PURPOSE The Position As a member of the PPC Management Team, the Senior Policy Analyst is responsible to manage compilation of the annual business plan and administers the statutory, regulatory and policy initiatives to achieve sustainable development. The Senior Policy Analyst is responsible for the overall coordination of the ATIPP function within the department and ensures compliance with the Access to Information and Protection of Privacy Act. The position is located in Iqaluit and reports to the Director, Policy, and Planning & Communications. 3. SCOPE The Department The role of the Department of Economic Development and Transportation (ED&T) is to respond to economic development opportunities in Nunavut, so that Nunavummiut participate fully in the benefits of economic growth. The Division The Policy, Planning and Communications (PPC) Division ensures that the overall direction of ED&T s programs and services reflect the priorities of the Government of Nunavut by leading policy development and providing effective internal and external communications for the department. This position has a general impact on the Department, its Branches and Divisions in the fulfilment of these responsibilities. More direct impacts are on: The mandate and program direction of ED&T; The department s implementation of the Access to Information and Protection of Privacy Act; General and sector specific policies for communities and businesses; Advice provided to the Minister and ED&T staff; Legislative and policy agendas of ED&T; Strategies which enable communities to enjoy individual economic success as they attempt to promote and sustain a viable local economy; Success of businesses across Nunavut and involvement of businesses outside of Nunavut; The successful expansion and diversification of Nunavut s economy; Nunavummiut across the territory who intend to become more economically self-supporting through business development, public transportation infrastructure and training and job opportunities; Updated May 2014 PAGE 1
2 Programs and budgets of Government of Nunavut departments and territorial corporations, Nunavut Land Claims Agreement agencies, federal departments and crown corporations and partnering agencies when entering into joint economic ventures; ED&T s Nunavut Land Claims Agreement economic obligations. Present and future economic development and transportation and infrastructure costs; Availability of land, air and marine transportation facilities; Frequency of land, air and marine transportation; Movement of people and goods within and to and from Nunavut; Availability and costs of goods and services within Nunavut; Impact on neighbouring provinces, territories and countries; Information exchanges with other provinces and countries; and Liability for GN. Avatittinnik Kamatsiarniq: Respect and care for the land, animals and the environment. 4. RESPONSIBILITIES Major responsibilities and accountabilities are as follows. Manages compilation of the annual business plan and administers statutory, regulatory and policy initiatives by: Facilitating market, product and service research and feasibility studies for strategy, policy and program planning and delivery; Participating in development of innovative policies and strategies for economic development and transportation infrastructure, programs and services; Assisting to establish and implement meaningful goals, objectives and priorities for the Division; Delivering programs consistent with legislation, public services processes and standards; Building and maintaining effective working, partnering and communications relationships with government, territorial corporations, communities and industry to support effective and efficient community economic growth and transportation infrastructure, programs and services; Leading and participating in joint government and industry business development working groups; Conducting research to define statutory and regulatory responsibilities of ED&T; Updated May 2014 PAGE 2
3 Reviewing ED&T statutes, regulations, policies, strategies, programs and initiatives to ensure they are in conformity with precedent legislation and departmental mandate; Analysing ED&T s current regulatory policy base to determine conformity with GN s political and policy agendas; Responding to requests received by the department under the Access to Information and Protection of Privacy (ATIPP)Act; Coordinating ED&T divisional input into policy formation; Identifying ED&T legislative and policy priorities for the Minister and promoting their promulgation and implementation; Evaluating impacts of legislation and policies against operations and achievements; Developing and maintaining a long term operational plan to implement departmental policy goals; and Coordinating collection, compilation and analysing of data from internal and external sources. Provides information and support by: Promoting integration and implementation of Government of Nunavut priorities, including the Nunavut Land Claims Agreement and incorporation of Inuit Societal Values; Participating in establishment of departmental goals and objectives; Providing support and coordination to develop and implement other ED&T divisional plans and strategies; Advising on innovative Divisional strategic development; Providing advice and guidance to ED&T senior management in order to make informed policy, strategy, program and priority decisions; Interpreting and advising government staff, non government agencies, communities, the public and industry on departmental legislation, policies, strategies, programs, guidelines, services and procedures; Preparing and delivering presentations to Nunavummiut, community groups, industry and other organizations; Coordinating compilation of the annual ED&T business plan and overall budgets; Coordinating compilation of annual operational plans for all divisions; Recommending strategies to ensure implementation and compliance with Government policies, directives and guidelines; Providing recommendations to develop indicators of social, economic, regulatory and environmental change in Nunavut; Recommending solutions to legislative and policy gaps; Providing expert technical legislative and policy analysis and options for the Minister and ED&T staff to guide general and sector specific direction; Liaising with legal counsel to provide sound legal advice; Monitoring Hansard and other developing information sources to assist in preparing briefing notes and speeches; Drafting backgrounders; and Acting as the Director s alternate on the Senior Management Committee. KNOWLEDGE, SKILLS AND ABILITIES Working knowledge of: GN and ED&T statutes and regulations; Federal and international economic and transportation statutes and regulations; Economic development public policy principles; Legislation and policy development research and analyses methods; Economic development and transportation policy and planning; Public policy development; Nunavut economic development and transportation policy and planning challenges; Political agenda of the GN; Political climate in Nunavut; Contract law and principles; Project design and management; Human and financial resource management; Government and industry sectors in Nunavut; Federal economic development and transportation programs; The Nunavut Land Claims Agreement; Inuit Societal Values; The Nunavummi Nangminiqaqtunik Ikajuuti Policy; and The goals, aspirations and priorities of Nunavummiut. This knowledge is normally acquired through a degree or diploma from a university or community college in Political Science, Law, Transportation Planning, Commerce, Economics, Public or Business Administration or a related field and recent experience, however, it may be acquired through a varied combination of education, training and recent experience. Skills: Above average computer skills utilizing Microsoft Outlook and Word; Excellent PowerPoint and Excel software skills; Operating and maintaining data analysis systems; Use of the Internet as a research and communications tool; Excellent English oral and written communications skills to convey information so that it can be understood by the recipients; Proficiency in speaking Inuktitut is an asset; and Comfort in working and living in a cross cultural environment. WORKING CONDITIONS Physical Demands Work normally performed in an office setting may result in: Short response times to workload varying from simple to complex; Longer than normal work days once a week; Daily work load, clients and the public; Sitting daily at a desk or in meetings for extended periods; Daily keyboarding for extended periods; and Daily reading reports or looking at a computer monitor for many hours during the day. Work performed away from the office may result in exposure to: Monthly travel in small aircraft in confined spaces for 2-4 hours with no or little chance for relief; Larger aircraft semi quarterly flights that exceed 4 hours with limited opportunity for relief; and Weekly participation at and sitting at meetings after normal working hours and/or during weekends when listening to and responding to issues over many hours. Environmental Conditions CONDITIONS INCLUDE: Frequent Exposure To Winter Temperature Extremes In A Harsh Environment When Temperatures Drop To In Excess Of -50c; Winter Blizzards Lasting For Days Disrupting Work And Travel Schedules; Exposure to Constant Loud Noises And Vibrations When Flying In Aircraft.
