HazMatIQ First Responder Offensive Training Workshop (6 Offerings) (Proposed Dates: 11/18/ /17/2013) Submitted by: Samson, Matthew William (Job Title: Fire Captain; Employer: South San Francisco Fire Department) Federal-Sponsored Course Catalog (EIN DHS ) 8 San Mateo County The HazMatIQ FRO system incorporates the proven "Above the Line/Below the Line" size-up tool while instructing First Responders equipped with a handful of instruments, whether they can safely enter the Hot Zone to attempt a rescue. This is accomplished by teaching responders how to use and understand meters (Radiation Meter, 4-Gas Meter, and Temperature Gun) and reagent papers (ph and F papers). This equipment assures their safety when they choose to enter the hot zone to attempt a rescue. This class will be taught with a Califronia certified First Responder Operations (FRO) instructor and will meet the requirements for Haz Mat FRO refresher for the State of California. LE - Law Enforcement 2. Advanced Ordnance Recognition for Law Enforcement (AORLE) (Proposed Dates: TBD-TBD) Submitted by: Smith, Michael (Job Title: Deputy Sheriff; Employer: Sheriff's Office) Federal-Sponsored Course Catalog (GS-07F-0357V) 100 Awareness The AROLE course offers comprehensive, hands-on training in the safe detection, location, identification and disposal requirements of unexploded ordnance using the techniques, tools and emerging technologies of today's UXO environmental remediation industry. This two-week course offers UXO TECH-1 certification, usually completed through the attendance of a five-week class, to Hazardous Device School for certified Bomb Technicians desiring specialized training. In addition to offering increased capabilities made available to state and local emergency responders, graduates of the course meet all requirements of the U.S. Army Corps of Engineers to work on USACXE UXO remedation job sites.

Fundamentals for Effective Questioning (Proposed Dates: TBD-TBD) Submitted by: Barnes, Shaunte Orlando (Job Title: Training Officer Specialist; Employer: BART PD) State-Sponsored Course Catalog (CA-018-PREV) 40 The Fundamentals of Effective Questioning is an intensive 2 day training course designed to assist law enforcement, fire services and emergency medical services personnel in recoginizing potential activities or indicators of subersive behaviour during rountine duties. The purpose is to provide students with the basic knowledge of how to elicit information and identify potential threat indicators. The first day of training consists of PowerPoint presentations followed by practical application of tactical questioning. During this practical exercise, the student will question a cooperative subject to obtain basic biographical data and establish a 48 hour timeline. The second day of training entails student practical applications that require students to complete three separate scenarios. During these interviews, the student will encounter postive, negative and empathetic situations. Following the interview the studetn will be required to complete the report specific to their department. 4. Marksmanship Evaluation and Training (Proposed Dates: TBD-TBD) Submitted by: Sanders, Garrett B (Job Title: Sergeant; Employer: Sheriff's Office) Marksmanship Evaluation and Training hours 3- Days, of basic and advanced marksmanship training. Fulcrum combines the expertise of International Pistol and Rifle Champions with combat lessons providing advanced techniques to include: Zero,Confirmation and Grouping Drills, Hasty Zero Techniques, Traditional and Obscure Shooting Positions / Barricades/ Vehicles, Confidence /Speed shooting, Nighttime shooting techniques, Equipment and Fighting techniques. 5. Tactical Analyst Course-Law Enforcement Operations (Proposed Dates: 03/25/ /29/2013) Submitted by: Walton, Gregory W (Job Title: Special Agent; Employer: FBI) Not Applicable This course is designed to teach best practices regarding tactical intelligence analysis and simultaneous/subsequent operational planning for deliberate and emergency tactical operations. Modeled a Joint Interagency Task Force operations used overseas and combined with other established law enforcement models, the course will teach students to conduct pre-assault analysis and create products to support operational planning, risk mitigation and decision making during operations. The course consists of three days of hands-on instruction on performing intelligence analysis in a Tactical Operations Center (TOC) or Command Post (CP) environment, and two days of table top exercises.

