6 Homeland Security, Prop 1B, and Emergency Management Branch The mission of the Office of Grants Management (OGM) is to enhance and improve overall customer service to our sub-grantees while ensuring all grant expenditures are in compliance with state and federal requirements. Grant sections within the Branch include Homeland Security Grant Section (HSGS), Transit Security Grant Section (TSGS), Infrastructure Protection Grant Section (IPGS), and Emergency Management Performance Section (EMPS).
7 Homeland Security, Prop 1B, and Emergency Management Branch In Fiscal Year 2011, our Branch managed nine (9) federal preparedness grant programs totaling $262,345,073 and included the following: Homeland Security Grant Program (HSGP): $72,983,062 Urban Areas Security Initiative (UASI): $141,599,909 Nonprofit Security Grant Program (NSGP): $2,835,535 Metropolitan Medical Response System (MMRS): $5,070,474 Citizens Corp Program (CCP): $787,232 Regional Catastrophic Preparedness Grant Program (RCPGP): $2,563,952 Operation Stonegarden (OPSG): $10,326,313 Emergency Management Performance Grant (EMPG): $25,951,025 Emergency Operations Center (EOC) Grant Program: $227,574
8 Homeland Security, Prop 1B, and Emergency Management Branch Homeland Security Grant Section (HSGS) The HSGS is responsible for the overall management of California s State Homeland Security Grant Program (SHSGP), Urban Areas Security Initiative (UASI), Metropolitan Medical Response System (MMRS), and Citizen Corps Program (CCP). Staff conduct workshops throughout the state on applications, the Financial Management Forms Workbook (FMFW), and overall grant management activities.
9 Homeland Security, Prop 1B, and Emergency Management Branch Transit Security Grant Section (TSGS) The TSGS is responsible for the overall grant management of the Transit Security Grant Program (TSGP), Transit Security Grant Program Ferry and Supplemental, and Proposition 1B funded transit programs. Transit-related grants are administered in coordination with California s four (4) Regional Transit Security Working Groups (RTSWG) San Francisco Bay Area, Sacramento, Los Angeles, and San Diego.
10 Homeland Security, Prop 1B, and Emergency Management Branch Infrastructure Protection Grant Section (IPGS) The IPGS is responsible for the overall grant management of the California Port and Maritime Security Grant Program (CPMSGP) from Proposition 1B funds, Public Safety Interoperable Communications (PSIC) Grant Program, Nonprofit Security Grant Program (NSGP), and Operation Stonegarden (OPSG). IPGS supports the Buffer Zone Protection Program (BZPP), Interoperable Emergency Communications Grant Program (IECGP), Regional Catastrophic Preparedness Grant Program (RCPGP), Remote Community Alert Systems Program (RCASP), Border Interoperability Demonstration Project (BIDP), and the West Coast Maritime Pilot (WCMP) Project.
11 Homeland Security, Prop 1B, and Emergency Management Branch Emergency Management Performance Section (EMPS) The EMPS is responsible for the overall grant management of the Emergency Management Performance Grant (EMPG) and the Emergency Operations Center (EOC) Grant Program. The EMPS coordinates grant applications and technical assistance activities with state, local, and tribal governments, as well as the Office of Regional Operations.
