8 Guiding Documents The guiding documents for the Information Society take as reference the main governance guidelines outlined in the National Development Plan and the National Training Plan. National Development Plan National Training Plan + The White Paper on ICT is the document that defines the policy guidelines in the fields of Telecommunications and Information Technology; White Paper on ICT National Plan for the Information Society Electronic Governance Strategic Plan Scope - The National Plan for the Information Society defines the objectives and programs leading to the development of the information society, and is structured on 6 pillars: Connectivity and Access; Electronic Governance; Agriculture, Forestry and Fisheries; Health; Education and Industry; Trade and services; The Electronic Governance Strategic Plan details the lines of action, programs and projects to be developed under the Electronic Governance. 8

Pillar 3 Pillar 4 Pillar 5 Pillar 6 NPIS is the update of the Action Plan for the Information Society, implemented in Agriculture, Fisheries, Environment and Rural Development Health Education Industry, Commerce and Services Crosscutting Pillars - Pillar 1 and 2 Basis for the development of Information Society. Will support the development of Sectorial Pillars Pillar 2: Electronic Government Pillar 1: Access and Connectivity Sectorial Pillars Key Areas with impact on the development of Information Society in Angola and Angolans 9

14 The Electronic Governance Project Implementation Commission (CIEGOV) is responsible for the implementation of infra-structure and services projects among Public Institutions. Particular emphasis to the development of the Data Center, IT Security Systems, Office Automation, Voice over IP (VoIP) and Videoconference, among others e-gov projects. 41 Bio - Professor Pedro Sebastião Teta Pedro Sebastião Teta was born in April 28th of 1959 in Nzeto, Angola Has a Bachelor and Master s Degree in Computer and Control Engineering from the Polytechnic University of Bucharest Has a PHD from the Polytechnic University of Bucharest in the Field of Intelligent Control using Artificial Intelligence Techniques Has an extended educational and academic career, having been Visiting Professor at Berkeley and Stanford University Full Professor at Agostinho Neto University- Luanda Angola From 1997 until 2008 he was Vice-Minister for Science and Technology Acted has a Chairman and Vice- Chairman of the Commission for Science and Technology of the United Nations From 2008 until 2010 was appointed to the post of Vice-Minister of Telecommunications and Information Technologies, actually Secretary of State of Information Technology.
