1 Student Senate Minutes 6 th Meeting, 91 st Session 5:15 P.M., Thursday, October 16 th, 2014 Senate Chambers, Memorial Union I. Call to Order Vice-President Harmon called the 6 th meeting of the 91 st session of Associated Student Government (ASG) to order at 5:15 P.M. II. Roll Call Present: Bailey, Bargdill, Buenger, Campbell, Carrillo, Castro, Dorian, Hall, Hernandez, Hull, Marten, Moustafa, Rice, Schrader, White, Williams Excused: Dickinson, Hicks, Huachaca Absent: Weaver III. Approval of Minutes Senator Carrillo moved to approve the minutes. The motion was seconded by Senator Rice and passed IV. Presidential Remarks President Huddleston began by wishing the Senate a happy Homecoming Week. President Huddleston then thanked those who signed up, counted, and went to Pack the Pantry. President Huddleston then announced that ASG will be joining them again Monday at 2:00 PM to count and that the staff would be there, but that at least five people are still needed. President Huddleston announced that the Regents Meeting went well and that ASG now has five potential topics for Higher Education Day. President Huddleston informed Senate that these topics would be Restoration to Higher Education Funding, Lifeline 911 or Medical Amnesty Policy, Taxless Textbooks, Tax Free Weekend, and Sexual Assault Policies on Challenge campuses. President Huddleston explained that Lifeline 911 or Medical Amnesty Policy is for students that have been drinking underage and are on campus with a friend that needs medical help, so the students would call for help and not be in trouble with the law. President Huddleston announced that Higher Ed Day will officially be on February 10 th with training on February 9 th at the University of Kansas. President Huddleston expanded on receiving Non-Budgetary Legislative Proposals. President Huddleston informed Senate that if the school wants to increase student fees to fund a building, there is Referendum the student body to vote yes or no. President Huddleston informed Senate that President Shonrock can still take this to the board of regents with the total, but they will see the percentage of students voting for the decision and decide accordingly. President Huddleston reminded Senate to remind their RSO s about the April 24 th deadline for service hours so they know what s going on. President Huddleston reminded Senate that the Hayes Lecture is tonight and that it would be great to have ASG representation there as the speaker was the Vice-President of ASG at one time. President Huddleston also reminded Senate to remind their constituents of Can the Bods and that the deadline is October 31 st. President Huddleston

2 informed Senate that there is an open position for the Election Commissioner and asked Senate if they knew anyone good for the job, to send them in to apply. President Huddleston informed Senate that they are taking applications and will be hiring prior to November. President Huddleston closed by thanking the Senate for their service. V. Vice-Presidential Remarks Vice-President Harmon began by wishing everyone a fabulous homecoming week. Vice- President Harmon reminded Senate to their constituents with the cc asgvp@emporia.edu. Vice-President Harmon informed Senate the Executive Assistant Sharlow sent out an update and asked Senate to check their s and pass the information on to their constituents. Vice- President Harmon announced that there are only two meetings Senate meetings left after this meeting and asked Senate to make the most of it. Vice-President Harmon informed Senate that November WDYWW will be devoted to IT and printing questions. Vice-President Harmon announced that they have spoken with IT concerning print sharing and he will be looking into it. Vice-President Harmon asked Senate if they have any suggestions, to please them to her. Vice-President Harmon announced the importance of Legislative Director Fox s report and that Higher Ed day is an essential part of what ASG does. Vice-President Harmon closed by announcing that she will be doing Senator check-ins in November. VI. Guest Remarks Vice-President Harmon welcomed Sally Konzem, a worker in the Student Wellness Center for healthy relationships, to provide guest remarks to ASG. Senator Bargdill moved to grant speaking privileges. The motion was seconded by Senator Rice and passed Konzem announced that she is the Healthy Relationship Coordinator for THRIVE. Konzem informed Senate that THRIVE is an organization made to prevent sexual assault and push healthy relationships on campus. Konzem announced that this can help students get involved and that they provide education programming to student groups. Konzem announced to Senate that peers educating other peers is the most effective method and that they are looking for student leaders to make a one hour presentation for a men s group and a women s group. Konzem asked Senate to sign up for more information on being a student leader if interested and that these one hour presentations would be checked beforehand