1 Questions and Answers RFP No C074 Telecommunication Systems Support Services for the Metropolitan Washington Airports Authority Notice: Questions may have been edited for clarity and relevance. 1. Appendix 10 - Telecommunications Department Organization - Are the current Site Managers certified on the Avaya Switches? Answer: Irrelevant to your proposal. 2. Appendix 10 - Telecommunications Department Organization - Are the contractor positions currently staffed? Answer: Irrelevant to your proposal. 3. Appendix 10 - Telecommunications Department Organization There are (6) DCA Site Staff Technicians and (8) IAD Site Staff Technicians. What is the breakdown for certified Avaya switch and Outside Plant personnel in these numbers? Answer: Irrelevant to your proposal. 4. Please provide equipment serial numbers and bayface drawings. Answer: Both equipment serial numbers and bayface drawings will be available to the successful offeror. 5. Please clarify if backup power is to be covered in proposals. Answer: Battery backup is integral to the operation of the ACS. Engineering, sizing, monitoring, and occasional adjustments of it are included in the services required. The Authority does have a staff of qualified electricians to provide assistance, as requested. Services of qualified electricians should not be included in proposals. 6. To achieve cost savings, is it acceptable to remotely manage help desk and billing services requirements? Answer: Yes. The RFP does not specify where the services need to be performed. Page 1 of 25

2 7. Does the Prime Contractor in a team, whether Joint Venture or subcontractor relationship, have to be the Authorized AVAYA Partner? Answer: No. Proof of Avaya partner status must be provided in envelope 1: Representation Package. 8. Section X, Attachment 02, Evaluation Criteria, Envelope 3: Technical Proposal, Letter (e): Pertaining to the requirement that page margins be a minimum of 1 inch, may page margins of less than 1 inch be used for worksheets printed in landscape? Answer: Yes. 9. At minimum, an offeror must propose candidates for, and provide resumes for, four management positions - Program Manager, Site Manager-DCA, Site Manager-IAD, and Site Manager-PSSC? Answer: Yes. The Program Manager and the Site Managers are expected to be identified as Key Personnel. 10. Is it a correct assumption that the offeror does not have to offer candidates, in the proposal, for the positions titled Senior System Design Specialist and Telecommunications Billing Manager? Answer: Yes, the personnel proposed to perform those duties may or may not be designated as Key Personnel. 11. Is it a correct assumption that an offeror may offer additional Key Management Personnel subject to the provisions of Page VII-13, Section 27 of the RFP? Answer: Yes. 12. Is it a correct assumption that the minimum requirements for Airport Site Manager apply to both the site Manager-IAD and the Site Manager-DCA? Answer: Yes. 13. Is it a correct assumption that only the Site-Manager-PSSC is required to have all of the Avaya certifications listed under that position description? Answer: Yes. 14. Is it correct understanding that MWAA assumes that all Key Management Personnel proposed are assumed to be employees of the offeror unless otherwise identified? Answer: Yes. Page 2 of 25

3 15. If all Key Management Personnel are assumed to be employees of the offeror, what identification, and where, does MWAA wish if a proposed Key Management Person is other than a current employee? Answer: Current Job Title and Company can be added to the resume. 16. Section X, Attachment 02, Evaluation Criteria, Envelope 3: Technical Proposal, Section 1 Past Performance. At one place it states that the section is limited to 15 pages and in another it says that the section is limited to 12 pages. Which is correct? Answer: Past Performance is limited to 15 pages. See Amendment (004) 17. Section X, Attachment 02, Evaluation Criteria, Envelope 3: Technical Proposal, Letter (d). Does the requirement for 12 characters per inch apply to: a. Page headers and footers b. Graphics c. Tables Answer: See Amendment If a local company has filed for LDBE status and plans to be a subcontractor on this contract, is there a way to expedite the application process so the Prime Contractor can be sure of the LDBE status? Answer: Yes. For application status, contact the EOP office at Section X, Attachment 02, Evaluation Criteria, Envelope 3: Technical Proposal, Section 1 Past Performance, Subsection 1.2: Past Performance Project Descriptions and References: In regard to the Authority 30% LDBE subcontracting requirement and 30% MBE/WBE voluntary subcontracting goal, may the offeror submit one relevant subcontractor past performance reference along with the three required prime contractor past performance references? Answer: Yes. 20. Section X, Attachment 02, Evaluation Criteria, Envelope 3: Technical Proposal, B. Format and Instructions for Technical Proposal Preparation indicates that the Technical Proposal may not exceed 100 double-spaced, single sided pages. Please confirm that this is correct and that the Authority is not seeking a single-spaced, double sided (e.g. 50 pages) Technical Proposal. Answer: Correct. 21. Are both equipment serial numbers and bayface drawings available for review? Answer: No, equipment serial numbers and bayface drawings are not available. See response to question 4. Page 3 of 25

