13 FY 2009 HSGP State Homeland Security Program (SHSP): SHSP provides funds to build capabilities at the State and local levels and to implement the goals and objectives included in State homeland security strategies and initiatives in the State Preparedness Report Urban Areas Security Initiative (UASI): UASI focuses on enhancing regional preparedness in major metropolitan areas as well as directly supporting the National Priority on expanding regional collaboration in the National Preparedness Guidelines Metropolitan Medical Response System (MMRS): MMRS supports the integration of emergency management, health, and medical systems into a coordinated response to mass casualty incidents caused by any hazard. Citizen Corps Program (CCP): CCP brings community and government leaders together to coordinate community involvement in emergency preparedness, planning, mitigation, response, and recovery 12

23 Preparedness Grant Programs Overview Program State Homeland Security Program Tribal Purpose SHSP Tribal provides supplemental funding to directly eligible tribes to help strengthen the Nation against risks associated with potential terrorist attacks Nonprofit Security Grant Program Operation Stonegarden Grant Program NSGP provides funding support for target-hardening activities to nonprofit organizations that are at high risk of terrorist attack and are located within one of the FY 2009 UASI-eligible Urban Areas OPSG enhances law enforcement preparedness and operational readiness along the borders of the United States Emergency Operations Center Grant Program Emergency Management Performance Grant EOC improves emergency management and preparedness capabilities by supporting flexible, sustainable, secure, and interoperable EOCs with a focus on addressing identified deficiencies and needs EMPG provides assistance for the development, maintenance, and improvement of State and local emergency management capabilities Driver s License Security Grant Program DLSGP provides funding to prevent terrorism, reduce fraud, and improve the reliability and accuracy of personal identification documents States and territories issue Interoperable Emergency Communications Grant Program Regional Catastrophic Preparedness Grant Program IECGP provides governance, planning, training and exercises, and equipment funding to State, territories, and local and tribal governments to carry out initiatives to improve interoperable emergency communications RCPGP supports the coordination of regional all-hazard planning for catastrophic events, including the development of integrated planning communities, plans, protocols, and procedures to manage a catastrophic event 22

24 Critical Infrastructure Security Programs Overview Program Purpose Transit Security Grant Program Freight Rail Security Grant Program Intercity Passenger Rail (Amtrak) Port Security Grant Program TSGP provides grant funding to the Nation s key high-threat urban areas to enhance security measures for their critical transit infrastructure including bus, ferry, and rail systems FRSGP provides grant funding for security training for frontline employees, the completion of vulnerability assessments, the development of security plans within the freight rail industry and GPS tracking systems for railroad cars transporting toxic inhalation materials IPR Amtrak creates a sustainable, risk-based effort to protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters, and other emergencies within the Amtrak rail system PSGP provides grant funding to port areas for the protection of critical port infrastructure from terrorism Intercity Bus Security Grant Program IBSGP provides funding to create a sustainable program for the protection of intercity bus systems and the traveling public from terrorism Trucking Security Program Buffer Zone Protection Program TSP provides funding to develop a system for DHS to monitor, collect, and analyze tracking information; and develop plans to improve the effectiveness of transportation and distribution of supplies and commodities during catastrophic events BZPP provides funding to increase the preparedness capabilities of jurisdictions responsible for the safety and security of communities surrounding high-priority predesignated Tier 1 and Tier 2 critical infrastructure and key resource assets 23