to make sure it is appropriate for next semesters presentations. Konzem passed around her card and announced that this is a great way to get involved on campus. Senator Schrader asked if there would be preparation this semester. Konzem announced that most time would be spent next semester, but feedback could be provided this semester. Konzem closed by thanking Senate for their time. Vice-President Harmon thanked Konzem and welcomed Kevin Johnson to provide guest remarks to ASG. Senator Dorian moved to grant speaking privileges to Kevin Johnson. The motion was seconded by Senator Bargdill and passed Kevin Johnson introduced himself as the General Counsel Lawyer Representative for the University. Johnson informed Senate that the University is his client and that he reports to the President who can hire and fire him. Johnson clarified that he responds with the University s interest in mind and cannot provide individual advice. Johnson announced that he used to be a private practice and is not now. Johnson informed Senate that he is there because ASG is concerned with the University s issues as well. Johnson announced that last year various Senators had questions about legal information with ESU and that if that is

3 needed this year, Senators should contact him and he is happy to help. Johnson announced that he is there to help further the interests of ESU and make things happen. Johnson passed a brochure around with his contact information on back and announced that he is still teaching a class at ESU with very good students. Johnson closed by informing Senate that he is an informal kind of guy that can be grabbed at any time and encouraged Senate that is they had any questions to please ask. VII. Committee and Staff Reports A. Fiscal Affairs Senator Hicks Senator Dorian, speaking on behalf of Senator Hicks, informed Senate there will be a few Reserve Fund Requests on General order. Senator Dorian announced that they have met with RSO s and will be meeting with more. Senator Dorian informed Senate that there have been no line item requests, but they are working on allocations. B. Senate Operations Senator Bargdill Senator Bargdill announced that Senate Operations has one bill on first readings, four items on general order, three recognitions, and name change. Senator Bargdill thanked everyone that made last week s WDYWW so successful and that the results are being tabulated. Senator Bargdill closed by announcing that Senate Operations committee is working on the RSO handbook and is hoping to finish it soon. C. Campus & Community Relations Senator Carrillo Senator Carrillo announced that the Campus and Community Relations Committee will be looking more in depth at many of the new initiatives this year and that currently, they are looking and researching the Tobacco Free Campuses Initiative. Senator Carrillo also announced that CCR committee is planning a social with all of Senate to get to know each other more and work together better as a team. Senator Carrillo announced that a survey is given to the Senators to find preferences in socials, times, and days that work best for everyone. D. Treasurer Matt Haefele Treasurer Haefele announced that shirts came in on Monday and over half have been handed out with minimal errors. Treasurer Haefele reminded Senate that if there is any error due to incorrect information of excel sheet or order form, he will contact the Senator as problems occur and asked Senate to be on the lookout for those s. Treasurer Haefele announced that this fundraiser gave ASG an approximate net profit of a little over $4,000 to use for activities, expenses, etc. Treasurer Haefele announced that the individuals who ordered a shirt have to pay with exact change before they can pick up the shirts. Treasurer Haefele closed by announcing that Alumni Distribution will count as an office hour. E. Legislative Director Steven Fox Legislative Director Fox announced that a source of the Biographies of Kansas Board of Regents for all Senators to rely on was handed out. Legislative Director announced that today will cover five and the other five will be covered at next meeting. Legislative Director Fox first introduced Andy Tompkins. Andy Tompkins became President and CEO of the Kansas Board of Regents on June 1, Dr. Tompkins most recently served as the Dean for the College of Education, and as an Associate Professor in the Department of Special Services and Leadership Studies at Pittsburg State University (PSU). He previously served as an Associate Professor in the Department of Education Leadership and Policy Studies at the University of Kansas (KU). From