4 22. If the LDBE company is the Prime does that count toward the 30% goal? Answer: Yes, if the Prime is an LDBE that counts toward the LDBE goal. 23. Is it MWAAs intent that different people will be proposed for each of these categories (Transition, Base Personnel and Key Management)? If not, would it be reasonable to only include the resumes in one place and refer to them elsewhere? Would MWAA consider not including the resumes in the specified maximum page counts? Answer: Offerors should propose what they believe is best. Cross references are acceptable as resumes are included in the maximum page count. 24. Reference Attachment 02 Evaluation Criteria page 3 Envelope 3: Technical Proposal. Is it MWAAs intent in the requirement for numbering by page number and section number that the section number would correspond to the sections marked by a tab in hard copy, i. e. the first level of section numbers? Answer: Tabs may be utilized but are not a requirement. 25. Reference Attachment 02 Evaluation Criteria page 3 Envelope 3: Technical Proposal. Does the requirement for double spacing apply to Page headers, footers, graphics and tables? Answer: No. 26. Would the Metropolitan Washington Airports Authority consider an independent consulting firm to propose on just the Telecommunications Management Consulting Services Code? Answer: A contractor may be certified for any NAICS code identified in Exhibit C, but the proposal must cover the entire SOW. Incomplete submissions will be deemed nonconforming and will not be considered for review. 27. The information gained during the site visits was extremely valuable and has led to greater understanding of the offering but has left little time to create a sound proposal. Is it possible to extend the due date for this offer? Answer: See Amendments 002 and SOW Appendix 2 - Network Diagrams, Provide detail related to the ownership and maintenance responsibilities for the five Fujitsu 4800 SONET Muxs shown on the ACS- System Block Diagram Answer: The Verizon OC-12 SONET is an inter-airport network currently leased from Verizon. Verizon owns and maintains that equipment. ACS maintains only the Authorityowned SONET equipment (the two airport SONET networks). Page 4 of 25

5 29. SOW Appendix 2 - Network Diagrams, Provide detail related to the types and quantity of Local and Long Distance trunking circuits connected to the PBX nodes. (e.g., Analog Ground Start, T1 or PRI) Answer: There are nine (9) PRIs at Dulles and seven (7) PRIs at DCA for a total of 16 2 way PRIs providing access to the public switched telephone network (PSTN) to the airports. 30. SOW Appendix 2 - Network Diagrams, Provide detail related to the 9 Newbridge Networks Channels banks in use at DCA and IAD. Answer: The Airports Authority s Radio group utilizes this service which is not maintained or used by ACS. 31. Provide detail related to the maintenance contract status of the Avaya Meridian 1 equipment. Are the maintenance contracts between MWAA and Avaya? Please include the expiration date and mandated Avaya response times. Answer: No. The contract is purchased by the Authority but maintained between and by the Partner and Avaya. The current contract expires February Is the NetPlus software at the most current software release available? Answer: No. The Netplus software is V Is the NetPlus installation license for all functional modules offered by the software? Answer: The license is applicable to all functional modules. 34. RFP Attachment 2 Section 1, Envelope 3, f. Page 3, The Evaluation Criteria for the technical proposal states; "do not exceed one hundred (100), double-spaced, single sided pages." Will the Authority consider single-spaced or increasing the 100 page limit due to the doublespaced requirement? Answer: No. 35. RFP Attachment 2 Section 1 Page 4 The Evaluation Criteria contains a discrepancy in page limits for the Past Performance Section. Can you verify that the Past Performance section will be limited to 15 or 12 pages? Answer: See response to question 16. See Amendment (004) 36. Amendment of Solicitation 1 Section 2 Page 1, The Amendment clarifies the Technical Proposal requirement to use a minimum of 12 point font. May Offerors use 10 point font for Tables and/or Graphics - so long as the use of smaller fonts, remain legible and readable for reviewers? Answer: See response to question 17. Page 5 of 25

