3 LEADING THE NATION S MOST NOTABLE AEROSPACE PROJECTS Dream Chaser Louisville-based Sierra Nevada Corporation s Space Systems continued to work rigorously on the Dream Chaser spacecraft through significant collaboration with other Colorado-based aerospace companies. Dream Chaser is a multi-mission Space Utility Vehicle designed for crew and cargo transportation to low Earth orbit destinations like the International Space Station (ISS). Sierra Nevada Corporation selected Lockheed Martin Space Systems Company to build the composite structure of the spacecraft and to assist with certifying the vehicle for human spaceflight. GMI Ball Aerospace & Technologies Corp. launched its Global Precipitation Measurement-Microwave Imager (GMI) in February As a joint effort between NASA and JAXA to improve climate, weather, and rainfall predictions, the mission will play an essential role in the Earth s weather and environmental forecasting. GOES-R Lockheed Martin Space Systems, located in Jefferson County, is developing the National Oceanic and Atmospheric Administration s (NOAA) next-generation geostationary weather satellites, the Geostationary Operational Environmental Satellite-R series (GOES-R). Data from NOAA s GOES satellites provides accurate, real-time weather forecasts and early warning products to NOAA s National Weather Service and other public and private sectors. The first launch is scheduled in early GPS III Lockheed Martin Space Systems is developing the U.S. Air Force s next generation of Global Positioning System (GPS III) satellites the newest military and civilian navigation technology that will deliver three times better accuracy, provide up to eight times improved anti-jamming capabilities, and include enhancements which extend spacecraft life 25 percent further than the prior GPS block. The first satellite is currently in final integration and rigorous testing prior to delivery. GPS OCX The U.S. Air Force Space and Missile Systems Center awarded Raytheon, located in Aurora, a $1.6 billion contract to deliver the Global Positioning System (GPS) Operational Control System (OCX). OCX will provide command and control of new capabilities associated with the new GPS III family of satellites as well as legacy satellites and all new civil and military signals. OCX will be delivered in increments. OCX Block 1 will introduce the full capabilities of the L2C navigation signal and is scheduled to enter into service in InSight - Lockheed Martin Space Systems is constructing the Mars lander spacecraft for NASA s InSight (Interior Exploration using Seismic Investigations, Geodesy and Heat Transport) mission. InSight is a NASA Discovery-class mission to understand the processes that shaped rocky planets such as Mars and Earth. Once the spacecraft has been fully assembled, it will undergo rigorous, environmental testing in the summer of 2015, and is scheduled to launch in Joint Polar Satellite System NASA, on behalf of NOAA, awarded Raytheon a $1.8 billion contract for the Joint Polar Satellite System (JPSS), a successor to the National Polar-Orbiting Operational Environmental Satellite System program. JPSS includes satellites and sensors supporting next generation civil weather and climate measurements. NASA also awarded Boulder-based Ball Aerospace & Technologies Corp. a $248 million contract to design, build, and test the JPSS-1 spacecraft and an $82 million contract for the Ozone Mapping Profiler Suite for JPSS-1, scheduled to launch in Orion In 2014, the Lockheed Martin-built Orion capsule launched atop a United Launch Alliance Delta IV Heavy rocket for a highly successful first flight test. Engineers were able to test critical safety systems and evaluate launch and high-speed re-entry systems, avionics, altitude control, parachutes, and the heat shield. Orion will transport humans to destinations beyond low Earth orbit, such as asteroids, the moon, and eventually Mars. Orion will launch on NASA s Space Launch System (SLS) heavy-lift rocket to a distant retrograde orbit around the moon on Exploration Mission-1. OSIRIS-REx - Lockheed Martin Space Systems is building the Origins Spectral Interpretation Resource Identification Security Regolith Explorer (OSIRIS-REx). OSIRIS-REx is a NASA asteroid study and sample return mission. Following launch in 2016, the mission will study and return a sample of a carbonaceous asteroid to Earth for detailed analyses in United Launch Alliance Headquartered in Centennial, United Launch Alliance (ULA) is America s ride to space, launching one-of-a-kind science and national security missions aboard its Atlas and Delta rockets. ULA also supports NASA and its partners in developing capabilities to deliver U.S. astronauts to low Earth orbit and human exploration beyond Earth orbit. Since the company was formed in 2006, ULA has launched more than 90 consecutive, successful missions. Colorado highlights from last year included ULA s launch of the Orion spacecarft aboard a Delta IV Heavy and an Atlas V carrying the WorldView-3 digital imaging satellite. ULA has 13 launches on its manifest for 2015, including a communications satellite for Mexico. WorldView-3 DigitalGlobe launched WorldView-3 in The highest-resolution, commercial Earth-imaging satellite ever flown, Worldview-3 can take images five times clearer than standard commercial satellites. DigitalGlobe unveiled plans to accelerate the launch of WorldView-4 (formerly named GeoEye-2), built by Lockheed Martin, to mid-2016 to meet increased demand. A significant catalyst for this increased opportunity was the recent U.S. directive to allow images with a resolution up to 25 centimeters to be sold freely. #MileCloser

