mailing, if the notice is by United States mail, return receipt requested. Notice under this Agreement shall be given in writing to the parties at the following addresses or to such other persons or places as either party may firom time to time designate by written notice to the other party. PARTICIPATION AGREEMENT BETWEEN THE STATE BOARD OF COI~IUNITY COLLEGES THE UNIVERSITY OF PHOENIX In accordance with the Articulation Agreement between the State Board of Community Colleges and the University of Phoenix, the University of Phoenix agrees that upon acceptance of this Participation Agreement by the State Board of Community Colleges it shall: 1. Agree to uphold the terms and conditions of the Articulation Agreement which are applicable to a participating institution; Provide to the Division of Community Colleges the required information for each articulated program, including the requirements for the program and/or institution, in the format and the time frame so designated by the Division; 3. Submit notice of changes in the program requirements at least six months in advance, to allow sufficient time for community colleges to change their curriculum; Cooperate in all respects in the arrangement and attendance at meetings and conferences, the prompt provision of information and such other good faith efforts as are needed to implement and administer the Articulation Agreement as intended by the parties; 5. Develop a course equivalency table in so far as it is reasonable and necessary to do so and in accordance with a system developed in cooperation with the Division of Community Colleges; and 6. Be relieved of any obligation under this Participation Agreement or the Articulation Agreement for a specific program should that program be discontinued. Modifications: All modifications, additions or deletions to the Participation Agreement must be in writing and signed by both parties. Terminations: Termination of a Participation Agreement must be submitted in writing to the State Board of Community Colleges prior to April. Termination will be effective the following Fall Term.
