1 1 ACADEMIC PROGRAM LINK TO COLLEGE MISSION The mission of the Feather River Community College District is to serve a diverse student population with an effective learning environment. The District will accomplish this by offering high-quality general education, transfer programs, career technical degrees and certificates, and extracurricular activities that enhance student development and success. The college will foster interpersonal opportunities and provide unique programs supported by its small size and mountain location. The District will additionally promote regional economic development, broaden international understanding, and encourage life-long learning. PROGRAM REVIEW A. STAFFING What is the full- to part-time ratio of faculty within the program? LVN PROGRAM-Current ratio is 1:4 with 1 full time and 4 AF How does the current staffing structure positively and/or negatively affect the program? LVN PROGRAM-There are currently load issues in both Fall River Mills and Quincy Campus. CERTIFIED NURSE ASSISTANT-1 full time Director, and 2 AF instructors o The classes are limited to 15 due to the legal requirements by the State of California with respect to clinical instruction. There are requests for additional courses from Seneca, Fall River Mills, and Portola. EMERGENCY MEDICAL TECHNICIAN- 1 full time Director, and 2 AF instructors What are the objectives and goals in staffing to make this program more effective? My goal is to expand the program at Quincy and to do so may have to add another faculty member/ ad for clinical instruction. Certified Nurse Assistant o Add another qualified instructor. o CNAs gain employment before they are certified. EMT o The program has 2 qualified instructors. I want to add a back up EMT instructor: The Advanced EMT course should be available by Spring, 2013 The refresher EMT course should continue once a school year Having another instructor will aid in the possible load issue
2 2 B. CURRICULUM, INSTRUCTION & ASSESSMENT FRC has a certificate program which leads to taking the NCLEX-PN, and an Associates degree in nursing leading to the ability to take the NCLEX-PN test. Upon completion of either the certificate or degree program, the student is able to transfer to an LVN/RN step-up program, or the California State University BSN program. Describe any changes in the following since the last program review Curriculum (including articulation and course scheduling) A Capstone course, NURS280, has been approved and will be offered for the first time in August, 2013, after the current cohort has completed the required curriculum A new Advanced Emergency Medical Technician Course is working through the committees and is expected to be approved I am adding the Medical Terminology Course to my department as it is an integral part of Allied Health. I expect this to be approved by FRC also Instructional methodology (i.e., distance education) Med-Dosage Calculation has been added as a prerequisite, is distance education Assessment No significant changes have been made. The NCLEX-PN has changed test content, and we change assessments based on their change. Advanced EMT program is near approval at the college level. Having this course will allow advanced prehospital care in this rural area. What has been achieved in program- and course-level Student Learning Outcomes (SLO) Assessment Cycle since the last program review? Describe the successes or difficulties the program has faced in SLO assessment. The textbook was changed for the class and class in Fall River Mills to reflect better content and organization and this related to the updating of course outlines. The ultimate SLO assessment is pass rate for the NCLEX-PN. Ours is currently 78.% percent, above the state average of 75%. My goal by updating course outlines, changing textbooks and being actively involved with the courses, is to achieve a minimum of 85%. This is the first cohort that has been chosen by myself, with new textbooks and updated course outlines, and important knowledge of NCLEX testing. There have been no major changes in the EMT and CNA courses. What are the program s weaknesses and strengths in the area of curriculum and instruction?
