3 3 Message from Dan Newell Assistant Superintendent Secondary Education & Student Support When kids arrive at school at age five, they carry with them the magical powers of learning. They explore, inquire, ask questions, take risks, and are excited about finding answers. Counselors know, better than anyone else in our profession, that something changes along the way for a substantial percentage of our students. I maintain that all of you have taken the oath of office to pay close attention to that critical crossroad in each individual, and guide them through the complex world of adolescence and young adulthood. Thank you for all you do for ALL students, and paying extra attention to those who need you the most.

17 New requirements from E2SSB 6552 Twenty-four credit graduation requirements for the Class of Individual district that need extra time to implement shall be granted one or two year extensions. The culminating project is eliminated as a state high school graduation requirement for the graduating class of 2015 and beyond. About $97 million provided for an instructional hours increase last year is redirected to guidance counselors, materials and operating costs, and lab science class size. CTE is developing course equivalencies that will meet core requirements and procedures. Computer Science is equivalent for high school math.

19 19 Rules adopted to implement new grad requirements Schools must give precedence to the direction of the parent or guardian for High School & Beyond Plan and on the choice of the third math and science credits. Students granted waiver of up to two credits by their district must earn the 17 core subject credits for graduation. School board resolution required for district waivers to delay implementation of the grad requirements for up to two years. Laboratory science defined to be flexible (no science lab necessarily required for purposes of compliance). Clarifies that CTE courses can meet core subject area requirements (refers to math and science equivalency frameworks being developed by OSPI)

30 Career Guidance Foundations in WA Legislative Foundation RCW 28A Comprehensive guidance and planning programs for students - Enacted in 2006 Legislative Intent: 1. There are specific skills and a body of knowledge that each student needs to chart a course through middle school, high school, and post-high school options. 2. Each student needs active involvement from parents and at least one supportive adult in the school who knows and cares about the student's progress and future. 3. Students, parents, and teachers need the benefit of immediate feedback and accurate diagnosis of students' academic strengths and weaknesses to inform the students' short-term and longterm plans. 4. Empower and motivate all students and parents to take a greater role in charting the students' own educational experiences, the legislature intends to strengthen schools' guidance and planning programs.

39 Running Start Findings More than 1,589 students completed an associate degree or certificate at the same time as they graduated from high school in Over 1/2 of Running Start students (10,806) took at least one online course in A typical Running Start student takes a little more than 11 credits in a quarter. 57 percent of Running Start students enrolled full-time in Fall percent of Running Start students receive waivers from the colleges from fees, indicating low income.
40 Running Start Changes With the emergence of RS in high school setting (RS in HS) classes, changes are required: To provide consistency on how RS FTE is claimed and To ensure that students do not exceed the 1.20 RS FTE and AAFTE limitation. Refer to Bulletins No & for more information on updated forms and the RS in high school model
41 Running Start Changes continues RS FTE formula changes for all RS classes regardless of class location. (# of enrolled credits 15) X (3 # of months class is offered)
42 Running Start Changes continues RS in HS enrollment must follow the high school calendar. RS in HS enrollment will have a September count. To count for September, each student must have a completed RSEVF and a district/college s MOU must be in place. Student must participate on or before the September count day. College will report their RS enrollment by location on the P223RS form and districts will report the same on the P223: RS FTE at the college campus. RS FTE in the high school setting. RS Headcount and RS Only Headcount are not reported separately by location of classes.
43 Running Start Changes continues Additional guidance regarding RS in HS: Memorandum of Understanding (agreement between district and college): Can provide for recovery of cost to district for hosting the RS in HS class. Can provide for payments of stipends to high school teachers. Stipends must be for work done above and beyond the teacher s contract with school district. This additional work should be outlined in MOU. Should be reviewed by district business office.
