10 Legislation After initial appearance but before a finding of guilt, a person accused of a felony offense, may be required to submit to an approved risk mental health and substance abuse assessment The court and the district attorney shall consider the results of the risk, mental health and substance abuse assessment and evaluation to determine sentencing options for the person. 12 Selection of Instruments Reviewed published research and validation studies to determine the three instruments to be used: <Criminogenic Risk> Ohio Risk Assessment System Community Supervision Tool <Substance Abuse> Texas Christian University Drug Screen II <Mental Health> Mental Health Screen Form III

13 Completed a Request for Information (RFI) process in which all treatment agencies in the state had the opportunity to submit a proposal which had to include a letter of support from the District Attorney s Office. Selected initial project counties and initiated contracts. Selection of Screeners

14 Development of Data System An initial priority of the program was the development of a web-based data collection and reporting system. Priorities: User friendly to screeners, courts and us Provide court info to enhance appropriate sentencing and better address offender risks and treatment needs Gather specific data variables to track project impact (share with legislature) Integrate payments with data entry

18 Training of Screeners The Ohio Risk Assessment System Community Supervision Tool requires a certification training by the University of Cincinnati. We: Initiated a contract with UC for training and held an initial training for 20 clinicians to become certified in the instrument. Developed additional training materials on the program and data system. Provided continuing education to those in attendance.

19 In order to ensure sustainability of the program, a sustainability plan was developed conjointly with the project development plan. It included: Sustainable training and technical assistance options In-house data/billing system modification capability Outcomes based programming Sustainability Plans
