2 Hotel Reservations: The Training Center makes all hotel reservations. You should only call the hotel for medical emergencies, early or late arrival, directions, or to reach an attendee. The hotel will not give you reservation information. If you wish to make a change to your reservation, please do so on My TJCTC Home Edit Seminars from our website. Your confirmed hotel accommodations will be listed in the confirmation letter you will receive after we receive payment. Hotel Check-In: You must establish a line of credit with the hotel for incidental charges by providing a major credit card or cash deposit. Do not use a personal Debit Card for deposits or incidentals. The unused balance of your cash deposit will be returned to you upon check-out. Standard hotel check-in time is 3:00 p.m. so you may be asked to store your luggage at the bellstand until clean rooms become available. If you plan to arrive at the hotel after 6:00 p.m. you are responsible for calling the hotel to guarantee your room with a personal credit card, otherwise your reservations will be dropped at 6:00 p.m. Early Arrival or Late Stay: If you plan to arrive prior to the seminar start date, or intend to stay longer than the conclusion of the seminar, you will be solely responsible for contacting the hotel to make the reservations and for all extra costs. Room Selection: When registering online, select your requested room type when prompted. If you leave this section blank the online registration will not let you continue. 3 To attend the seminars or workshops you must be a lawfully elected or appointed Texas Constable, an employed or officially appointed deputy constable, or an employed clerk working for a constable s office. All registrants will be confirmed on a first come, first served basis no matter whether they are a Constable, Chief Deputy, Deputy, Reserve Deputy or clerk. So be sure to register as soon as possible to ensure your attendance at the seminar of your choice. You must attend the entire 20 hours to receive TCOLE credit in Civil Process (3101). STEP 1. Go to the Training Center s Website at login using your User ID and Password. If you have not already done so you will need to create your User ID and Password. STEP 2. Click on Online Registration then click on the seminar or workshop you wish to attend. If it is RED it is full. You may register and be put on a waiting list or you may choose another seminar or workshop. STEP 3. Select your room preference. I Do Not Need a Room Double Occupancy (Share with another attendee at no cost to you) Single or Share with Spouse (Requires a nightly surcharge) No Room Available (Include room preference in the Special Needs box when registering) Double with Participant: You need to select a roommate from the registered list of attendees. If the person you wish to room with is not listed, include their name in the Special Needs box. Select Any if you would like TJCTC to assign you a same-sex roommate. Special Needs: If you have special needs, type them in the special needs box and we will make every effort to have the hotel honor them, i.e. wheelchair accessible, close to elevator, low floor, etc. A smoking room is not an option since most hotels are now smoke free. STEP 4. Select your classes from the 3 Tracks: Introductory Track: Recommended for those with 0 to 3 years experience serving Civil Process, and/or minimal civil process workload, or those preparing for the TCOLE Civil Process Proficiency Certificate exam (CPPC). You DO NOT have to follow this track the entire seminar but may skip between these classes and the Specialty Classes. Specialty Track: Recommended for those that wish to get more in-depth training on a specific Civil Process topic. You DO NOT have to follow this track the entire seminar but may skip between these classes and the Introduction Classes. Discussion Track: Recommended for those with more than 3 years experience serving Civil Process and/or experience with a high volume of civil process workload and have previously attended at least 2 Basic level Classes. You MUST bring a laptop computer, e- tablet or set of **research books to attend. Limited to 36 attendees. See below for list of books required. You must stay in this track the entire seminar. STEP 5. After you have made your class selections, click on Register at the bottom of the page. You will be taken to your invoice. STEP 6. Print your invoice immediately. It reflects the registration fee and Texas State Overhead Assessment which is a total of $ Please arrange for payment as soon as possible. Your registration will not be final and no room reservation will be made until your payment is received. You will be ed a confirmation letter when payment is received which MUST be at least two weeks prior to the seminar. Your name will not be listed on the online roster until we have received your payment. If you need to reprint your invoice you can do so by logging into the My TJCTC Home. **Legal Books for Discussion and Problem Solving Classes Family Code, Property Code, Texas Rules of Court, Civil Practices & Remedies Code, Texas Tax Code. Registration Fees: Pursuant to the Grant Conditions, the registration fee is returned to the Grant to be spent as restricted funds. The Texas State Overhead Fee is used for activity expenses the Grant cannot cover, such as additional clerk and constable s seminars and workshops as well as excess meal and break costs, salary supplements, etc. and are unrestricted funds deposited in a Texas State University account, all funds spent in furtherance of the Grant mission. Counties that cannot afford the fees may request a waiver. Proof of a county s inability to pay may be requested. Page 3

