3 Executive Summary Isle of Wight County Schools has always made technology a high priority, and thanks to the support from the community, the School Board, division and school leadership, and teachers and staff, the school system is well positioned to offer students a well-rounded education that incorporates a wide variety of technologies in the learning process. Students gain experience with computer systems, mobile devices, software applications, video conferencing, and online classes, and these technologies will only become more pervasive in the future. This plan establishes the technology goals that Isle of Wight County Schools intends to meet in the next six years. These goals will help align the division technology plans with those of the local strategic plan and the state s educational technology plan. In developing this plan, a committee representing all stakeholders, including school and division staff, parents, students, and community members, was formed. Over the course of multiple meetings, this committee discussed the current state of technology in the school division, how it was being integrated into instruction, and the staff development that is offered to help teachers incorporate technology into their lesson plans and daily lives. Ultimately, numerous goals and objectives were established: Goal 1: Provide a safe, flexible, and effective learning environment for all students. Offer students learning experiences similar to what they will encounter in college. Utilize distance learning within IWCS to facilitate shared courses between the schools. Provide the technical staff and support necessary to allow students and teachers to utilize technology with a high level of reliability and rapid response time should problems occur. Goal 2: Engage students in meaningful curricular content through the purposeful and effective use of technology. Increase staff development for teachers on the effective integration of technology into instruction. Enhance staff awareness of technologies already offered in Isle of Wight Schools. Align staff development to be consistent across the division for technology that is available division-wide. Assess and enhance teachers basic technology literacy. 3

5 Mission The mission of Isle of Wight County Public Schools is to provide rigorous, academic programs in a safe school environment that fosters high levels of student achievement. The division is committed to offering educational programs characterized by high academic standards that prepare students to exceed state and national accreditation standards. The curriculum will prepare students to be lifelong learners for the ever-changing global community. Vision To Provide Rigorous and Engaging Learning Experiences that Ensure Student Success Historical Overview Isle of Wight County Schools has long been a strong proponent of technology use to facilitate and enhance instruction, and to prepare our students with the digital skills they will require in the 21st century. Each school in Isle of Wight County is outfitted with at least one computer lab, and each school is assigned several laptop carts that are available for classroom checkout and for serving as mobile labs. In many classrooms, there are also several student desktops available. A variety of software is provided, including office application suites, educational programs, multimedia viewing and authoring software, and various web browsers. Filtered Internet access is provided throughout the division. In 2007, Isle of Wight County Schools recognized that a major limiting factor in the use of technology was the network speed. At the time, all schools were connected to the Central Office and the Internet via 1.5 Megabit Per Second (Mbps) T1 lines and 3Mbps cable modems. This created bottlenecks when accessing high bandwidth applications such as streaming audio and video, online programs, video conferencing and distance learning, and general web browsing. Many homes had faster connections to the Internet than the schools. Further, this network was difficult to support. Isle of Wight County Schools wanted to enable and expand its ability to offer a wide variety of online services and applications. Working with its partners, the division implemented a 1 Gigabit Per Second (Gbps) fiber optic Wide Area Network connecting all the schools and linking them to a 75Mbps fiber optic Internet connection. Inside the buildings, each classroom is connected to the network at a minimum of 100Mbps, with wireless connections available in most classrooms and plans to expand wireless to all locations within the buildings. Work was recently completed to convert each building s phone system to Voice over IP, 5

6 allowing such features as teacher voic , and lowering phone costs by consolidating phone lines. Also in 2007, Isle of Wight County Schools implemented the PowerSchool student information system, allowing secure, web-based access to student records and grades. Teachers are able to enter grades into an online gradebook anywhere with Internet access, and all report cards can now be generated electronically. Parents also have anytime access to PowerSchool, and can view their child s recent grades and assignments online. Recognizing the new potentials of the Wide Area Network and PowerSchool, Isle of Wight initiated a Teacher Laptop Program in Under this program, all teachers are issued a Macbook laptop. Teachers use their laptops not only for gradekeeping and functions such as , but also for exploring new ideas for integrating computers and technology into instruction. Staff development is an important consideration when integrating technology into instruction. To that end, Isle of Wight employs five Data Analysis/Instructional Technology Resource Teachers (DAITRTs), teachers with a technology background who work one-on-one with other faculty and staff to help them learn and use the many technologies available in Isle of Wight and develop lesson plans that incorporate those technologies. The DAITRTs are the division s primary and most effective resource for developing and implementing staff development relating to technology. Partnerships Isle of Wight County Schools is a member of the WHRO Hampton Roads Educational Telecommunications Association, Inc. (HRETA), along with numerous other Hampton Roads area school systems. Some of HRETA s many functions include development of and hosting online and virtual classes. Isle of Wight County Schools works closely with the Pruden Center for Industry and Technology in Suffolk to provide a variety of career and technical education courses to Isle of Wight students. 6