Advanced Homeland Security Training in Israel (Proposed Dates: 05/17/ /25/2013) Submitted by: Guerin, Geoff Marc (Job Title: Police Corporal; Employer: City of Gilroy) Awareness Santa Clara County This course allows participants to take an inside look at the way Israel addresses the problem with Hezbollah and other Terrorist groups- and how these problems might affect the USA. The aim of this program is to take away ideas on how to harden targets in our own areas by observing Israeli techniques and translating them to fit our own vulnerabilities, thus better protecting our country from these violent actions. Some of the specific topics to be covered in the training include, Infrastructure Security, Port Security, VIP Protection, Public Event and Public Safety Security including Mall Security, Government Building Security, Aviation Security, School Safety, IEDs/VBIEDs and Best Practices on converting police to counter terror units. 7. Participants will: learn the hazards of radiation; understand exposure limits and guidelines; identify common sources of radioactive material; understand the role and responsiblities of first responders within the Incident Command System (ICS) for radiological incidents; understand how to use, care for and accurately read both survey and contamination meters; learn protective actions to limit and prevent the spread of radioactive contamination; understand the proper methods to properly handle and transport contaminated patients; demonstrate proficiency in the application of skills learned through practical exercises and tabletop exercies. 8. Participants will learn radiation basics, radiation detection techniques, protective measures, health effects of radiation, DOE shipments, labels, placards and packaging with proficiency demonstrated in hands-on exercises. Emphasis is on radiological transportation shipments.

Nuts and Bolts of Setting Up a Door to Door Dispensing Program: An Alternative to the Traditional POD (Point of Distribution) (Proposed Dates: TBD-TBD) Submitted by: Bridges, Marian M (Job Title: Public Health Nurse; Employer: San Mateo County Health System) San Mateo County In the event of a bioterror emergency such as, but not limited to, an aerosolized anthrax attack, local health jurisdictions must distribute prophylactic medicines to the public within 48 hours of exposure. All counties of the Bay Area region have developed and practiced traditional POD plans to meet this mandate, however PODS have a variety of recognized shortcomings and emergency planners, responders and law enforcement increasingly note the need to have alternative dispensing methods ready in their arsenal of responses. Door to door dispensing has been practiced in San Mateo County for 6 consecutive years and the ability to dispense medication to all residents using fewer critical resources, within the 48 hour time limit has been demonstrated. In the past 2 years, and Santa Cruz County have also practiced door to door dispensing. This course will provide a review of how door to door dispensing programs were developed by 3 Bay Area counties and present instruction on the key activities needed for the development and successful implementation of a door to door mass dispensing programs as an alternative to the traditional POD dispensing method for multi-jurisdictional use by all Bay Area counties of the region. This course will be made available to the region's jurisdictions, fire and law enforcement, and other key responders and volunteer groups (MRC, CERT, NERT, etc.) as an online training course on the Bay Area Disaster Meds.Org website, a website developed and maintained by the Bay Area Mass Prophylaxis Planning Group (BAMPWG) a group of regional representatives of mass prophylaxis planners. The course will include video that describes the key activities in development of door to door dispensing in the region; self-directed training modules that detail key concepts, partnerships, plans and activities; and assessment modules for self-evaluation of knowledge learned and objectives met. PH - Public Health 12. Activation and Operation of a Health Department Operations Center (DOC) (Proposed Dates: TBD-TBD) Submitted by: Bridges, Marian M (Job Title: Public Health Nurse; Employer: San Mateo County Health System) Planning (OSHA Incident Command) San Mateo County All government employees are designated as disaster service workers with a responsibility to respond as needed in an emergency. For efficient emergency response, all employees need to be familiar with DOC positions and operations in advance of an emergency. Currently health departments across the Bay Area region rely on in-person classes that are resource intensive, requiring a location, qualified presenters, and time and travel for attendees in order to teach the fundamentals of DOC operations. Additionally these resources are required repeatedly over time in order to reach staff that is unavailable for earlier presentations, new staff, and staff who wishes a refresher or review. The Activation and Operation of a Health DOC course when developed would be a robust online self-directed training course that can be accessed /7 by any employee of the region's many local health jurisdictions. It would be integrated onto each individual jurisdiction's internal website. The course will include video and self-directed training modules that detail key concepts, partnerships, plans and activities; and assessment modules for self-evaluation of knowledge learned and objectives met. FEMA has a wonderful example of this type of training in their online ICS 100 course. Self-paced learning, assessment of concepts learned, and a final certificate of completion make it a comprehensive course requiring minimal resource expenditure.
6 PSC - Public Safety Communications 13. Communications Interoperability Gateway System (Proposed Dates: TBD-TBD) Awareness This course provides students an introduction to the use of portable and mobile communications interoperability gateways and hands-on training for emergency responders, dispatchers, EOC personnel, and technicians. 14. Hastily Formed Networks for Recovery and Incident Operations (Proposed Dates: TBD-TBD) Students will be trained in the design and deployment of portable wireless voice and data systems in austere environments to support all-hazard incident operations, disaster and CBRNE responses. 15. Radio Maintenance Core Training (Proposed Dates: TBD-TBD) Not in Course Catalog (YTSP5U, YTSN3E, YTSN5Y) 88 Students will be trained in core knowledge of RF communication systems design, troubleshooting and maintenance. This training is is offered in 3 modules: - RF Test and Troubleshooting - Advanced RF Fundamentals - Grounding and Surge Supression
