He has testified more than 400 times in criminal forensic matters and has been accepted as an expert in forensic psychology in over 30 different counties in Michigan and has also testified in Ohio, Illinois, Pennsylvania, New York, Wisconsin and Florida. Dr. Miller has a state certification as a Consulting Forensic Examiner, a certification earned while working for the State of Michigan, Judicial Council, Recorder s Court Psychiatric Clinic, a state certified forensic center (see below). Federal Court Criminal Forensic Assessments: Criminal Responsibility; Competency To Stand Trial; Presentence Risk Assessment Reports; Sex Offender Risk Assessment Reports; Federal Diminished Capacity Sentencing and Bond Recommendations for the Federal Defender s of Detroit and for federal court pre trial services, and probation services of the U.S. District Court, Eastern District of Michigan. He has been appointed for these various purposes in over 100 cases by several of the District Judges. Competency to Understand Miranda/Voluntariness of Confession: Dr. Miller has conducted over five hundred evaluations of defendant s capacity to understand Miranda Waiver and relative to the impact of using psychological coercive techniques by interrogating investigators. Dr. Miller has participated in approximately one hundred Walker Hearings. Pre sentence Reports Adults/Juvenile Sentencing Disposition Recommendations/Sex Offender Risk Assessment: Dr. Miller is a pre sentence assessment expert and has been involved in the assessment of well over 2500 psychological evaluations regarding diagnosis, treatability, dangerousness (i.e., risk assessment), rehabilitation, and prognosis of defendants and with regard to inmates presenting for parole hearings. Workmen s Compensation/Personal Injury, Social Security Disability/Medical Disability/Probate Commitment: Dr. Miller has conducted in excess of a thousand assessments of various psychological disabilities as they relate to issues of capacity to work, rehabilitation potential, extent of cognitive capacity loss and need for treatment. Eye Witness Identification Issues: Dr. Miller has been accepted by several Michigan courts as a defense expert relative to the vagaries of eye witness identification (i.e., stress and memory recall, cross racial identification problems, weapons focus issues, line up issues, context of

3 Steven R. Miller, Ph.D., L.P. Page 3 7/8/13 arrest, eye witness confidence vs accuracy and the affects of unconscious suggestion and/or other post event information on witness recall accuracy). To date, Dr. Miller has evaluated approximately 75 such cases and has testified approximately 25 times in Michigan courts. Memory Issues (amnesia, children s memory recall capacity, repressed memory recall, dissociation and memory, intoxication and memory and dementia): Dr. Miller has made an extensive study of the research on memory with a focus upon issues of memory storage, recall, psychological repression, dissociation, and the effects of intoxication as to how these key cognitive factors and/or the impact of intoxication relates to matters of criminal, civil and probate litigation. Dr. Miller has been recognized as an expert with regard to psychogenic and intoxication amnesia, claims of repressed sexual abuse memories, children s vulnerability to suggestion and their cognitive limitations relative to recall and testimony, and, in cases of Dissociative Disorders, such as Dissociative Identity Disorder, DID (formerly known as Multiple Personality Disorder or MPD (i.e., affects of the dissociation process on cognitive functioning and memory recall). Domestic Violence/ Battered Spouse Syndrome: Dr. Miller has conducted in excess of a thousand evaluations of domestic violence in both criminal and family court cases. He has testified numerous times as to how to identify the syndrome and with respect to the mental states of the parties in connection with criminal defense issues. Driver s License Appeals: Dr. Miller has routinely conducts evaluations for the court and for defendant s who require an assessment for alcohol abuse or related issues pertaining to legal appeals to reinstate their drivers license. Sex Crimes/Incest/Sexual Harassment At Work/Victims of Sexual Abuse/False Allegations of Sexual Assault: Dr. Miller is recognized as a leading expert and consultant regarding the assessment of sexual deviancy, sexual addiction, risk assessment of sex offenders, sexual harassment in the work place, and injury assessment of victims of sexual assault. To date, Dr. Miller has conducted more than 2000 evaluations of such cases and has testified in several hundred criminal and civil litigations relative to sexual assault and deviancy in both criminal and civil cases. Dr. Miller has consulted to state agencies in the area of assessment and treatment of sex offenders and with regard to the use of actuarial risk assessment instruments with agencies such as the Department of Corrections, State Mental Health Services, Probation and Parole Agents, and the like, in terms of developing and coordinating the implementation and delivery of assessment and treatment services to these populations. Types of evaluations routinely conducted include the following: criminal responsibility, diminished capacity, sex crimes, competency to stand trial, presentence and bond recommendations, competency to understand Miranda Rights, traffic court and group psychotherapy screening. Supervised graduate students in clinical, counseling, and marriage and family psychology educational programs. Administered, scored and interpreted a broad range of cognitive, neuro psychological, family and personality objective and projective tests.

Spearheaded the design, development and implementation of computer programs and an automated office system for intake screening, psychological testing, and for utilization with computerized expert systems. Volunteer Experience 1986 to 1989 Grosse Ile Recreation Commission: Served as the Commission Chairman. Developed recreation programs for the Grosse Ile community to 1996 Michigan Council on Problem Gambling: Past Executive Director (1979 to 1989) and Director of Training (1995 to 1996) of the Michigan Council, which is an organization that helps to educate the public and provide a referral service for individuals and families experiencing problems caused by a family members gambling. Education 1972 to 1973 Volunteer, Psychology Department, VA Hospital, Allen Park, Michigan Counseling veterans convalescing at the hospital under the supervision of the Psychology Department. Wayne State University College of Education Detroit, Michigan November 1986 Ph.D. Degree Counseling Psychology Graduated with Highest Honors. Dissertation pertained to the family crisis of pathological gambling.