You must print out your handouts from our website. See page 6 for instructions. Specialty Track A traditional classroom setting concentrating on independent topics on specific areas of civil process. A post test will be given. You must print out your handouts from our website. See page 6 for instructions. Discussion Track An interactive group setting to research civil process and other legal statutes and definitions to understand rules, requirements, and enforcement authority. Consists of group research, discussion and question and answer. Must bring laptop computer or e-tablet for online research, or research books. No Exceptions! **See page 3 for list of books. 8 to 8:30 AM Orientation 8:30 AM to Noon Introduction to Citations Overview of steps and proper procedures for receiving, processing, serving, and returning citations. Covers jurisdiction of courts, constable responsibilities, criminal subpoenas and rules of the court that apply to civil citations and subpoenas. Emphasizes officer safety procedures and techniques while serving. Office Management Targeted at 1-Person Constable offices and Constable Clerks, this class discusses the requirements and duties placed on the administrative demands of a modern day constable s office. Topics include fees of office, bookkeeping requirements, dealing with the public, salesmanship, civil process tracking and returns, and records retention. Establishing local department policy and procedures will also be discussed. Citations Discussion Focuses on technical and legal issues that arise during the execution and return of citations, subpoenas and precepts to serve. Consists of group research, discussion and question and answer. Emphasizes officer safety procedures and techniques while serving. 1 to 5 PM Introduction to Evictions Addresses jurisdiction of Courts as they apply to evictions. Covers types of service, Writ of Possession and Re-entry, removal of mobile homes, distress warrants, and proper procedures for service from receiving the writ to the return to court. Addresses sections of the Texas Property Code and Rules of Court. Provides definitions of writs and general guidelines while executing. Emphasizes officer safety procedures and techniques while serving. Partnerships in the County Focuses on how Constable s and deputies can effectively communicate and work more cohesively with other county officials. Taught by a Constable and Justice of the Peace, each will offer their perspective on intergovernmental relations. Topics include avoiding strained relationships, how to show unity and gain support from the Commissioner s Court; understanding county-wide situations and preparing and presenting budgets to Commissioner s Court. Writs Discussion Focuses on technical and legal issues that arise during the execution of writs. Addresses sections of the Texas Property Code and Rules of Court. Provides definitions of writs and general guidelines of executing. Emphasizes officer safety procedures and techniques while serving. DAY 3 8 to Noon Introduction to Writs Covers the functions of civil writs issued by the courts, i.e., Writs of Attachment, Sequestration, Habeas Corpus, Capias, Attachments for People, Turnover Orders, and Protective Orders. Includes types of service, Writ of Possession and Re-entry, and proper procedures for service. Addresses sections of the Texas Property Code and Rules of Court. Provides definitions of writs and guidelines of executing. 1 to 5 PM Introduction to Executions Students will gain a basic understanding and working knowledge of writs of execution involving both real and personal property including the seizure and sale of manufactured homes to satisfy a judgment rendered by the issuing court. Includes identifying liabilities imposed on officers when serving executions. Calculations and collections will also be introduced. Protective Orders Topics to include current criminal, civil and arrest laws, family violence, and civil standbys as well as discussion of procedures pursuant to the issuance, service and enforcement of protective orders. Officer safety and liabilities while serving will be discussed. Executions: Calculations & Collections Students will learn to identify different Writs of Executions and the complexities involved in the levy and sale of personal and real property to satisfy court judgments. Will enable student to recognize the officer's responsibility and ability to recognize the Rules and Procedures that apply to the levy, calculation of amounts due, sale, deeds, auctions, and receipts that apply to Writs of Execution. Executions Discussion Includes Execution software basics and stepby-step paper flow. Focuses on technical and legal issues that arise including legislated liability issues. Addresses sections of the Texas Property Code and Rules of Court. Provides definitions of writs and general guidelines while executing. Emphasizes officer safety procedures and techniques while serving. Evictions Discussion Focuses on technical and legal issues that arise during the eviction process. Includes types of service, Writ of Possession and Reentry, removal of mobile homes, distress warrants, and proper procedures for service from receiving the writ to the return to court. Addresses sections of the Texas Property Code and Rules of Court. Provides definitions of writs and general guidelines while executing. Emphasizes officer safety. DAY 4 8 AM to Noon Professionalism & Ethics /TCOLE Rules (General Session) Page 4
