Downs Blvd. Tampa, FL (813) QUALIFICATION SUMMARY James Winarski, M.S.W. joined the faculty in the Department of Mental Health Law & Policy at the University of South Florida in February He provides technical assistance and training in the areas of assessment, development, and implementation of behavioral health programs, with a special focus on recovery oriented services for persons with serious mental illnesses and services for persons who are homeless. Mr. Winarski has been working in coordination with state and local authorities to transform Florida s mental health system to a recovery/resiliency orientation. He recently developed a tool to support the implementation of recovery oriented mental health services under contract to Florida s Agency for Health Care Administration, available for download at Mr. Winarski works in the Veteran s Administration National Center on Homelessness among Veterans where he has provided technical assistance with the development of Community Resource and Referral Centers (CRRCs), a one stop model for addressing the needs of homeless veterans, at 15 sites throughout the country. He also has also provided technical assistance for implementing evidence based practices in Florida behavioral health programs, including the Substance Abuse Mental Health Services Administration s (SAMHSA) Permanent Supportive Housing Toolkit. Mr. Winarski co authored the Report to Congress on the Prevention and Treatment of Co Occurring Substance Abuse Disorders and Mental Disorders for SAMHSA. He also completed a training package entitled Implementing Interventions for Homeless Individuals with Co Occurring Mental Health and Substance Use Disorders that was published by SAMHSA. Mr. Winarski has specialized knowledge and skills in the areas of program development/systems improvement, rehabilitation/recovery technologies, outreach, case management, homelessness, co occurring mental health and substance use disorders, and in developing intervention strategies for difficult to reach populations. He is a skilled presenter and trainer, and has conducted workshops throughout the country.

2 PROFESSIONAL EXPERIENCE UNIVERSITY OF SOUTH FLORIDA/FLORIDA MENTAL HEALTH INSTITUTE, TAMPA, FL Faculty/Associate in Technical Assistance, February 2004 Present Provides training and technical assistance to human services programs in the areas of systems and program development/implementation, including: Consulting to the Department of Veterans Affairs on the development of Community Resource and Referral Centers (CRRC s) at 15 nationwide sites as part of the National Center on Homelessness Among Veterans, Developed the Self Assessment/Planning Tool for Implementing Recovery Oriented Mental Health Services (SAPT) under contract to Florida s Agency for Health care Administration (AHCA), Consulting to Florida s Department of Children and Families (DCF) on the transformation of the state mental health system to a recovery orientation, Consulting to Florida s Projects for Assistance in Transition from Homelessness (PATH) program under contract to DCF in the areas of system/program/service implementation for individuals with mental illness and co occurring substance use disorders, Principal investigator for a series of studies entitled Recovery Oriented Medicaid Services for Adults with Severe Mental Illnesses under contract to Florida s Agency for Health Care Administration (AHCA), Consultation to the Real Choice Partnership project under the Governor s ADA Workgroup in the areas of systems change/improvement, and Consultation to the Partner s in Recovery program under contract to the Department of Management Services (DMS) to develop and implement training curricula. ADVOCATES FOR HUMAN POTENTIAL, INC., SUDBURY, MA Director of Homeless Programs, October 1995 February 2004 Directed the program that provides training and technical assistance to the federally funded Projects for Assistance in Transition from Homelessness (PATH). Developed innovative strategies to assist programs serving homeless individuals with mental illnesses throughout the United States. Developed curricula and provided on site technical assistance. Consulted to the federal Center for Mental Health Services and the Center for Substance Abuse Treatment on the development of policies and practices that address co occurring mental health and substance use disorders. Co authored the Report to Congress on the Prevention and Treatment of Co Occurring Substance Abuse 2

3 Disorders and Mental Disorders for the Substance Abuse Mental Health Services Administration (SAMHSA). Acted as principal investigator for federal Center for Mental Health Services Co occurring Disorders State Incentive Grant that supported systems change strategies in Hillsborough County, Florida. THE BETTER HOMES FUND, BOSTON, MA Director of Training, October 1993 October 1995 Provided training and technical assistance to systems and programs serving homeless people. Developed training curricula, technical assistance protocols, program models, and conducted workshops across the country. Provided technical assistance to grantees of the Center for Mental Health Services/Center for Substance Abuse Treatment Collaborative Demonstration Program for Homeless Individuals. Helped sixteen national program sites develop manuals of state of the art interventions for homeless people with co occurring psychiatric and substance abuse disorders and published a federal monograph of describing this project. CENTER FOR PSYCHIATRIC REHABILITATION, BOSTON UNIVERSITY, BOSTON, MA. Senior Training Associate, July 1990 October 1993 Provided technical assistance in the area of psychiatric rehabilitation/recovery based programming to mental health programs and systems. Assessed, developed, and implemented mental health programs, and trained practitioners to provide psychiatric rehabilitation and case management services. Provided program development for McKinney Grant demonstration project for homeless people with psychiatric disabilities in New York City. Developed specialized treatment strategies for street dwellers, and provided clinical training and supervision to the staff. VETERANS ADMINISTRATION MEDICAL CENTER, BOSTON, MA Program Director/Social Work Supervisor, February 1987 July 1990 Provided program development and administration for Northeast Region Mental Health Initiative demonstration project for veterans with high risk for relapse. Implemented outreach, day treatment, residential, and intensive case management services. Coordinated training and provided clinical supervision to all social workers in the program. VETERANS ADMINISTRATION MEDICAL CENTER, BOSTON, MA. Psychiatric Social Worker, June 1985 February 1987 Responsible for acute psychiatric ward and transition unit. Duties included: family evaluation, discharge planning, psychosocial assessment and treatment, training of medical residents, coordination of aftercare services, and supervision of graduate students. 3

4 VETERANS ADMINISTRATION MEDICAL CENTER, BOSTON, MA. Rehabilitation Social Worker, October 1983 June 1985 Social worker for Comprehensive Rehabilitation Program. Responsible for medical and neurological rehabilitation wards, chronic back pain program and spinal cord injury patients. Duties included: discharge planning, counseling regarding psychosocial adjustment to disability, leadership in patient and family support groups, liaison between medical center and community resources for the disabled and supervision of graduate students. Member of patient advocate and patient education committee. VETERANS ADMINISTRATION MEDICAL CENTER, BUFFALO, NY Rehabilitation Social Worker, September 1982 October 1983 Responsible for rehabilitation ward, respiratory care ward, and spinal cord injury patients on a hospital wide basis. Duties included: counseling regarding psychological adjustment to disability, discharge planning, and the organization of a stroke education group for patient and families. Received Veterans Administration Certificate of Appreciation for outstanding and dedicated service on 9/83. ERIE COUNTY MEDICAL CENTER, BUFFALO, NY Dialysis Social worker, June 1980 September 1982 Responsible for dialysis units (including hemodialysis, CAPD, and transplants), cardiac and respiratory care wards (including associated intensive care units), medical clinics and emergency room.
