Impact Investment Readiness A workshop on the Universal Standards for Social Performance Management (SPM) and the SPI4 social audit tool. Cara S. Forster July 8, 2015
These MIVs include: ADA, Bamboo Finance, Blue Orchard, BNP Paribas, Cordaid, Deutsche Bank, Grameen Credit Agricole, Grassroots, Incofin, AfD/Proparco, SIDI Fefisol, Triple Jump, and Oikocredit. Impact Investors Commit to SPM 13 MIVs have defined a common set of 80 social indicators based on the Universal Standards of Social Performance Management and SPI4 tool. They will be using this set of indicators to evaluate their investee and candidate MFIs moving forward.
Key definitions Social performance: the effective translation of an institution s mission into practice, in line with accepted social values. Social performance management (SPM): the implementation of management practices that translate the institution s social mission into practice.
What is balanced social performance management? Financial Performance Social Performance
Risks of poor social performance management Harming clients Bad reputation trouble attracting / keeping clients Trouble attracting investment Products that do not meet clients needs High staff turnover Without SPM, an institution is unlikely to achieve its social goals
Potential benefits of strong SPM Higher client retention Fewer loan defaults Improved reputation Lower employee turnover Better data for decision making Improved client outcomes With strong SPM, institutions are more likely to achieve their social goals.
The SPM pathway to improved operations 1. Learn 2. Assess 3. Plan 4. Implement 5. Report Learn Read the Universal Standards Manual Assess Use the SPI4 to conduct a social audit Plan Create an action plan; prioritize gaps to address Implement Improve practices prioritized in the action plan Report Demonstrate your results to internal or external stakeholders.
Learn about the Universal Standards 1. Learn 2. Assess 3. Plan 4. Implement 5. Report
What are the Universal Standards for Social Performance Management and how are they related to SPM? The Universal Standards bring together ALL of the best practices in SPM in ONE comprehensive manual to clarify and standardize social performance management.
By and for people in the field The Universal Standards were created by financial institutions, networks, investors and other stakeholders around the world, who identified the need and worked together to create a common resource.
To whom do the Universal Standards apply? The Universal Standards are a resource for financial institutions seeking to achieve social goals. The Universal Standards do not dictate what a financial institution s goals should be, but help identify the best way to achieve them.
Comprehensive manual of best practices By and for people in the field Resource for achieving social goals Credibility for institutions & industry Realistic implementation process
There are 19 standards, organized into six dimensions. They incorporate learning from many initiatives in our sector.
Hierarchy within the Universal Standards Dimensions The six main categories of management activity by which the manual is organized. Standards 19 broad statements about what the financial service provider should achieve. Essential Practices The 85 practices to implement in order to achieve the standards.
Integration of Smart Campaign client protection Certification standards into the Universal Standards of SPM Dimension 1: 0 Dimension 2: 3 standards Dimension 3: 3 standards 30 client protection standards Dimension 4: 21 standards Dimension 5: 0 Dimension 6: 3 standards
Activity 1: Match each standard to its dimension (10 minutes)
Dimension 1
Standard 1b- The institution collects, reports, and ensures the accuracy of client-level data related to the institution s social goals. Essential Practices 1b.1 The institution collects data for each of its social goals and the MIX social performance indicators. 1b.2 The institution has protocols for the collection, quality control, analysis, and reporting of social performance data. 1b.3 The institution ensures the quality of the data collected by validating its data and training its employees on data collection and entry.
Activity 2: Match the essential practices to their standards (15 minutes)
Introduction to the CERISE Social Performance Indicators (SPI) 4 1. Learn 2. Assess 3. Plan 4. Implement 5. Report
Why is it important to assess social. performance management? Without assessment, it is virtually impossible to identify all areas of weakness. Assessment facilitates effective action planning based on the results. Several assessments allow an institution to track its progress over time. Improved SPM helps the institution to achieve its mission.
What is the SPI4? The common data collection and assessment tool for the Universal Standards for SPM A social audit tool that allows financial institutions to analyze their current SPM practices in a way that fits their budget and preferences A customizable tool that can be tailored to the institution s mission through optional modules on poverty, gender, and environment A reporting tool
What the SPI4 is not: A rating Something you can do in a couple of hours Expensive
The SPI4 evaluates the Universal Standards based on indicators Dimensions Standards Essential Practices Indicators Evaluate an MFI s level of implementation of the essential practices.
SPI4 Example: Indicators for Essential Practice 5a.1 Essential Practice 5a1 A written HR policy is available to all employees. Indicator 5a1.1 All employees have access to an upto-date copy of the HR policy. Indicator 5a1.2 The HR policy is compliant with national labor laws. Indicator 5a1.3 The HR policy includes a transparent salary scale.
CERISE s SPI4 Web Page Access the page at: Dedicated address for questions: spi4@cerise-microfinance.org
Structure of the SPI4 Tool Welcome Page Organizational Information (financial and demographic) Adapted MFTransparency tool for calculating APR Choose your optional modules Gender, environment, poverty, SPI3 Main questionnaire Universal Standards Client Protection Principles Report generation
Welcome Page of the SPI4
Goals of using the SPI4 Facilitate a learning process for financial institutions, so that management and employees can identify and understand strengths and weaknesses. Help financial institutions improve performance. Filling in the SPI4 is not an end in itself, but part of a series of activities that aim to strengthen financial institutions and provide value for clients.
Make a Plan! 1. Learn 2. Assess 3. Plan 4. Implement 5. Report
Action Planning Purpose: 1 List and then prioritize institutional weaknesses identified in the SPI4 reports. 2 Create a detailed plan to improve the most pressing weaknesses revealed by the social audit. Key Elements: Prioritization of gaps Timeline for each step Staff responsibilities Budget allocation Define steps necessary to improve the weak practice and define outputs for each step
When prioritizing the gaps, consider: 1. How an action will benefit clients? 2. How an action fits the institution s strategic priorities 3. Risk management what are the issues that pose a pressing institutional risk? 4. Time and resources required (human and financial) 5. Effects of local context (e.g., regulation, competition) Client protection weaknesses should be a priority.
Sample Action Plan Template for action plan (at the bottom of the page):