8 The Committee met one or more times a month starting in July of 2010 and concluded its work in November, The plan was developed during these meetings as well as through online collaboration via Google Docs and an online discussion forum. Meeting dates: July 27 August 17 September 14 October 20 October 29 November 5 Annual Evaluation This plan will be evaluated annually to determine progress in meeting goals, revisit and if necessary revise existing goals, and consider new goals. Needs Acquire funding to replace the obsolete Ranger media system with classroom projectors. Acquire funding for additional staff in IT and additional DAITRTs to implement, support, and provide staff development for new and existing technologies. Increase professional development opportunities focused on technology for employees, including teachers and office staff. Establish personal accounts for students to enable collaboration, online storage space, and digital portfolios. Work with the Special Education department to enhance the district s assistive technology offerings. Acquire funding to provide SmartBoards in additional, if not all, classrooms. Investigate a digital textbook initiative. Offer additional online courses for students. Formalize a committee for the selection and approval of software. Utilize existing technologies within the division more effectively rather than first seeking to acquire new technologies. 8

9 Goals, Objectives, and Strategies Goal 1: Provide a safe, flexible, and effective learning environment for all students. Objective 1.1: Offer students learning experiences similar to what they will encounter in college. Strategy 1.1.1: Increase online course offerings in Isle of Wight by utilizing Virtual Virginia, NovaNet, WHRO, and other online curriculum programs. Acquire and support the hardware, software, and human resources necessary to expand these course offerings. Evaluation Strategy: Monitor the number of online courses offered in IWCS and the enrollment in those courses. Strategy 1.1.2: Increase use of video conferencing for distance learning courses and virtual field trips by promoting the video conferencing capabilities of Isle of Wight schools and increasing the number of video conferencing systems. Evaluation Strategy: Monitor use of video conferencing equipment. Objective 1.2: Utilize distance learning within IWCS to facilitate shared courses between the schools. Strategy 1.2.1: Work with the schools to determine which courses may be taught via video conferencing, such as courses that do not have sufficient enrollment at individual schools or courses that do not have an available teacher at particular schools. Evaluation Strategy: Monitor the number of courses that are available via video conferencing. Strategy 1.2.2: Determine if courses have a Virginia itunes University or similar equivalent, and utilize those equivalents as appropriate. Train faculty and staff on Virginia itunes University and encourage the creation of content that can be shared via this medium. Evaluation Strategy: Monitor the number of teachers making use of itunes U resources. Objective 1.3: Provide the technical staff and support necessary to allow students and teachers to utilize technology with a high level of reliability and rapid response time should problems occur. Strategy 1.3.1: Monitor work order levels to determine if sufficient staff are available to handle the work load. Evaluation Strategy: Monitor work order levels and turnaround time. 9

10 Strategy 1.3.2: Staff a call-in help desk during regular operating hours. Evaluation Strategy: Monitor help desk activity level and wait times. Collect feedback from end users on the effectiveness of help desk. Strategy 1.3.3: Determine if new or expanded technology programs can be supported by existing technology staff or if additional staff will be required. Evaluation Strategy: New programs should indicate an estimate of technology staff time requirements before being approved by division administrators. Objective 2.1: Increase staff development for teachers on the effective integration of technology into instruction. Strategy 2.1.1: Utilize DAITRTs as the primary, though not sole, means of helping teachers integrate technology into instruction. Evaluation Strategy: Monitor the training offered by DAITRTs and follow up with teachers to determine the effectiveness of the training. Strategy 2.1.2: Create an online central repository of documents, literature, and resources for staff development. Evaluation Strategy: Administrators and employees have access to and are made aware of new resources that are available. Strategy 2.1.3: For all new classroom software and hardware initiatives, develop plans for ongoing as well as initial training. Evaluation Strategy: Software and hardware programs and devices should be coupled with adequate ongoing training provided to faculty and staff beyond simple orientation. Objective 2.2: Enhance staff awareness of technologies already offered in Isle of Wight Schools. Strategy 2.2.1: Create centralized, searchable lists of available technologies and their possible uses for staff to utilize. Evaluation Strategy: Submit list to Director of Technology for compilation. Strategy 2.2.2: Host Tech Days or similar events showcasing some of the technologies immediately available to teachers. Evaluation Strategy: Track the number of Tech Days and similar events offered, and gather feedback from participants on the usefulness of the events. 10

