1 FINANCIAL ASSISTANCE INFORMATION CODE OF CONDUCT An institutional financial aid professional is expected to always maintain exemplary standards of professional conduct in all aspects of carrying out his or her responsibilities. Gifts from lenders and other entities in the student loan industry to financial aid administrators or other institution employees that deal with student loans are prohibited. The gift ban allows the provision of standard information related to loans or financial literacy, food, refreshments, training or informational material furnished as part of training, favorable terms, conditions, and borrower benefits on an educational loan, exit counseling services to meet an institution s requirements, and philanthropic contributions that are unrelated to educational loans, provided that the contribution is disclosed. An employee of the financial aid office cannot accept from any lender or affiliate of a lender any fee, payment, or other financial benefit (including the opportunity to purchase stock) as compensation for consulting. Revenue sharing arrangements are banned. A lender shall not provide any assistance with call center staffing or financial aid staffing, except for providing professional development training for financial aid administrators, providing educational counseling materials, providing financial literacy materials, or providing debt management materials to borrowers if the identification of the lender is given. Staffing may be provided on a short-term, non-recurring basis to assist the institutions during emergencies, including natural disasters. The school shall not request or accept from any lender any offer of funds, including opportunity pools, to be used for private educational loans to students in exchange for the school providing concessions or promises to the lender with respect to a specified number of loans or loan volume. An officer, employee or agent employed in the financial aid office shall not serve on advisory councils. Lenders may seek advice in order to improve products or services for borrowers, including through telephone or electronic means or a meeting, provided there are no gifts or compensation. Exceptions are made for an officer, employee or agent who is not employed in the financial aid office and does not otherwise have responsibilities with respect to educational loans. FEDERAL STUDENT AID ASSISTANCE AVAILABILITY Federal Student Aid Assistance is not available at Heritage College, Lake Forest, CA or Heritage College, Sacramento, CA. Additionally, Federal Student Aid may not be available for some Heritage programs. Please refer the program information in your Heritage Catalog. 1
2 FEDERAL, STATE, LOCAL, PRIVATE AND INSTITUTIONAL STUDENT FINANCIAL ASSISTANCE PROGRAMS VA PROGRAMS The programs vary by campus. Specific questions regarding eligibility should be directed to the Veterans Administration by calling GIBILL1. PRIVATE EDUCATION LOANS Students may take out private education loans from a lender of their choosing. Students are encouraged to explore their eligibility for federal funding before borrowing private education loans. PREFERRED LENDER LIST / PREFERRED LENDER ARRANGEMENTS / PREFERRED LENDER ARRANGEMENT REPORT Heritage College participates in the William D. Ford Federal Direct Student Loan Program for all instructional programs approved for federal student aid funds. PRIVATE EDUCATION LOAN PREFERRED LENDER LIST / NO LENDER ENDORSEMENT Private education loans are not subsidized by the federal government. A student s eligibility for a private education loan is determined by the lender based on the creditworthiness of the student borrower and/or co-borrower. For specific terms and conditions on any private education loan, you should contact the lender. Heritage does not promote or endorse any lender. NEED-BASED AND NON-NEED-BASED FEDERAL FINANCIAL AID The need-based and non-need-based federal financial assistance programs available to students are as follows: Federal Pell Grant Program The Federal Pell Grant is a program for undergraduate students (those who have not earned a first Bachelor degree), and demonstrate the greatest financial need. Award amounts are based on a students Expected Family Contribution (EFC), as determined by the U.S. Department of Education (ED). Federal Supplemental Educational Opportunity Grant Program (FSEOG) FSEOG Grants are limited to students with the greatest need, which is determined by the school. Priority is given to those students eligible to receive the Federal Pell Grant as determined by the Department of Education (ED). Direct Subsidized Stafford Loan Subsidized Stafford loans are made to students who demonstrate financial need. The government pays the interest while students are enrolled and during authorized periods of deferment. Effective July 1, 2013, the Department of Education has a limit on how many years a first-time borrower may receive subsidized loans. Students 2