4 , he also served as the Kansas State Department of Education s Commissioner of Education. Throughout his career he has held various positions in K-12 and higher education serving as a high school teacher, principal, superintendent, university associate professor, department chair, and college dean. Dr. Tompkins earned his undergraduate degree in English at East Central State University in Ada, Oklahoma and earned his master s degree from Emporia State University. He also obtained a doctorate degree from the University of Kansas in Educational Administration. He has earned numerous honors including distinguished alumni and service awards from Emporia State University and the University of Kansas. He was inducted into the Kansas Teacher s Hall of Fame in 2001, was recognized as a Master Teacher in 1999, and was awarded the leadership Kansas Alumnus of the Year Award in Tompkins and his wife, Glenda, are currently living in Topeka, KS with their son and daughter. Legislative Director Fox then announced Kenny Wilk. Kenny Wilk was appointed to the Kansas Board of Regents in 2011, and is currently serving as the Board Chair. Prior to his service on the board, Wilk served for sixteen years as a State Representative for the 42nd District. He is a Kansas Health Foundation Fellow and a past board member for KTEC, Kansas Inc., and the Kansas Historical Society. He also serves as a Director with First State Bank & Trust in Tonganoxie, KS and with the Kansas Bioscience Authority. Wlk is employed as a consultant providing clients outreach initiatives, strategic planning and implementation guidance. Wilk and his wife, Darlene, live with their son in Basehor, KS. D. Legislative Director then introduced Shane Bangerterter. Shane Bangerter was appointed to the Kansas Board of Regents in From Dodge City, he presently serves as chair of the Board's Fiscal Affairs and Audit committee and is a founding partner of Rebein Bangerter Rebein P.A., a legal practice that has an emphasis on workers compensation cases. Bangerter grew up working on a farm and ranch in Leoti, Kansas, between school activities and university attendance. He has served as a member of the Board of Trustees for Dodge City Community College, a member of the Board of Governors for the University of Kansas School of Law, and served on the Boards of the Dodge City Housing Authority, Dodge City Roundup Rodeo, The Alley Teen Center, and Dodge City Raceway Park. The American Trial Lawyers Association has honored him as a Top 100 Trial Lawyer in Kansas, and he was named 2013 Lawyer of the Year in the 19th edition of Best Lawyers in America. Bangerter received his bachelor s degree in 1987 from Oral Roberts University and a law degree in 1990 from the University of Kansas School of Law. He and his wife, Kirstin, have two children and live in Dodge City, KS. Legislative Director Fox then introduced Robba Moran. Robba Moran was appointed to the Kansas Board of Regents by Governor Sam Brownback in She is presently serving as chair of the Board's Academic Affairs committee and is the Regents' representative to the Washburn Board of Regents. In 2013, Robba was elected Chairman of the Midwest Cancer Alliance Partners Advisory Board at the KU Cancer Center. She is a past member of the Hays Medical Center Board of Directors and the Kansas Agriculture and Rural Leadership, Inc. Board of Directors.Moran holds a B.S. in Business Administration from William Jewell College, and a J.D. from Duke University. She practiced law in Kansas City at Stinson, Mag (now Stinson Leonard Street) and later was Assistant Professor of Business at Fort Hays State University. She and her husband, U.S. Senator Jerry Moran, have two daughters: one a student at Georgetown Law School, and the other a student at Kansas State University s Veterinary Medical School. Legislative Director Fox introduced that last member introduced that meeting Fred Logan. Fred Logan was appointed to the Kansas Board of Regents in He

5 serves as a member of the Board s Fiscal Affairs Committee and Governance Committee. He also serves as the Board s representative on the Transfer and Articulation Advisory Council.Logan serves on the Board of Directors of the Kansas City Area Life Sciences Institute. He is a former vice chair and director of the Greater Kansas City Chamber of Commerce and former chair and director of the Arts Council of Metropolitan Kansas City. He served on the Board of Trustees of Johnson County Community College from 1992 to 1997 and was the chair for that board from 1994 to 1997.He is an attorney and partner of Logan Logan & Watson, L.C. in Prairie Village, Kansas. Logan earned his B.A. and J.D degrees from Indiana University. Logan is married and has three children. F. Public Affairs Director Michael Wilson Public Affairs Director Wilson reminded Senate to tweet and Facebook about WDYWW s topic of the Natatorium and what is going on in ASG. Public Affairs Director Wilson closed by asking Senate to check ASG s page often. VIII. First Readings A. SB Retitling of the Newman Kansas Association of Nursing Students Bill was read in its entirety by Senator Bargdill. Senator Bargdill moved to suspend the rules and drop this down to item G of General Order. The motion was seconded by Senator Dorian and passed IX. General Order A. SB Reserve Fund Request for ITSA Senator Marten introduced the bill and moved that it pass favorably. The motion was