Recycling guidelines YOU MUST READ AND SIGN THE ATTACHED APPLICATION FORM AND RETURN TO TRANSFER STATION GATEHOUSE PRIOR TO COLLECTING TRAILER. 1. General information MVCC Community Recycling Trailer is available free for use by local organisations and groups to provide temporary recycling bins for activities, events and programs to promote the importance of recycling and diverting recyclables from landfill. The trailer comes with six 240L recycling bins and a supply of clear plastic liners for additional capacity. The trailer is available for hire seven days a week and can be booked by contacting Citizen Services on or waste@mvcc.vic.gov.au An Information Pack is provided to the hirer with all the necessary documentation including Trailer Policy and Application Form, Safety guidelines and Deposit form. Council requires that the hirer(s) of the Trailer read, understand and sign appropriate forms before releasing the trailer from the Transfer Station 2. Eligibility The Trailer is a free community service, to support diversion of waste from landfill. Primary use of the trailer is intended for: (a) not-for-profit community organisations (b) local schools (c) Council run events and programs Motor vehicle - must have the engine and braking capacity to tow and brake as required. Driver - must be licensed and insured. Insurance must cover liabilities associated with transport to, from and during an event. Educational material educational material may be supplied at Councils discretion based on each individual event.
2 Storage - trailer must be kept in a safe place at the site of the event. All precautions should be taken to prevent access to the trailer. If this is not possible trailer should be returned. 3. Booking Information Applications will be assessed by above eligibility criteria and all groups wanting to book the trailer can contact Citizen Services on during office hours Monday to Friday. An application form must be completed and submitted via mail to Waste Management, 188 Holmes Road, Moonee Ponds 3039, fax on or via to waste@mvcc.vic.gov.au The trailer can be booked for any length of time, subject to availability and booked on a firstcome basis. Arrangements for more than one school or community group to use the Trailer on the same day need to be arranged between the two parties using the trailer. Booking the trailer is free, however a deposit bond of $100 is required and trailer will not be provided until after bond is received. The bond is to be paid at the Transfer Station gate when arriving to collect the trailer. Please note: Council reserves the right to reject any booking. 4. Conditions SAFETY Care must be taken wheeling the bins on and off the Recycle Trailer and all OHS Manual Handling issues must be considered particularly when moving full bins back onto the trailer Hirers are reminded of the need to obey all traffic arrangements/restrictions/conditions when using the community recycling trailer. Hirers will be responsible for the payment of any fines or infringements incurred by them when using the community recycling trailer. MAINTENANCE The Recycle Trailer undergoes a regular maintenance routine to repair any wear and tear to it. Should any maintenance be required we ask that you report this to Council immediately as it is noticed. Repairs and faults must be reported to Council upon return of the trailer. DAMAGE The community recycling trailer should be returned in an undamaged state. Failure to do so will result in additional costs to your group and may jeopardise your future bookings. Any damage needs to be reported to Council on In the case of an accident, the driver must fill in a claim form. The organisation hiring the community recycling trailer may be required to pay insurance excess. 2
3 In an accident involving another party, the driver must exchange licence number, registration, name and address and telephone number and note the details of the accident. Under no circumstances should you admit liability or apologise for the accident. This is a matter for Council s insurers to determine. Groups not observing the above conditions will risk losing their hiring rights to the trailer in the future. 5. Collecting and returning the trailer The Community Recycling Trailer is housed at the Council Transfer Station, 188 Holmes Road, Moonee Ponds and can be collected during the following hours: Mon - Sat 8.30am and 3.30pm Sunday 9am and 12pm Closed Public holidays Trailer is due back by 12pm on the day it is booked to be returned or user will forgo their bond. Under no circumstances should the community recycling trailer be left parked outside Council s Transfer Station. 6. Recycling guidelines WHAT GOES IN The Recycle bins are to be filled exclusively with glass (bottles and jars with or without lids), plastic (1-7), aluminium & steel drink containers. Clean cardboard material may be placed beside the bins on the trailer, to be later recycled at the Depot WHAT STAYS OUT Plastic bags, plastic film products, ceramics, food items, green waste, organic material, foam, polystyrene, syringes, nappies, broken window glass and garbage may not be placed into the Yellow Community Recycling Trailer Bins Council provides this resource on an expectation that the Hirer will promote correct recycling at their event. Garbage, food and other non recyclables must not be placed in the recycling bins. If Council decides bins are too contaminated the deposit will not be returned. 1. Clear plastic liners shall be provided for each bin. Full bags can be replaced during the event with the extra bin liners provided in the front storage bin of the trailer. Bins must 3
4 not be used without bin liners. All full bags must be returned to the Transfer Station with extra bags placed in the back of the trailer with the full bins. 2. Please ensure the bins are placed securely on the Trailer using the rope supplied and tarpaulin cover fitted to prevent spillage inside the Recycle Trailer. 7 Safety Work Guidelines Minor Activity: Connecting/Disconnecting Trailer from the Vehicle Site: Varied Major Activity: Transporting Temporary Recycling bins to community events Business Unit: Cleansing Personal Protective Equipment: Safety Gloves (AS 2161), Safety foot ware (AS 2210), High visibility clothing/vest (AS 4602) and Sun protection (Hat and sunscreen) Procedure: Connecting the Trailer: Ensure Vehicle has the legal capacity to tow trailer Reverse Vehicle towards trailer (as close to the trailer as possible) Stop vehicle and apply brakes Move trailer towards tow ball Wind jockey wheel down onto tow ball Connect Safety chains, u-bolts and power plug Check lights and indicators Disconnecting the Trailer: Stop the vehicle, turn off the engine and apply the hand brake Wind down jockey wheel Remove safety chain, u-bolts and power plug Secure trailer with wheel locks Ensure everything is disconnected and trailer secure before moving your vehicle. The required actions to disconnect the trailer from the vehicle involve; force from the wrist and hand movements, squatting, pushing and pulling, winding the jockey wheel lever and stretching. Please note: this task is of a short duration and frequency, and takes approximately 5 minutes only. 7