6 37. RFP Attachment 2 Section 2 Page 7 The Evaluation Criteria skips Sub-section it proceeds from Subsections 2.4 to 2.6. Answer: Section 2.6 has been renumbered as section 2.5. See Amendment (004) Addendum (001) 38. RFP Attachment 2 Section 2 Page 7 Sub-section 2.3 states: "No information need be supplied." May offerors eliminate this section from proposals to minimize space that can be dedicated to demonstrating the firm's technical capabilities? Answer: Yes. 39. If I m not on the planholder s list and I didn t attend the site visits, is it still possible for us to bid on the RFP? Answer: Yes, however registering for the Planholders list ensures your company receives notification of amendments which must be acknowledged as part of your submission. 40. Is it MWAAs intent that an offeror must, as a minimum, propose candidates for, and provide resumes for, four management positions-program Manager, Site Manager-DCA, Site Manager-IAD, and Site Manager-PSSC? Answer: Yes. See response to question Is it a correct assumption that the minimum requirements for Airport Site Manager apply to both the site Manager-IAD and the Site Manager-DCA? Answer: Yes. See response to question If proposed key individuals are not current employees (subcontractors) how should this be disclosed? Answer: These individuals should be identified in the proposal and disclosed at the end of the Key Personnel section. 43. Please confirm that the contractor is responsible to provide Operator services-411for MWAA staff and tenants. Answer: No, the ACS contractor is not responsible for this. 44. Please confirm that the contractor is responsible to provide directory/locator services for MWAA staff or tenants. Answer: Yes, the ACS contractor will be responsible to provide directory/locator services for MWAA staff or tenants. Page 6 of 25

7 45. Please confirm that the contractor is responsible to provide Adds, moves, and changes for customer premise equipment. Is that understanding of the requirements correct? Answer: Yes, the ACS contractor will be responsible to provide Adds, moves, and changes for customer premise equipment. 46. Do any of the tenants have their own PBX equipment? Answer: Yes. 47. Are any of the tenants currently using VOIP? Answer: No. 48. What is the maintenance/operational responsibility of the ACS support contractor to tenants with either PBX equipment or VOIP? Answer: Support is provided only to ACS customers. 49. Does MWAA maintain a stock of spare parts for all of the electronic equipment, Avaya PBXs, Fujitsu equipment, SONET equipment, etc.? Answer: The Authority maintains a limited stock for some but not all equipment. 50. Where is the Authority s ACS stock inventory and will the successful offeror take custody and manage that inventory? Answer: The inventory is on site and will be managed by the ACS contractor. 51. Will the contractor have to purchase or otherwise provide any spare parts under the auspices of the Base Services? Answer: No, the contractor will not purchase or provide spare parts under Base Services. 52. MWAA requires the offeror to be an Avaya partner, and presumably a source for Avaya spares, how does MWAA envision the necessary spares for the other equipment being procured in a timely manner? Answer: In emergencies, the contractor may be asked to purchase spare parts for other equipment. Routine spare parts procurements (excluding Avaya) will be handled by the Authority. 53. Does the contractor have to provide any depot maintenance, (i. e. telephone instruments, etc.) and is there available depot maintenance space? Answer: Yes, Space will be provided for the contractor to provide depot maintenance. Page 7 of 25