3 will be eligible to receive subsidized loans for a period of time not to exceed 150% of the published length of the student s current academic program. For questions regarding this regulation, you may contact the financial aid department at the phone number listed in the catalog. Direct Unsubsidized Stafford Loan An Unsubsidized Stafford loan is not awarded on the basis of financial need, and borrowers are responsible for all interest. Interest payments can be deferred while the borrower is in school, but is added to the principal of the loan (capitalized) when repayment begins. Borrowers can choose to pay interest while in school, or periods of deferment, to avoid capitalization. These loans are also available to dependent students whose parent is unable to borrow the PLUS loan. Parent Loan for Undergraduate Students (PLUS) PLUS loans are available for parents borrowing for the education of dependent students. PLUS loan applicants must be U.S. citizens or eligible non-citizens, not be in default on any federal education loan or owe an overpayment on a federal education grant. Qualified parents can borrow up to the total Cost of Attendance, minus any other aid received by the student. Unlike Stafford loans, PLUS borrowers are required to undergo a credit check. LOAN TERMS, FEES, AND LIMITS Direct Subsidized Loans for undergraduates with a first disbursement date between July 1, 2011 and June 30, 2012: 3.4%. Loans disbursed on or after July 1, 2013 are at an interest rate of 3.86%. These are at a variable interest rate, which will not exceed 8.25%. Direct Unsubsidized Loans for undergraduates with a first disbursement date between July 1, 2011 and June 30, 2012: 6.8%. Loans disbursed on or after July 1, 2013 remain at the interest rate of 3.86%. These are at a variable interest rate, which will not exceed 8.25%. Direct PLUS Loans: 6.41%. These are at a variable interest rate, which will not exceed 9.5% The Department of Education establishes annual and aggregate limits for the federal loans. Stafford loan limits vary depending on whether you are determined dependent or independent by the U.S. Department of Education. The total aggregate amount of Stafford loans, including both subsidized and unsubsidized, that undergraduates can borrow is $31,000 for dependent students, and $57,500 for independent students. Subsidized loans can be no more than $23,000 of this aggregate amount. The limits vary for each academic year, and are dependent on the length of the program. LOAN REPAYMENT / ENTRANCE COUNSELING / EXIT COUNSELING Students that receive federal loans are required to complete Entrance Counseling prior to disbursement of loan funds. Students that receive federal loans are required to complete Exit Counseling within 30 days of their last date of attendance. Loan repayment is scheduled to begin 6 months following the student s last date of attendance. Scheduled payments are determined by the lender. Following notification by the school that the student is no longer in attendance, the lender will notify the student at the last address of record, of their scheduled payments. Any Title IV loan borrower will have their loan information submitted to the National Student Loan Data System (NSLDS), and will be accessible by guaranty agencies, lenders, and schools determined to be authorized users of the data system. 3
4 FINANCIAL AID APPLICATION At the time of enrollment, students are encouraged to meet with a Financial Aid Advisor. This meeting is to estimate the eligibility for financial aid options and to create a financial aid package for funding the student s education. The Heritage Financial Aid Office is prepared to assist with the applications and to guide the student through the process of funding his/her education. Students can also visit to complete the Free Application for Federal Student Aid (FAFSA). DETERMINING STUDENT NEED Financial need equals the difference between the stated costs of attending school, less the resources available to the student. STUDENT FINANCIAL AID ELIGIBILITY A participant in federal financial aid programs must: Be enrolled as a regular student in an eligible program of study for the purpose of obtaining a degree or certificate; Have a high school diploma or recognized equivalent; Be a U.S. citizen or national, or an eligible non-citizen with a valid Social Security Number. Non-citizens are required to verify eligibility by providing documentation to the Financial Aid Office; Have financial need (except for some loan programs) as determined by the need-analysis system approved by the Department of Education; Not be in default on a student loan; Not be in an overpayment status with the Department of Education; Maintain Satisfactory Academic Progress; Be registered for the Selective Service if a male 18 years or older, or provide written documentation of mitigating circumstances. DISTRIBUTION OF AID AMONG STUDENTS Federal Pell Grants