Content filtering services are provided to Sutton and Kingston libraries, by the Shared ICT Service which is a shared service for the Royal Borough of Kingston and the London Borough of Sutton. The answers given here are from April 2013 when the Shared Service came into being. Data from prior to this date is not available. The FOI is summarised below with its associated responses: I would like to submit the below FOI request: Q1. Do you employ the use of content filtering software on the PCs based in your libraries which are connected to the internet and intended for use by the users of your library? A1. Yes. Q2. Provide the name and annual cost of the content filtering software. A2. There are two forms of URL content filtering used throughout Kingston libraries: Cisco Cloud Security - ScanSafe CheckPoint Firewall URL Filtering

2 Both of these services are provided as part of two corporate contracts that cover content filtering for all of the Royal Borough of Kingston upon Thames and the London Borough of Sutton. It is not possible to split out the costs of providing this software just for public access in libraries. Q3. Provide a full list of the categories of websites blocked (e.g. pornography, gambling, phishing etc. ). If these differ according to the user profile accessing the PC (e.g. child, student, adult, staff etc.) please provide a full list of categories of websites blocked for each user profile. A3. The Current set of Categories that are blocked for the Libraries are as follows. when using the General Access filter. If it is a member of the public requesting access, they would submit their request via the Council s main feedback page. For an internal user, the user in question would raise a call with the service desk. Then the need for the site would then be assessed and a decision would then be reached depending on the nature of the site, as whether to unblock the site for that request. Q6. From January 2013 until the present day, please provide a list of the URLs where users have requested access to despite them being blocked by the content filtering software. A6. There were 24 calls found matching these parameters where available the URLs are given in the answer to question 7.