seconded by Senator Bargdill. Senator Schrader moved to grant speaking privileges to the organization representative. The motion was seconded by Senator Rice and passed The representative informed Senate that their club will be going to a conference in Jacksonville, Illinois for ten students. The representative announced that the fundraisers they have put on have not been sufficient enough for this trip. The representative announced that they will be presenting 3D printers, meeting a famous person in IT, and it will be a great opportunity for improvement. Senator Campbell asked the representative if they were flying or driving. The representative announced that they will be flying to this conference. Senator Schrader asked if they have put on any fundraisers. The representative informed Senate that they have done fundraising as they put on a bake sale. Senator Dorian called the bill to question. The motion was seconded by Senator Weaver and passed B. SB Recognition of Circle K International Senator Bargdill introduced the bill and moved that it pass favorably. The motion was seconded by Senator Hull. Senator Bargdill moved to grant speaking privileges to the organization representative. The motion was seconded by Senator Buenger and passed The representative informed Senate she attended Hutchinson Community College before Emporia State where Circle K was a club and brought it here. The representative announced that Circle K was recognized last year. The representative informed Senate that it is the largest service organization which is a branch under Kiwanis. The representative announced that the purpose of

6 this organization is service, leadership, and fellowship with the community and campus. Senator Hull asked the representative what events they put on. The representative informed Senate that their goal is for the future of children in the eliminate project where they are wanting to raise $100 million internationally. The representative announced that $50 toward project is needed and that 129 million mothers and children are still left. The representative announced that they will be helping with haunted house ghost tours along with Kiwanis pancake feed. Senator Bargdill called the bill to question. The motion was seconded by Senator Carrillo and passed C. SB Reserve Fund Request For Enactus Senator Bargdill introduced the bill and moved that it pass favorably. The motion was seconded by Senator Marten. Senator White moved to table the bill until October 30 th. The motion was seconded by Senator Williams and passed D. SB Recognition of Saudi Club Senator Bargdill introduced the bill and moved that it pass favorably. The motion was seconded by Senator Dorian. Senator Bargdill moved to table the bill until October 30 th. The motion was seconded by Senator Dorian and passed E. SB Recognition of URGE Senator Rice introduced the bill and moved that it pass favorably. The motion was seconded by Senator White. Senator Bargdill moved the grant speaking privileges to the organization representative. The motion was seconded by Senator Rice and passed The representative informed Senate that this organization is getting started as a branch of another organization and that it is all over the US where they are in relation with KU, K-State, and WSU. The representative announced that they do lobbying and create awareness to all students. Senator Bargdill called the bill to question. The motion was seconded by Senator Moustafa and passed F. SB Recognition of Nafme Senator Hernandez introduced the bill and moved that it pass favorably. The motion was seconded Senator Bargdill. Senator Weaver moved to grant speaking privileges to the organization representative. The motion was seconded by Senator Rice and passed The representative informed Senate that in order to keep up they will write it in their constitution to have the previous years president make sure hours are on HornetLife so there is no confusion. Senator Schrader called the bill to question. The motion was seconded by Senator Carrillo and passed G. SB Retitling of the Newman Kansas Association of Nursing Students Senator Bargdill, on behalf of Senator Huachaca, introduced the bill and moved that it pass favorably. The motion was seconded by Senator White. Senator Weaver moved to grant the organization representative. The motion was seconded by Senator Buenger and passed The representative informed Senate that they are wanting a name change because the Nursing school is now under Emporia State University instead of Newman regions health. The representative announced that their purpose is to interact with the community to promote health and wellness. The representative announced that this organization provides leadership in the Nursing School. The representative announced that they are fourteenth in the nation and want to get higher in the rankings. The representative informed Senate that they have goals to get on top and go to a mid-year convention which would benefit ESU and help with recruitment. Senator