and Direct Loans are available to all students who complete the Free Application for Federal Student Aid (FAFSA) in a timely manner, and meet the eligibility requirements as determined by the Department of Education (ED). Criteria for Selecting FSEOG Recipients FSEOG is for students who demonstrate the greatest financial need. Priority is given to students with the lowest EFC who are Pell Grant eligible in that award year. Heritage makes every attempt to ensure the FSEOG funds are reasonably available to all eligible students (to the extent of available funds) who demonstrate financial need. To this end, the school divides the FSEOG Award Year allocation over the scheduled starts (categories). FSEOG will first be awarded to students within each category (start) with the lowest EFC. 4
5 STUDENT RIGHTS / RESPONSIBILITIES Each student borrower of federal funds has the following rights: To written information on loan obligations; To a grace period, and an explanation of what this means; To a disclosure statement, received before the beginning of the repayment of loans, that includes information about interest rates, fees, the balance owed and number of payments; To deferment of repayment for certain defined periods, if the borrower qualifies and requests this from the lender; To forbearance, if the borrower qualifies and requests this from the lender; To prepayment of their loan, in whole or in part, any time without penalty; To a copy of the promissory note, either before, or at the time of disbursement; To documentation that the loan(s) are paid in full. Each student borrower of federal funds has the following responsibilities: To complete Entrance Counseling prior to the disbursement of loan funds; To complete Exit Counseling before leaving school, or dropping below halftime enrollment; To repay loan(s) even if they do not complete the program, are dissatisfied with the education received, or unable to find employment after graduation; To notify the school and lender of any change of address, name change, or change in enrollment status; To make scheduled payments on their loan(s) unless a deferment or a forbearance has been approved by the lender. STANDARDS TO MAINTAIN TO BE CONSIDERED MAKING SATISFACTORY PROGRESS The Standards of Satisfactory Academic Progress varies by educational program. The SAP standards for each program can be located in the catalog at RE-ESTABLISHING FINANCIAL AID ELIGIBILITY/REINSTATEMENT Other than when a student is placed on financial aid warning or probation, or has agreed to an academic plan, students can only regain eligibility for FSA funds by taking action that brings them into compliance with the satisfactory progress standards. DISBURSEMENT OF AID Federal Direct Stafford Loans are disbursed equally per payment period(s) within the academic year. Disbursements are made based upon each students successful completion of courses, the student s satisfactory academic progress and academic credits and hours earned. Loan funds are posted directly to your student account. You will be notified in writing of each disbursement, and will have 14 days to contact 5
6 the Financial Aid office if you would like to cancel all or part of the loan disbursement. If the funds create a credit balance, the excess funds will be refunded within 14 days. Note: You must complete Entrance Counseling prior to the disbursement of any federal loans. LOAN TERMS AND NEED TO REPAY The link below will direct you to the Direct Loan website. CONSEQUENCES OF DEFAULTING ON A STUDENT LOAN Tax refunds may be used to repay your defaulted loan Wages could be garnished You may be obligated for incurred legal fees and collection costs Your default will be reported to all credit bureaus You may no longer be eligible for Federal Student Aid CONDITIONS AND TERMS APPLICABLE TO EMPLOYMENT PROVIDED AS PART OF THE FA PACKAGE FEDERAL WORK STUDY (FWS) Heritage does not participate in the Federal Work Study (FWS) program. EXIT COUNSELING INFORMATION FOR DIRECT LOAN BORROWERS Exit counseling is conducted with each borrower shortly before the borrower graduates. If the borrower withdraws without the school s prior knowledge, counseling materials will be mailed within 30 days to the borrowers last known address. The information provided during the exit counseling session includes: Average anticipated monthly repayment amount, repayment plans, loan terms, options to prepay; Contact information for their lender, forbearance and deferment information; Information on how to obtain loan status information on NSLDS The importance of repaying their loan and the consequences of defaulting The school will require the borrower to provide current information concerning: Name, address, social security number, references, driver s license number; Expected permanent address, the address of the borrower s next of kin; Name and address of the borrower s expected employer This document was updated on September 22,