11 Objective 2.3: Align staff development to be consistent across the division for technology that is available division-wide. Strategy 2.3.1: Elementary DAITRT s will collaborate on training for elementary staff and secondary DAITRT s will collaborate on training for middle/high school staff. This will ensure common direction sheets and content presented to all staff. Evaluation Strategy: DAITRT s will submit documentation that certifies administration, teachers, and/or staff participated in training. Objective 2.4: Assess and enhance teachers basic technology literacy. Strategy 2.4.1: Redesign and implement course and evaluation metric for assessing teacher technology literacy. Evaluation Strategy: Course and metric should be pertinent to modern technology skills and independently evaluated as an accurate tool for teaching and measuring teacher technology literacy. Strategy 2.4.2: Utilize data from teacher technology literacy assessments to target professional development. Evaluation Strategy: Areas of deficiency noted on technology literacy assessments should improve with targeted professional development. Strategy 2.4.3: Hold teachers accountable for meeting and maintaining minimum levels of technology literacy. Evaluation Strategy: Monitor levels of technology literacy among IWCS teachers by tracking data from the literacy assessments. Evaluation Strategy: Use teacher and DAITRT feedback to determine if teachers and students are utilizing technologies for content creation. Strategy 3.1.2: Allow teachers and students to share content via the web with peers, parents, and community members via web sites, blogs, and other online media. Evaluation Strategy: Annual review of inventory reports. Strategy 4.1.2: Purchase additional labs and/or laptop carts to increase the number of computers available for student use. Evaluation Strategy: Monitor number of computers available for student use. Strategy 4.1.3: Ensure all general-use labs and laptop carts have enough computers to accommodate average class sizes. Evaluation Strategy: Monitor average class sizes and computer lab sizes at each building. Objective 4.2: Ensure appropriate software applications are available to students. Strategy 4.2.1: Utilize a Software Selection Committee for evaluating and choosing software applications used in the division. Evaluation Strategy: Monitor software purchases and ensure committee involvement. Strategy 4.2.2: Feature software applications that can enhance student s understanding of software concepts rather than specific vendor methodologies. Evaluation Strategy: Monitor use of open-source and alternative software products. Objective 4.3: Investigate utilizing electronic textbooks. Strategy 4.3.1: Form a subset of the textbook committee to review current electronic textbook offerings and their adherence to state and local standards. Evaluation Strategy: Committee should present a proposal or evidence in favor or not in favor of adopting electronic textbooks and, if in favor, which electronic textbooks are recommended. 12

Strategy 4.4.1: Establish a committee to study the possible utilization and cost effectiveness of using ebooks in the Library Media Center. Evaluation Strategy: Committee should evaluate the advantages and disadvantages of using ebooks compared to print books in the school library media center. Goal 5: Use technology to support a culture of data-driven decision making that relies upon data to assess and improve teaching and learning. Objective 5.1: Enable Isle of Wight Schools to participate in 100% online SOL testing. Strategy 5.1.1: Ensure the availability of a sufficient number of computers or devices to test all students online during SOL testing. Evaluation Strategy: Gather feedback from school administrators and district testing officials on whether the number of computers is a limiting factor in SOL testing. Strategy 5.1.2: Investigate the use of alternative devices such as tablets or ipads as testing appliances, as supported by the state. Evaluation Strategy: As the state supports additional devices, evaluate and monitor their effectiveness in IWCS by analyzing usage and scores as appropriate. Objective 5.2: Collect and analyze data related to student performance to help drive division and school decision making. Strategy 5.2.1: Utilize a data warehouse to collect and store student performance data. 13

