5 Concern over the shortage of applicants in the special education field led to the development of HB Designed to create a way for individuals, who do not have a degree in education, to enter the special education teaching profession. HB1233 will allow Non-Traditional Route teachers to complete their certification while they are in the classroom (earn while they continue to learn). In a few minutes we will explain how.

19 Items to be submitted to OSDE Teacher Certification after completion of the Boot Camp: 1. Boot Camp completion certificate 2. Application for provisional teaching certificate 3. $50 fee 4. Official transcripts 5. Fingerprint background check (OSBI and FBI) and $59 fee Issuance of a One Year provisional teaching certificate in Mild- Moderate Disabilities or Severe-Profound Multiple Disabilities

20 The One-Year provisional Certificate may be renewed two times for a total duration of three years validity How to renew: Provide OSDE Teacher Certification with official transcripts verifying at least 6 semester credit hours earned toward meeting the prescribed special education coursework during the validity of the One-Year certificate

21 1. Issued one or more provisional certificates via the Non-Traditional Route 2. Successful completion of prescribed special education coursework or a Master s degree in special education. 3. Pass the appropriate Oklahoma Subject Area Test (OSAT), Oklahoma General Education Test (OGET) and Oklahoma Professional Teaching Exam (OPTE) 4. Submit application/fee for new certificate to OSDE Teacher Certification Standard Teaching Certificate

22 Successful completion of prescribed special education coursework or a Master s degree in special education Pass appropriate special education subject area exam Fingerprint background check (OSBI and FBI) and $59 fee Application for Oklahoma School Certificate and $50 fee

23 Special Education teachers do not need to be H.Q. if they are in a setting where they do not provide initial instruction (i.e. resource room/lab assistance in a content area) Mild-Moderate Disabilities teachers may coteach. Core content certified teacher would be teacher of record. Other avenues will continue to be explored and viable options will be addressed during the next legislative session and/or rule promulgation period.

24 Partnership between the National Association of State Directors of Special Education and Ohio State University Transition to Teaching Grant Designed to help an individual in a high-needs district (20% or more and at least 1.4% of teachers teaching on less than Standard Certificate) who is working to be a special education teacher to attain full state certification, including secondary special education teachers of record in core subjects.

25 Expense reimbursement of up to $1,000 per participant to help with some of the costs incurred in earning full certification Access (at no participant cost) to a collaborative virtual learning community that includes emodules to prepare the teacher to pass the required competency examinations and live subject matter ecoaching sessions delivered by experienced teachers through web-based and mobile technologies Access to elearning tools and applications to access content packages about classroom management and assessment strategies, core subject instructional pedagogy to accelerate learning opportunities for diverse students.

26 Must be: A college graduate with degree in a field other than education. A school district employee working full time in a special classroom as a teacher of record, who intends to continue to teach in special education in that district for at least three years after earning full certification (assuming positions are available and performance is satisfactory.

27 At the beginning of Year One of participation, each participants transcript will have been evaluated to determine that by the end of Year 3 the participant would be eligible to earn full certification in special education if they successfully complete the required PRAXIS or related State-mandated examinations and the listed classes on their applications. Be enrolled in a traditional licensure master s degree program at a regionally accredited university or a State approved alternative route to licensure program leading to full certification.

28 Must maintain at least a 2.5 grade point average for all classes in which enrolled for purposes of meeting the requirements for full certification in special education. Must successfully complete all required state mandated tests. Until those examinations are successfully completed, must be working on a regular basis through emodules offered and participating in related e-coaching. Must receive satisfactory district performance evaluations.

29 Must have successfully completed all required course work for full-certification in special education. Must have passed all required State mandated tests, including those required subject area tests for secondary special education Teachers of Record. Must have completed three years as a special education Teacher of Record in your district.

30 If requirements discussed above are not met by the end of Year Three, all or part of the funds must be paid back. There is no financial obligation the part of the State or the district. If the Participant fails to make satisfactory progress in their preparation program or as a classroom teacher, he/she may be dropped from the Project with the requirement to repay any funds already advanced.