3 3 I am finding from the previous cohort of whom I entered in the middle, had issues with medical terminology when failing their first attempt at NCLEX. The Instructors are well knowledgeable and have been excellent instructors. This vision of instructors can make or break a program. By updating the course outlines, the curriculum has been thus updated. Changing texts to reflect change in the nursing profession has allowed for greater comprehensive by students. Since I have been active in the profession in recent years aids in instruction and bringing nursing to life What are the objectives and goals in curriculum and instruction to make this program more effective? My personal goal is to become more knowledgeable in the area of gerontology and long-term care. To this end, I work per diem at the local skilled nursing facility in order to improve instruction. I want to increase the pass rate to 85% for the cohort due to graduate in Add Medical Terminology as a prerequisite to the Nursing Program C. PHYSICAL RESOURCES How is the program affected by the size, type and quality of available: The hospitals in Plumas and Lassen Counties are called rural access hospitals and have maximum inpatient capacity of no more than 10 patients. Plumas District Hospital is the only facility in Plumas County that has an obstetrical department. Pediatric patients are not hospitalized in these facilities. Thus, during the school year, the students do not have a lot of acute experience. This is also true of the EMT class. There are not many prehospital experiences. physical space and facilities The classroom and simulation lab are acceptable at this time information technology Not affected library holdings improved after opening of new library instructional equipment and supplies Not affected. There is money for instructional supplies from Lottery and hospitals and ambulance companies give us outdated equipment for training purposes
4 4 Have there been significant changes in the program s facilities, technical infrastructure, or other resources since the last review? no What are the program s projected needs in facilities, technology, or other resources, and how are these needs related to program goals? Need to locate another local facility, such as Feather River Hospital, for improved clinical experience. Add pediatric and obstetrical experience. Already, during regular medical/surgical rotations at Plumas District Hospital, students are given the opportunity to observe/care for delivering mothers and post- partum care. For pediatrics, I am currently allowing students to observe in the hospital-based clinics, with special attention to pediatric patients. This is an-observe only opportunity at this time as instructors are needed for skills. Even with this, this is an addition to what the students are experiencing at this time. D. STUDENT RETENTION AND SUCCESS Significant trends within the student demographics of the program. Students come from Reno, Chico, and Redding. There are a wide variety of demographics: Over ½ of the LVN students rely on grants, and loans. The CNA and EMT courses have no financial aid unless there are other classes being taken. What are the program s strengths or weaknesses in the area of student retention and success? The previous cohort has 2 students who have not taken the test, and 3 who failed the first time. 2 have retaken and passed the NCLEX-PN. For the current cohort, there were 25 applicants, 22 in the first semester, and legally down to 20, and remains as 20, the maximum What objectives and goals are needed to better ensure student retention and success? The application process is important. The previous cohort had 2 students that returned when I began, and those 2 are the students who have not taken the NCLEX-PN Goal will be to continue to review the application process? Goal will be to give all students the best opportunity to be successful Goals for future Allied Health Program As stated, to expand the amount of students enrolled at the Quincy Campus Begin a new cohort at Fall River Mills in August, 2013, with at least 10 students to one instructor Research the possibility of:
5 5 Beginning a Medical Assistant Degree/Certificate program Beginning a Physical Therapy Assistant Degree/certificate program After approval from FRC and the prehospital region, begin an advanced EMT course Begin an online Transitions Course from LVN to RN, which, although only one course, can aid the student in travelling throughout Northern California. So far, have had positive feedback from Butte and Shasta Colleges. E. COMMUNITY SERVICE In what types of community outreach does the program engage, and how is the program s academic and professional expertise extended to the local communities? The nursing program is involved with Plumas County Office of Education in helping with Kindergarten Roundup each Spring and with flu shots The nursing program is also involved with Plumas County Public Health in giving flu vaccines each Fall. The students participated in a disaster drill in June 2012, and were moulaged in the afternoon as victims. These experiences have given the students and community exposure to each other and given the students excellent injection experience, teamwork, and communication skills to the public. F. 7 7 THE PROGRAM REVIEW PROCESS Program review ensures that the college s academic programs are effective and responsive to students and the local community within the limitations of available resources. The review process includes the systematic collection, analysis and interpretation of relevant data, an assessment of progress made in achieving student learning outcomes, the fulfillment of program needs, and the accomplishment of program objectives and goals. Academic program review is an integral part of educational planning, supports the Enrollment Management Plan, and enables the college to meet the accreditation standards of the Accreditation Commission for Community and Junior College (ACCJC). The major objective of program review at Feather River College is to guide the development of the Education Plan. Essential items within program reviews include the following: 1. Collect and analyze accurate and complete data on key performance indicators, student learning outcomes, program activities, and accomplishments. 2. Ascertain and document program weaknesses and strengths. 3. Develop program objectives and goals. 4. Justify program budget requests. 5. Comply with Federal and State law, Title 5, Student Equity, VTEA, matriculation (including prerequisite and co-requisite standards), ADA (American with Disabilities Act), and other legal or certification requirements.
