6 Contractor Development Services (CDS) Scope of Services CDS Contractor Development Services Program provides multi-disciplined professional services on behalf of the project owner. CDS identifies bidding opportunities for our pool of program participants while providing an array of professional services to augment each participating firm s training, educational, technical assistance and surety bond needs. Levels of service to each participant is delivered based upon the participant s specific needs and are targeted to provide maximum growth potential while instilling optimum loss control mechanisms to facilitate successful contract completion.
