It was informed that the persons who submitted suggestions have been invited to present their views before MAG. The list of suggestions with summary is provided to all the members. 1. Confirmation of the minutes of the 4 th meeting of Environment Planning & Coordination held on Since there were no observations by members, the minutes of the meeting of were confirmed. 2. Review of Action Taken Note of 4 th Meeting of MAG held on a. It was informed that Department of Environment with the help from Senior Consultant, UTTIPEC has finalized the first draft of the Chapter on Environment, as it was recommended by the Group in its previous meetings and also by the Advisory Group. The draft Chapter on Environment, as forwarded by the Deptt. of Environment was circulated to all the members along with meeting notice on b. Geospatial Advisor, GSDL informed that the exercise of boundary demarcation could not be completed due to conflicting areas due to different jurisdiction of Irrigation Deptt. under Uttar Pradesh Govt. He ensured that the issue is likely to be sorted out and the final plans to be submitted in the next meeting of MAG. Action: Department of Environment, GNCTD 1

Building of slip roads on Vikas Marg has cutoff a sizeable part from rest of the flood plains; as well as building of ring road bypass has dissected the flood plains. IV. Millennium Bus depot, embankment opposite to Mayur Vihar, Metro construction, Convention Centre, OAT, race course, Shopping Plaza, non urban residential urban uses have affected the flood plains. V. No construction activity should be allowed in the flood plain. VI. Activities to be allowed in the flood plains may be forest plantation, walking, cycling, organic agriculture and any other human activity which are non polluting and non invasive for sand aquifers. 1. Unplanned construction of CISF personal residential area has altered the drainage of water body causing floods in the village and hampered the groundwater recharge system built in 14th 2 The Group suggested that for Project development and approval should be done by plan approving Agencies only after detailed study of available water supply infrastructure. Similar suggestion regarding water crisis was discussed in the 4 th Meeting of the same group. In the same meeting, Chairman stressed on the need to make necessary addition to the chapter on Environment regarding installation of rain water harvesting system, both for new and existing buildings. Action: Department of Environment, GNCTD The planning, implementing and the service providing agencies take into consideration these aspects. The Irrigation and Flood Control Deptt., GNCTD to look

Green belt proposed on both sides of Bawana Road in Rohini to be removed as area around it is densely populated. Standardizing a simple form of the advertisement of environmental clearance 1. Anomaly in Environment Section 9.6 of MPD 2021 & the land use plan which does not follow the above mentioned MPD guideline. 2. Urbanisable area in Zone G Environment pollution near IGI Airport. This are falls within the noise affected zone of IGI airport and according to Ministry of Civil Aviation no new residential developments can come up in such areas. Thus it must be retained in the Green Belt. This area also falls within the safety zone of Airport Authority of India which would not permit any high rise building. Similar safety zone is recommended by International Civil Aviation Organization & Federal Aviation Authority. This it must be retained in the Green Belt. into these aspects as per policy. Action: Chief Engineer, I&FCD, GNCTD Zonal Development Plan provides for green belt along major urban extension roads. The green belts along the Master Plan roads are to be examined by Central Govt./ Govt. of NCTD for NCTD for the regularization of unauthorized colonies. Action: Director (Plg.) Zone M & N, DDA This matter does not pertain to Review of Master Plan The Group suggested that no modification required in MPD The provision of green belt as per the MPD-2021 policy to be examined with reference to the MPD-2021 and the approved Zonal Development Plan. Action: Director (Plg.) Zone C & G, DDA Following few observations were made by the members on the first draft of the Chapter on Environment. - Additional Commissioner (Landscape), DDA appreciated the extensive effort of the Group of Deptt. of Environment and UTTIPEC, DDA for preparation of the draft Chapter on Environment and informed the Group that further reclassification of Recreational Areas will invite corresponding changes in every organizational nomenclature followed by related organizations, which is cumbersome and not much required. Changing nomenclature may also develop hurdles in implementation. - Director (Plg.) MPR & TC, DDA observed that Master Plan being a legal document; complete restructuring/ replacement of any of its Chapter is not recommended. The process of Review of Master Plan for Delhi-2021 is expected to bring appropriate amendments to the provisions 3
5 existing in MPD The detailed version of the report and regulations may be annexed in the Master Plan. However, Officials from the Department of Environment, GNCTD & UTTIPEC insisted that the Chapter on Environment needs to be redrafted as various environmental issues are not contained in the existing chapter and various other issues need updatation as per the prevalent scenario. Director (Env.) also informed the Chair and members that the decision of modification and revising of complete Chapter was also taken during 5 th and 6 th Advisory Group meetings on Review of MPD respectively after this only Environment Chapter was redrafted/ modified. The Draft Chapter on Environment could not be discussed due to shortage of time and non-presence of most of the expert members in the Meeting. It was decided that the same will be discussed in the next meeting of Management Action Group (MAG). All the experts/ members present are requested to provide the observation to Director (Plg.) MPR/TC, DDA so that the same can be circulated along with the Meeting Notice. The meeting ended with a vote of thanks to the chair. Director (Plg.)