Based on the certifications in the sample job description provided in Appendix 8, the PSCC Site Manager is more of a technical hands-on type of manager rather than a public safety operational manager. Is that a correct understanding? Answer: Yes. 55. Is the contractor responsible for ALL cabling, conduits, etc., regardless of purpose, at both airports, and by inference that cabling associated with the Metro extension? Answer: Yes, with two exceptions: Where a tenant has contracted with another company for wiring within their leased space, and The Metro extension. 56. During the site visits, mention was made of a Continuity of Operations COOP Disaster Recovery DR site. The SOW says nothing about the contractor s maintenance or operational responsibility vis-a-vis that site. Given that this is a fixed price bid, please clarify the MWAA expectations of the contractor in this regard. Answer: Currently, there is no DR site. If the Authority decides to incorporate a DR site, this change will be incorporated via a modification to the contract. 57. Would MWAA consider an extension of the proposal due date? Answer: See Amendments 002 and SOW Page 26: Is MWAA going to continue to provide the test equipment in place today? Examples: T-Berds, OTDRs, handheld radios, optical meters, Firebird, Fusion Splicers, NetGear, Fluke. Answer: The Authority will provide all required test equipment. 59. Regarding the performance bond requirement, the solicitation calls for a 14 month base period with 4 annual option years. Since each option year is not guaranteed, would MWAA accept a performance bond at award for 14 months to cover the based period and that is renewable on an annual basis with the exercise of individual options, or does MWAA require the performance bond to be for the entire 5 years at contract award? Answer: Yes. A performance bond is required for the base service period and at the execution of each option year if exercised. 60. There appears to be additional Outside cable plant (OSP) conduit duct systems, copper cable and fiber-optic cable not covered and/or documented in the Statement of Work. Are OSP cable plant drawings and prints available, and is there an accurate count of footages of underground conduit, copper cable and fiber-optic cable available? Page 8 of 25

9 Answer: Sufficient information is documented in the SOW for proponents to respond to the RFP. Additional pertinent supplementary OSP plant drawings needed to perform the work required by this contract will be provided as needed to the successful offeror. Base Services includes all cable and conduit at both airports regardless of amount or distance. 61. Please provide an accurate count of manholes and hand-holes at IAD and DCA to be managed and maintained by the ACS Contractor? Answer: The ACS contractor will not be responsible for maintaining manholes and handholes. 62. During the visit of Dulles administrative area on the 2nd floor of Building 8, we observed the management of cable records in a system that appears to be separate from the Ventraq Netplus6 TMS. Would you please clarify what other system is being used to manage cable records? Answer: Netplus is the sole system approved by the Authority for copper and fiber. 63. Does the Authority plan to upgrade and/or add modules to the Netplus6 within the next five years? Answer: There are no firm plans to upgrade Netplus6 at this time. Future potential upgrades will be reviewed with the successful offeror. 64. During the visit of the PSCC telecom room in the 2nd floor of Hangar 5 at DCA, we noted the presence of a Cassidian/PlantCML Vesta E911 system that is not maintained as part of the current ACS contract. Would the Authority provide details as to who manages that system, its connections to the ACS, and the degree of responsibility to be assumed by the incoming ACS contractor? Answer: The Plant Vesta system itself is not part of the contract. The PSCC switch, cabling, and phones are part of the contract. While we believe it not to be relevant to this proposal, the Plant Vesta system is managed for the Authority by Verizon under a separate contract. 65. Is the ACS Help Desk primarily located at DCA, IAD, or are there Help Desk personnel located at both airports? Answer: The primary ACS Help Desk is located at DCA with trained backup personnel located at IAD. 66. There seems to be a discrepancy between the Appendix 1 and 2 in regards to the equipment supported. Appendix 1 lists seven (7) fiber remotes, but Appendix 2 depicts nine (9). Which is correct? Answer: Nine. See Amendment (004) Addendum (001) Page 9 of 25

