1 LOUISIANA EMERGENCY PREPAREDNESS ASSOCIATION BOARD OF DIRECTORS MEETING FEBRUARY 7, 2014 BATON ROUGE, LOUISIANA UMEETING MINUTES I. CALL TO ORDER President Jim Polk called the meeting to order at 10:02 am. Skip Breeden led the pledge of allegiance and Skip Breeden led the prayer. A quorum was present to conduct business. 2 II. APPROVAL OF MINUTES A motion was made by Dexter Accardo and seconded by Skip Breeden to approve the minutes of the December 13, 2013 as presented. The motion passed. II. OFFICER REPORTS A. President Jim Polk Jim reported on the activities relative to membership outreach. It was noted that the GOHSEP meeting will probably be approximately 180 people. Sonya Wiley-Gremillion reported that the APCO-NEMA meeting will be in April. B. President Elect Dexter Accardo Dexter noted that LEPA is going in the right direction to cultivate participation in LEPA broader than emergency managers. C. Treasurer Eric Deroche Eric Deroche reported assets at November 30, 2013 of $204,081. A motion was made by Skip Breeden and seconded by Dexter Accardo to approve the Treasurer s report. The motion passed. IV. COMMITTEE REPORTS A. AWARDS Office on behalf of Jerry Monier B. CERTIFICATION Rick Webre Award Frederick L. Thomas, East Baton Rouge Parish, was proposed for the LEM-T. A motion was made by Eric Deroche and seconded by Chris Guilbeaux to approve Frederick Thomas for the LEM-T credential. The motion passed. Colonel Randall B. Bradford, Louisiana National Guard, was proposed for the LEM-B. A motion was made by Dexter Accardo and seconded by Eric Deroche to approve Colonel Randall B. Bradford for the LEM-B credential. The motion passed. Francis Hymel, St. James Office of Emergency Preparedness, was proposed for the LEM-B. A motion was made by Chris Guilbeaux and seconded by Sonya Wiley-Gremillion to approve Francis Hymel for the LEM-B credential. The motion passed over objections from Eric Deroche and Alan Hunsberger. 3 Larry R. Gill, Department of Transportation and Development, was proposed for the LEM-T. A motion was made by Chris Guilbeaux and seconded by Eric Deroche to approve Larry Gill for the LEM-T credential. The motion passed. John G. Fourcade, Caddo Parish Sheriff s Office was proposed for the LEM-B. A motion was made by Eric Deroche and seconded by Chris Guilbeaux to approve John Fourcade for the LEM-B credential. The motion passed. Applications from David Davis, Randy Metz, John Briery and Tim Briery are incomplete and need work. Amy Dawson will assist with their packets to get them up to standards. C. CHARTER AND BYLAWS Robert Jump No report from Robert Jump. Dexter Accardo raised the issue of providing positions on the Board for private industry. Discussion ensued. Points were made regarding recruiting active participation by industry in LEPA. D. COLLEGE SCHOLARSHIP Karen Price E. HAZMAT ALLIANCE Sean Lafleur F. LEGISLATIVE Dexter Accardo Dexter noted that he hasn t identified anything of concern to emergency management yet. G. MEMBERSHIP Jenny Constantin Alan Hunsberger volunteered to lead a task force (possibly of one) to look at the Corporate membership and report back with some suggestions. It was noted that we need to identify meetings and associations at which we need to have a presence. APWA Public Works Association. Sonya Wiley-Gremillion pointed out that the website is not accurate. We need to keep it fresh and we need a product to sell. Scott Whelchel asked if there is a strategic plan for LEPA to act as a framework. Page 3 of 5

4 H. NOMINATING Dexter Accardo A motion was made by Eric Deroche and seconded by Dexter Accardo to extend Dawson Primes term by one year due to his recent service for a year on active duty overseas. Board members up for re-election are: Rick Webre Kenneth Graham Scott Whelchel Tracy Hilburn Skip Breeden Karen Price Sandy Davis Jerry Monier Sonya Wiley-Gremillion They have all indicated that they will be available for re-election. I. WORKSHOP Eric Deroche Eric Deroche reported. Hazmat Day will be sponsored by Shell. We need to ensure that the Day will comply with Hazwop standards. Also, Emergency Management 101 on Thursday. J. REGIONAL DIRECTORS REPRESENTATION COMMITTEE Dick Gremillion Dick reported that he considers the upcoming GOHSEP training day to be a worthwhile project for LEPA. LEPA s table will be set up beside registration. V. OLD BUSINESS A. Action items review from previous meeting 1. Update on LEPA App Skip Breeden reported that the best thing to do is get a graduate student on the issue. He will come back with some cost information. VI. NEW BUSINESS 1. Spring Meeting Update Already discussed. VII. ANNOUNCEMENTS LT Colonel Staton noted that he was happy to participate. Ken Graham made several alarming weather history observations, relating them to current patterns. Page 4 of 5