Evaluation Strategy: Unbiased statistical reports, based on pertinent variables and collected data are available for use by teachers and administrators, and may be used for evaluating student and teacher performance. Objective 6.1: Enhance staff knowledge of administrative technologies available to them. Strategy 6.1.1: Create documentation for systems such as User Folders, backup procedures, and printing. Evaluation Strategy: Utilize feedback from users to determine effectiveness of documentation. Strategy 6.1.2: Develop an Orientation Session for new administrators and administrative staff on the various technologies and procedures in Isle of Wight County. Evaluation Strategy: Each new administrative employee should have an Orientation Session and the opportunity to provide feedback. Objective 6.2: Reduce the need for paper forms. Strategy 6.2.1: Implement an online form management, collection, and approval workflow system to centralize form generation, distribution, collection, and storage in order to streamline processes and functions. Evaluation Strategy: Forms are filled out online and stored centrally, with appropriate workflows in effect for review and approval. Objective 6.3: Define relevant workflows for inter-departmental communications and processes. Strategy 6.3.1: Implement a workflow for the creation and deletion of user accounts, security rights, badges, etc., such that each involved department has a clearly defined series of steps to follow to accomplish the task. Strategy 7.1.1: Collaborate with our PTAs and parent organizations to offer a Parent Internet Safety Night, dealing with issues such as cyberbullying, identity theft, internet predators, and sexting. Evaluation Strategy: Survey both parents and teachers regarding effectiveness. Objective 7.2: Highlight the technology tools that are available to teachers and students. Strategy 7.2.1: Provide a general county technology expo. Strategy 7.2.2: Present on a regular basis before the Isle of Wight School Board and Board of Supervisors to showcase the use of technologies in learning in Isle of Wight County. 15

19 Appendix 2 Division AUP GAB/ IIBEA ACCEPTABLE COMPUTER SYSTEM USE The School Board provides a computer system, including the Internet, to promote educational excellence by facilitating resource sharing, innovation and communication. The term computer system includes hardware, software, data, communication lines and devices, terminals, printers, CD-ROM devices, tape drives, servers, mainframe and personal computers, the Internet and other internal or external networks. All use of the Division s computer system must be (1) in support of education and/or research, or (2) for legitimate school business. Use of the computer system is a privilege, not a right. Any communication or material used on the computer system, including electronic mail or other files deleted from a user s account, may be monitored or read by school officials. The Division Superintendent shall establish administrative procedures, for the School Board s approval, containing the appropriate uses, ethics and protocol for the computer system. The procedures shall include: (1) a prohibition against use by division employees and students of the division s computer equipment and communications services for sending, receiving, viewing, or downloading illegal material via the Internet; (2) provisions, including the selection and operation of a technology protection measure for the division s computers having Internet access to filter or block Internet access through such computers, that seek to prevent access to (a) child pornography as set out in Va. Code :1 or as defined in 18 U.S.C. 2256; (b) obscenity as defined by Va. Code or 18 U.S.C. 1460; and (c) material that the school division deems to be harmful to juveniles as defined in Va. Code , material that is harmful to minors as defined in 47 U.S.C. 254(h)(7)(G), and material that is otherwise inappropriate for minors; (3) provisions establishing that the technology protection measure is enforced during any use of the Division s computers by minors; (4) provisions establishing that the online activities of minors will be monitored; (5) provisions designed to educate students about appropriate online behavior, including interacting with other individuals on social networking websites and in chat rooms and cyberbullying awareness and response; ISLE OF WIGHT COUNTY SCHOOLS 19

20 GAB/ IIBEA (Page 2) (6) provisions designed to prevent unauthorized online access by minors, including hacking and other unlawful activities by minors online; and (7) provisions prohibiting the unauthorized disclosure, use, and dissemination of personal information regarding minors; and (8) A component of Internet safety for students that is integrated in the division s instructional program. Use of the School Division s computer system shall be consistent with the educational or instructional mission or administrative function of the Division as well as the varied instructional needs, learning styles, abilities and developmental levels of students. The Division s computer system is not a public forum. Each teacher, administrator, student and parent/guardian of each student shall sign the Acceptable Computer System Use Agreement, GAB-E1/ IIBEA-E2, before using the Division s computer system. The failure of any student, teacher or administrator to follow the terms of the Agreement, this policy or accompanying regulation may result in loss of computer system privileges, disciplinary action, and/or appropriate legal action.