10 67. Appendix 1 lists four (4) SONET Nodes, but Appendix 2 depicts seven (7) for DCA. Which is correct? Answer: 7 SONET. See Amendment (004) Addendum (001) 68. Appendix 1 lists five (5) SONET Nodes, but Appendix 2 depicts nine (9) for IAD including the Metro Complex, Tysons Tower and North Employee Node. Which is correct? Answer: 10 SONET for IAD and 7 SONET for DCA. See Amendment (004) Addendum (001) 69. In total it appears to be nine (9) switches and nine (9) fiber remotes to be maintained for all location instead of five (5) switches and seven (7) remotes as listed in Appendix 1. Is this correct? Answer: Total of 9 PBX and 9 Fiber remotes. See Amendment (004) Addendum (001) 70. Is the OC-12 intra-airport SONET at both IAD and DCA only running over MWAA-owned DDM-2000 equipment? Answer: Yes, this is correct. 71. In regards to section 03, Base Services, Item A, page 12, which states Accessing manufacturer level 3 support for Authority telecommunication switches (see Appendix 1), as needed. Does the Authority wish to have Avaya PASS quoted as part of the solution or will the Authority purchase PASS separately once the contract is awarded? Answer: The contractor will negotiate pricing with AVAYA and submit the price to the Authority. The Authority will pay the contractor direct for the cost of the maintenance agreement to order from Avaya. 72. Does the Authority currently receive Avaya PASS via the current contract? If yes, when does the current annual PASS agreement expire? Answer: Yes, the current annual PASS (Basic) agreement will expire in February Please reference Section A, Base Services, of the MWAA Pricing Schedule. In regard to the Base Services annual fee subtotal, will the Authority please clarify if Other Direct Costs (such as vehicles, tools, and test equipment) need to be included in the rates for each position or is it permissible to add additional line items to the pricing table to define these costs? Answer: All costs must be included in the fully loaded hourly rates. 74. Please reference Section B, Supplemental Consulting Services, of the Price Schedule. Is there a requirement to provide labor rates for consulting service classifications? Answer: Yes, labor rates are required for proposed supplemental consulting services. Page 10 of 25

11 75. Please reference Appendix 5, Hours of Operation, and Appendix 7, Performance Standards, of the Statement of Work as related to ACS Tech Support. Clarify the reasoning for 9 PM being the breakpoint for performance standards? Answer: Appendix 7 provides example Performance Standards and a format for describing them. The examples listed are not expected to be the exact Performance Standards you submit as your response. 76. Confirm that 9 p.m. to 12 p.m. and 12 p.m. to 7 a.m. as a metric for Major Alarm on-site response as well as 8 a.m. to 12 p.m. as a metric for ACS Tech Support hours staffed on Saturday? Answer: See response to question In Hours of Operation Appendix 5, line item no. 4, the ACS Systems Administrator shows a 44 hour work week as follows, Monday through Friday from 8:30 AM to 5:30 PM and then 8:00 AM to noon on Saturday. Can the Saturday schedule be worked either by another qualified individual onsite or supported remotely or is the ACS Systems Administrator required to work the 44 hour, 6 day week as defined in Appendix 5? Answer: The Hours Staffed (Saturday) should have read On Call. See Amendment (004) Addendum (001) 78. Are the marketing and promotional services noted in Section 1 statement of purpose and in 04 supplemental services item C supplemental consulting services of the SOW to be included in the base services or paid as supplemental consulting service issued as a task order under the contract. Answer: The Program Management and Site Management sections of the Statement of Work describe the marketing efforts included in Base Services. Major promotional campaigns or creation of new services identified may require a Supplemental Services project. 79. In addition to the NetPlus maintenance support does Ventraq provide a help desk function that could be utilized to assist in non maintenance activities? Answer: No. 80. Is MWAA seeking a service level type agreement or specific quantities of resources as listed in Appendix 10 of the SOW? If a service level is required can MWAA define the personnel requirements for onsite support during the evening and Saturday hours? Answer: Appendix 10 provides information on the current staffing levels in place. Offerors are to document both the planned staffing levels and performance standards they propose to meet the requirements of the Statement of Work. Page 11 of 25

12 81. Will MWAA continue to provide the replacement parts from inventory for repair and expansion as stated in section 04 B supplemental parts services of the SOW? Answer: The Authority funds replacement parts. Section 04 A describes supplemental parts services. See questions 50, 51, and 52 above. 82. Can MWAA provide the number of vehicles required or which service personnel will require a service vehicle? Answer: No; this is up to the offeror to decide. 83. Will MWAA provide switch serial numbers for switching systems in order to obtain a support quote form Avaya? If not will Avaya provide the support charges to contractors responding to this solicitation? Answer: See Appendix 1 in the Statement of Work for a listing of equipment (including model identification). Serial numbers will be provided to the successful offeror. The Avaya Pass Contract is currently provided through the incumbent. It expires in February The Contractor will need to discuss with Avaya if the contract is transferable. 84. In Appendix 4 of the SOW Work Order Trouble Ticket Monthly Summary, can MWAA provide monthly counts for Outside Plant Troubles and Outside Plant work orders? Answer: All Trouble and Work Order Tickets are generic. There is no distinction between OSP and plenum cable. The successful offeror will be expected to repair all problems. 85. In Appendix 5 of the SOW Hours of Operation could MWAA clarify the difference between ACS Technical Support and ACS System Support? Answer: Technical support is provided by the contractor. System support is provided under the Avaya PASS agreement. See the Statement of Work sections 03 C and 03 D. 86. Will MWAA provide monthly counts for Outside Plant Troubles and Outside Plant Work Orders? Answer: No. See response to question Will MWAA clarify the difference between ACS Technical Support and ACS System Support? Answer: See response to question Does MWAA want the proposals to be double-spaced? Answer: See response to question 20. Page 12 of 25

