Job Link Service Center Workforce Development Hispanic Outreach Services RFP # Project Overview and Reminders: Bidder s Conference April 26 th, 2011 Addendum # 2 Request for Proposal Schedule / Proposal submission process 1. Deadline to submit questions April 28 th 10:00 a.m.; responses will be posted by 5:00 p.m. May 3 rd, Questions will be answered and posted as they come in, no later than May 03 rd at 5:00p.m. EST. 2. Proposals are due on May 12 th at 10:00 a.m.; Interviews are scheduled for May 24 th. Board approval anticipated June 6, All questions shall be submitted via purchasing@oakland.k12.mi.us; bidders shall not contact any other Oakland Schools or Michigan Works! JobLink Service Center staff during the procurement process. All answers to questions will be posted as addendum documents in the MITN system. 4. PRICING SUBMISSION: All proposals are to be submitted online, there is no paperwork that must be submitted in hard copy form. Other important information: 1. Fiscal year: July 1 June 30 th 2. This will be a three year contract (July 01, 2011 June 30, 2014) with options to renew for two (2) additional years in one (1) year increments. Bidder s provided pricing for Year 1, 2 and 3 shall remain firm through the term of the contract. Program Overview Comments Scope of Work Modification: Through the services requested in this Request for Proposal, Michigan Works! Job Link Service Center (MWJSC) is looking to provide English as second language services for individuals with English language barriers. MWJSC is looking to reach out to populations who are currently underserved by the Michigan Works! JobLink Service Center (MWJSC). MWJSC may refer those individuals to the contractor to assist with language barriers.

2 Questions: 1. Will the prospective employees come to MWJSC first and then they will be referred to the contractor? It could happen two ways: a) Prospective employees could come to MWJSC. b) Prospective employees could be existing MWJSC clients. 2. Didn t notice cost ceiling? This RFP does not have a cost ceiling. The most responsive bidder who best meets the proposal evaluation criteria may be awarded this project. Refer to the Evaluation criteria under Section II: Instructions to Bidders. 3. Are there a specific number of people that you require to be served? We are looking to serve as many people as possible 4. Is this a current service? Yes, we have had a contractor in place for the past three years. The concept has been working out very well.

Program Overview Comments Oakland Schools is requesting proposals to provide staff to assist with existing programs under the Workforce Investment Act Youth program operated by Michigan Works! JobLink Service Center and funded by Oakland County Workforce. Organizations or Institutions responding to this RFP must be capable of developing collaborative relationships with surrounding School Systems where these youth are enrolled and securing records, such as but not limited to, grades, attendance, test scores, and Educational Development Plans for the students enrolled in the JobLink Plus Club Program. Questions: 1. How will you be notified for selection? We will call and selected bidders for interview process instructions. 2. If there are other ideas to can we submit with the proposal? Yes, bidders are permitted to submit an alternate proposal/s.

Deadline to submit questions April 28 th 10:00 a.m.; responses will be posted by 5:00 p.m. May 3 rd, Questions will be answered and posted as they come in. 2. Proposals are due May 10 th at 10:00 a.m.; Interviews are scheduled for May 24 th; Board approval anticipated June 6, All questions shall be submitted via purchasing@oakland.k12.mi.us; bidders shall not contact any other Oakland Schools or Michigan Works! JobLink Service Center staff during the procurement process. 4. PRICING: note that the electronic submission of pricing on MITN does not allow for the entry of percentages; therefore, if a markup of 17% is proposed, enter $17.00 for the MITN price and complete the provided pricing Excel spreadsheet. All proposals are to be submitted online, there is no paperwork that must be submitted in hard copy form. Other important information: 1. Program Overview Comments This request for proposal includes all temporary staffing services, including recruiting, for Oakland Schools. Historically, Oakland Schools temporary services requirements have been clerical in nature, accounting, printing & graphics and drivers. That is not meant to say this is the only areas we will need in the future. We have been working with testing to help in the recruitment. The temporary staffing services will also be utilized by Oakland Schools Michigan Works! JobLink Services Center. MWJSC also uses our current contractor to place current clients in the workforce to help them gain additional skills and experience. This is something we would like to continue. Questions: 1. How much is the annual spend for temporary staffing for clerical? We are working to pull that information together at this time and it will be posted in the future. 2. Are there any technical related positions?

6 Typically, our requirements have been clerical. That is not meant to say this is the only areas we will need in the future. 3. Could the contracted individuals become employees of Oakland Schools? It is a possibility. It depends on the needs of Oakland Schools and the individual. 4. What about direct placement? Most likely not. We would have to follow the language of the agreement in that respect. 5. Do you have temporary staff in place with the current contract that would transfer to a new contractor? We do have approximately 17 staff right now. 6. Are you looking to select one or more than one contractor? The RFP allows us to select more than one. We are currently working with two contractors from the last RFP process. 7. In Section five, three year fixed, what about set pricing for full term of contract? ANSWER THIS MORE FULLY IN THE ADDENDUM. HOW EXPAND YEAR FOUR AND FIVE. 8. Are you looking for mark ups or billing rates? We are looking for mark ups for Year 1, 2 and What is the average length of assignment? Currently, we typically issue a twelve week assignment is; at the end of that, it would be determined if it would be renewed. It is really dependent on the requirements/needs of the organization. We are currently gathering the usage data information and we will be post it as part of a later addendum document. 10. School safety fingerprinting If an individual is under contract at another school district and has worked under contract, we could accept the criminal background reports from other school districts and likewise, can share those results with other school districts in the future. 11. Are current contracts with tiered pricing? WE NEED TO VERIFY THIS language refers to this #6 on page 4, is part of the standard RFP language and not necessarily intended for this RFP, but Bidders are welcome to include tiered pricing in their proposal if desired.