5 TJCTC is offering three one day workshops on three different topics this academic year. Office Management for One Person Constable s Offices and Constable Clerks This workshop discusses the requirements and duties placed on the administrative demands of a modern day constable s office. Topics include fees of office, bookkeeping requirements, dealing with the public, salesmanship, civil process tracking and returns, records retention, TCOLE policies, NCIC/TCIC regulations, and customer service. It will also touch on the importance of departmental policies and procedures and the need for good relations between county offices. Manufactured Housing Evictions Covers the eviction process and the applicability of the statues directly relating to the issues of Manufactured Housing (Mobile Homes) including definitions and Prerequisite Notices. Includes service of FED s, Possessions, and Writs of Re-entry, relating to manufactured housing as well as a review of Chapter 94, Texas Property Code. Problems encountered by officers, relating to the removal of manufactured housing, personal property, storage, and liability issues will also be addressed. Students are encouraged to bring forth specific issues encountered during the service and enforcement of writs relating to manufactured housing. Officer Safety & Courtroom Security Primary focus of this workshop is in the areas of officer safety as it relates to certain Writs that require the seizure or attachment of a person or property such as Evictions, Child Attachments and Protective Orders. It covers the officer s proper approach, scene safety, tactical planning and execution, proper safety equipment needed, dynamic entry and room clearing and approach and use of force to vicious animals as well as policy development. Courtroom security topics include duties of bailiffs, challenges to courtroom violence and understanding of security trends, safety evacuations and strategies that improve protection measures from violence. Learn to identify and effectively deal with potentially dangerous individuals. From this page you can: View and Edit Seminar, Workshop Registrations and Class Selections View Seminar/Workshop Catalogs View and Print Invoices, Confirmation Letters, Certificates & Receipts View and Edit your Personal Information View and Print Your Seminar and Workshop Class Handouts Confirmation Letter: A confirmation letter with specific information such as hotel location, parking, verification of sleeping accommodations, will be ed to you upon payment of your invoice. Cancellation, No-Show and Refund Policies: Cancellations must be received no later than two weeks prior to the seminar or workshop start date in order to receive a reimbursement of the registration fee/overhead assessment. Persons who register and No-Show or do not cancel two weeks prior to the seminar or workshop start date will not be eligible to a receive registration or overhead assessment refund. Cancellations will not be accepted over the phone. You must cancel or change your reservation ONLINE using the registration system. You can do this at by logging into My TJCTC Home and clicking on View and Edit Seminars. Once the Training Center has received the cancellation, it will be forwarded to the University for refund processing. Please allow 30 days after the University has received the refund request before expecting reimbursement. Persons who register and No-Show a seminar will not be eligible to receive a refund or attend a Training Center 20-Hour Civil Process seminar for the remainder of this academic year and the following academic year. Exceptions will be made on a case by case basis. The Training Center can no longer print your class materials. You MUST print your class materials and bring them with you. There will be no extra handouts when you arrive so if you do not bring your own, you will have no reference materials during class. Class materials will be available 2 weeks prior to the seminar/workshop. The Seminar Discussion Track handouts will be distributed in class. Since they are group research classes, we do not want you to have the questions before class. 1. Go to our website ( and log into My TJCTC Home. Log in. 2. Click View Class Selections. This will open a window that lists the classes you chose when you registered for a seminar. 3. Next to the classes you will find a blue Handouts link. Clicking on this link will open the handouts page for that specific class. 4. Download the file by clicking on the file name. You must have Adobe Reader to view and print your handouts. If you do not have this software you can download it using the link at the top of the page. 5. Print your handouts and pack them when you come to the seminar or workshop! Page 6
7 Effective December 1, 1999, TCOLE (formerly TCLEOSE) created the Civil Process Proficiency Certification. Since the Texas Justice Court Training Center was instrumental in the formulation of the Certification, TCOLE asked TJCTC to administer the exam. To qualify for the certification, the applicant must: 1) Be a full-time paid sheriff, deputy sheriff, constable, or deputy constable; 2) Hold an active peace officer license; 3) Never had a license or certificate issued by the commission suspended or revoked; 4) Be in compliance with the most recently completed continuing education training cycle; 5) Have at least three years full-time experience or the equivalent as a peace officer in a sheriff or constable s office serving civil process; 6) Have successfully completed 40 hours of civil process training with at least 20 hours completed in the last training cycle; 7) Obtain a valid passing score on the examination for civil process proficiency certification as approved by the commission; 8) Complete the application; 9) Pay associated fees. To qualify to sit for the exam, the applicant must: 1) Meet qualifications 1-6 listed above; 2) Register online for your desired exam date at least 2 weeks prior to the date or register on-site during the seminar you are attending. 3) After registering print out your invoice and send it in along with the non-refundable registration fee: Constables and their personnel are $15.00; Sheriff s and their personnel are $ Sheriff s personnel must call TJCTC to be entered into our database prior to registering. Exam Sites: Exams are scheduled to follow each 20-Hour Civil Process Seminar during the academic year at 12:30 p.m. or immediately following the wrap-up of the seminar. In addition, the exam is available at the TJCTC office in Austin four times per year. Applicants must call and schedule an appointment between 9 a.m. and 3 p.m. (see listing below).