13 89. Is there historical data relating to Copper and Fiber facilities? Answer: Yes, it is stored in NetPlus. 90. Dulles is governed by two jurisdictions, Fairfax and Loudon County, what is the established protocol? Answer: Work done in the Fairfax County portion of Dulles is considered to have been done in Fairfax; work done in the Loudoun County portion of Dulles is considered to have been done in Loudoun. The Authority Engineering Departments handle all permits. 91. How are permits handled? What is the typical turn around and cost? Answer: All permits are issued by the Airports Authority s codes department. There are no costs associated with obtaining permits. Turn-around time may vary for issuance of permits. 92. Are the duct bank, manhole and OSP records current? Answer: Yes. 93. Are there known and imminent requirements regarding upgrades to facilities? Answer: No. 94. Does the Contractor manage the billing associated with the OC12 leased bandwidth from Verizon? Answer: No. The Verizon OC-12 SONET inter-airport network is used only for Authority purposes and not invoiced to customers. 95. How is your locating service handled? Answer: Contractor is responsible for providing this service. 96. Is ACS responsible for electrical circuits (110v) that supply power to the Life Safety, surveillance, and Security systems at DCA and IAD? Answer: No. 97. Is ACS responsible for electrical cabling supplying power to communications systems? Answer: No. 98. What type of handsets (phone) is MWAA currently using? Answer: Refer to the Statement of Work, Appendix 3. Page 13 of 25

Statement of Work, Section I Statement of Purpose, Bullet 3: How much improvement does the Authority want to see in its response times and what is your current response time for service calls and work orders? Answer: See response to question 75. Current performance metrics are not relevant to your proposal Statement of Work, Section I Statement of Purpose, Bullet 4: Please further define ACS development activities. Answer: Identification of ways to improve ACS service, increase revenues by identifying additional ACS services, and reduce costs associated with ACS services provided Statement of Work, Section I Statement of Purpose, Bullets 8 and 9: Who is financially responsible for sustaining the Authorities ACS environment at current or near current state of the art revision and release levels: MWAA or Contractor? Answer: The Authority owns the ACS and is financially responsible for it. The Contractor is responsible for notifying the Authority of new revisions and releases as well as any considerations that may impact the Authority budgetary process Statement of Work, Section III ACS Overview: Define what the Authority means by robust effort to market ACS Service. Answer: Each Offeror must describe the efforts they propose to market ACS services 103. What is the total number of telecommunications rooms and demarcation points at DCA and IAD? Answer: There are over 700 Intermediate Distribution Frames (IDFs), Main Distribution Frames (MDFs), and Light Interface Units (LIUs) between DCA and IAD. Together, these are the demarcation points The number given for both copper and optical fiber cable seems very low considering the size of IAD and DCA; please confirm the footage count. Answer: There are 85 miles of both copper and fiber What is the total number of Inside Plant (ISP) distribution facilities (horizontal and vertical risers) that the successful bidder will be responsible for? Answer: Over 400 locations Statement of Work, Section V Scope of Services, 02 Transition Services, Section B Evaluate and Document Technical Infrastructure: Define the third bullet and provide Current Authority Practices. 15 Answer: During the transition period, we expect the Contractor to review and evaluate current Authority standards, procedures, and practices including the ACS Design Manual that can be found at During the transition period the successful Offeror will have access to all available documentation to perform the review Statement of Work, Section V Scope of Services, 02 Transition Services, Section B Evaluate and Document Technical Infrastructure: Define the phrase all Authority property control procedures.
