5 Application Form #8 Recruitment and Retention Plan Recruitment and retention are distinct efforts essential to the success of program services. As a separate attachment or attachments, please provide a copy of the program s proposed recruitment and retention plans for FY2016. Each plan should include: - Target Audience - Key Action Steps/Activities (designed to meet the demographics of the target audience) - Person(s) Responsible - Budget/Resources - Target Completion Dates - Predicted Outcomes Please Note: All Grantees should maintain documentation of recruitment and retention efforts and outcomes and make them available as requested. Also, please include a copy of the program s projected FY2016 schedule by county and/or site, as applicable. The schedule should include class start and end dates, orientation and intake dates, and any other significant events. NOTE: A final schedule should be submitted to the OAE by July 15, 2015 via [email protected]. Also, revisions to the program s schedule during the year should be submitted via the same link. Transition services include: Management of the overall transition services process, Coaching and Mentoring, and Liaison between Post-Secondary and Workforce. Describe your organization s Transition to Postsecondary Education/Occupational Training strategic plan by responding to the four areas below: A. Program description, programmatic goals and targeted outcomes; (to include the following details) a. Is the transition specialist a full or part-time employee and how many hours per week are dedicated for the transition program? b. How will your program achieve both NRS and local institution goals (KMS)? c. If a CBO, what is your plan for collaborating with other adult education programs? d. What are the perceived needs of the transition specialist and what local professional development is planned to support these needs? B. Transition to Postsecondary Education/Occupational Training protocols for both instructional staff and student; (to include the following details) a. Are there pre-requisites for the adult learner prior to being referred to the transition specialist? b. What is the student referral process (internal and external)? c. Are adult education instructional staff members along with technical education peers/staff included in the transition process and how? d. Is there a working relationship with the local postsecondary institution(s) for transitioning adult learners? If so, what does the relationship entail? If not, why not? e. What supports are provided through adult education and technical education in order to transition students successfully (e.g. student services, financial aid, test prep, etc.)? C. Further explain the training that s needed by identifying how it will support a growth effort or improvement initiative for the program in an area of instructor effectiveness, adult learning, program management, file documentation, or performance reporting, as indicated by findings from the local needs assessment. The specific professional development meeting dates that support the Professional Development Plan are to be listed on Form #14B. Identify dates, topics, intended audience (e.g. part or full-time, staff, faculty (all or only certain content areas), and number of expected participants), and estimated expenses for each activity. Lastly, mark the professional development type (a legend is provided beneath the table). 11 Application Form # 15 Coordination (Limit responses to two pages) Per the Workforce Investment Act of 1998, electronically located at and the Workforce Innovation and Opportunity Act of 2014 located at Title II, Section 231: Local Provision for Eligible Providers and Section 232. The local application shall include a description of any cooperative arrangements the applicant has with other agencies, institutions, or organizations for the delivery of adult education and literacy activities. The eligible agency (TCSG) shall consider whether the activities coordinate with other available resources in the community, such as by establishing strong links with elementary schools and secondary schools, postsecondary educational institutions, onestop centers, job training programs, and social service agencies. Referencing the FY 2013 RFA, provide updates to: 1. cooperative arrangements/contracts or coordination efforts developed with other agencies, institutions, or organizations for the delivery of adult education and literacy activities. 2. coordination efforts with community organizations, institutions and other agencies to provide services to adult education learners, such as agreements with K-12 school systems and post-secondary educational institutions; community service organizations that provide health services, facilities, transportation, childcare or services for disabilities; and WIA services such as One Stop Centers, Youth Councils, and the Rapid Response System.