The National Oceanic and Atmospheric Administration (NOAA), the University Corporation for Atmospheric Research (UCAR), and the National Center for Atmospheric Research (NCAR), located in Boulder, conduct research in atmospheric and related sciences, including exploring and monitoring worldwide weather, climate, the space environment, and ocean resources. A proven training ground for future space scientists and engineers, the Laboratory for Atmospheric and Space Physics (LASP) at CU-Boulder is the only universitybased institution in the world to have designed and built space instruments for NASA that have been launched to every planet in the solar system. The National Science Foundation and the Association of Universities for Research in Astronomy selected CU- Boulder to house the National Solar Observatory (NSO) headquarters and plans to add scientists, engineers, and administration staff to manage all data analysis and instrument development. The National Institute of Standards and Technology (NIST) in Boulder promotes U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology. The Cooperative Institute for Research in Environmental Sciences (CIRES) is a cooperative institute between NOAA and the University of Colorado that conducts research in Earth system science, including environmental chemistry and biology, atmospheric and climate dynamics, and the solar-terrestrial environment. 7 A HUB FOR COMMERCIAL SPACE ACTIVITIES A five-year Space Act Agreement, signed in 2010, established a public-private partnership between NASA and the Manufacturer s Edge to increase and advance tech transfer between NASA and Colorado companies. To address the current and future challenges of commercial space transportation, in 2010 the Federal Aviation Administration established a Center of Excellence for Commercial Space Transportation, of which CU-Boulder is a core member. The Center brings together government, industry, and academic institutions to focus on commercial human space flight, space commerce, space launch operations and traffic management, and launch vehicle systems. espace: The Center for Space Entrepreneurship is a not-for-profit organization based in Louisville that supports the creation and development of entrepreneurial space companies, the commercialization of the technologies they create, and the workforce to fuel their growth. With more than a dozen aerospace-related units on campus, CU-Boulder s AeroSpace Ventures brings together the university s institutes, centers, government laboratories, and industry partners to develop new technologies focusing on unmanned aircraft, small satellites, and Earth and space sensors. Colorado is 2nd in the U.S. for residents with a bachelor s degree or higher. U.S. Census Bureau, 2014 BUILDING SPACEPORT COLORADO In 2015, Front Range Airport in Adams County will continue the application process for Federal Aviation Administration (FAA) certification as a horizontal-launch spaceport facility. The subsequent designation for Spaceport Colorado fulfills a 2011 declaration by Gov. John Hickenlooper of Colorado s intent to become a spaceport state. The effort will support new opportunities in the future growth of commercial space research and transportation. Plans for Spaceport Colorado include the development of an aerospace and technology park to support a broad range of activities and commercial opportunities, including research and development, testing and evaluation, manufacturing, crew training, scientific research, suborbital flight, point-to-point travel, and unmanned aerial systems. Spaceport Colorado has an abundance of surrounding land and convenient access to DIA and the Metro Denver area s sizeable aerospace industry, research universities, and aerospace workforce. AT THE FOREFRONT OF UNMANNED AERIAL SYSTEMS RESEARCH AND DEVELOPMENT Colorado is a leader in Unmanned Aircraft Systems (UAS) research and development. In addition to a wealth of academic expertise in unmanned vehicle systems, Colorado is also a vibrant base of commercial and military UAS activity. With its variety of airspace, environmental conditions, and terrain, Colorado provides an ideal geographic location for federal, state, and private UAS research and operations, and the region is actively working to expand its UAS assembly, launch, and operational test areas. A 2013 study by the Association for Unmanned Vehicle Systems International reported that Colorado is poised to create more than 1,191 new jobs during the first three years following integration of UAS into the U.S. national airspace system. #MileCloser
8 A PROGRESSIVE BUSINESS ENVIRONMENT ENTREPRENEURIAL, BUSINESS-FRIENDLY STATE Colorado is a forward-thinking state with an entrepreneurial business climate. The patent office will further breed and expand Colorado s already enviable hightech and innovation economy. INCENTIVES TO ADVANCE YOUR AEROSPACE BUSINESS The Job Growth Incentive Tax Credit allows companies to apply to the Colorado Economic Development Commission for a state income tax credit based on the payroll tax cost from creating new jobs. To qualify, companies must create at least 20 new jobs, with an average yearly wage of at least 100 percent of the county average wage rate based on where the business is located. Colorado has 16 Procurement Technical Assistance Centers located throughout the state to help businesses compete for military and other funding. Gov. John Hickenlooper signed legislation in 2014 creating a Sales and Use Tax Exemption for qualified property used in space flight. To further pave the way for Spaceport Colorado, the state passed legislation to help expand the state s aerospace economy by limiting liability for public and private entities holding a Federal Aviation Administration license for spaceflight activities. The Advanced Industries (AI) Accelerator Programs include four types of grants and a global business support program to promote growth and sustainability in Colorado s advanced industries, including aerospace. AN EXCEPTIONAL ENVIRONMENT THAT ATTRACTS AND RETAINS QUALITY WORKERS Colorado has all of the amenities that both attract and retain a highly educated, productive workforce, including nearly 300 days of sunshine annually and unparalleled access to outdoor recreation. ABOUT THE COLORADO SPACE COALITION SUPPORT FROM STATE LEADERSHIP The Colorado Space Coalition (CSC), a group of industry stakeholders, works to make Colorado a center of excellence for space. Coalition members including aerospace companies, military leaders, academic organizations, and economic development groups promote Colorado s significant aerospace assets nationally, as well as advance legislation vital to industry growth and success. The CSC is an industry affiliate of the Metro Denver Economic Development Corporation. The Colorado Economic Development Commission is a major financial contributor to the CSC s marketing initiatives. The CSC is led by Colorado Lt. Gov. Joe Garcia; Maj. Gen. (Ret.) Andy Love; and G. In 2015, the Colorado legislature formed a bipartisan Aerospace and Defense Caucus to further support the continued expansion of these industries within the state. The CSC focuses on the following initiatives to expand Colorado s position as the nation s third-largest aerospace economy: Recruit new companies and expand existing aerospace employment in the state. Expand networking and collaboration among the state s space companies. Grow the state s aerospace workforce.
