2 Background and Introduction At the October 2010 meeting of the provincial coordinators for Applied Business Technology/Office Administration (ABT/OA) programs, a motion was passed directing the ABT/OA Articulation Committee to submit a proposal to the British Columbia Council on Admissions and Transfer (BCCAT) to fund a project to create a Transfer Guide for Medical Office Assistant (MOA) Program courses. The Transfer Guide was to include all MOA core courses offered onsite and online at public colleges and universities throughout the province. It was recommended that Christette Cromarty, RMT, AHDI-F, of Selkirk be asked to coordinate this project. This project was approved by BCCAT in January Three previous projects, coordinated by Diane Blaney and Marion Haythorne of Capilano, created Transfer Guides that include all core courses offered both onsite and online in Applied Business Technology/Office Administration (ABT/OA) programs at public colleges and universities throughout the province. These Transfer Guides, available on the BCCAT website, provide students with current information on transfer possibilities. The transfer process is student-driven, and the Guides clearly outline the pathways for transferring credit for onsite or online ABT/OA courses from one provincial public post-secondary institution to another. The institutions offering ABT/OA programs have been offering onsite MOA courses for many years, and online courses since Online and onsite courses have been approved by Education Councils or their equivalent at individual colleges and universities. While MOA online course names and content are consistent for all colleges and universities, course numbers are not. Onsite courses have different names and numbers. The MOA Transfer Guide will provide students in Medical Office Assistant programs in public post-secondary institutions in British Columbia with the information they need to transfer onsite and/or online course credit between institutions. 3 P a g e
3 Participants Seven colleges and universities participated in this project. These institutions provided a list of course numbers for all BCcampus (online) courses that had received Education Council approval (or equivalent) at their individual colleges and universities. The institutions also provided the course name and number of any onsite courses considered equivalent within their institution. Representatives of the institutions met to review and achieve consensus on the transfer guidelines recommended by the Project Coordinator. The institutions participating in the project are: Capilano (CAP) of New Caledonia (CNC) Douglas (DC) North Island (NIC) Okanagan (OK) Community (VCC) Island (VIU) The members of the subcommittee which oversaw the project are: Sally Livingstone (Capilano ) Teresa Kisilevich (Okanagan ) Wayne Ratcliffe (Douglas ) 4 P a g e
4 Methodology For many decades, colleges and universities throughout the province have been offering onsite Medical Office Assistant and Medical Administrative Assistant programs (formerly Medical Secretary Programs). The courses within these programs have different names and numbers. In 2007, the ABTO/OA group worked collaboratively with each other and BCcampus to develop eight online Medical Office Assistant courses. Each MOA online course has one common course outline. Each course outline, which was approved by Education Councils (or equivalent) at each individual college and university, has identical learning outcomes at all institutions. Identical course curricula are taught by all institutions. After the online courses were developed and approved, each college and university then developed its own equivalencies between its online and onsite courses. Because course equivalencies were already established within the colleges and universities and within BCcampus, there was no real need to request, review or compare learning outcomes in order to establish articulation. However, the Project Coordinator requested each institution to submit course equivalencies for their online and onsite courses, and course outlines were reviewed as necessary. The data collected from the participating colleges and universities were collated and consolidated into the following draft document. Process of Developing the ABT/OA/Medical Office Assistant Online and Onsite Equivalencies The online course number, along with the onsite equivalent course number and name, was summarized for each of the common ABT/OA/Medical Office Assistant onsite and online courses. The draft document outlining the recommended equivalencies was circulated to ABT/OA/MOA program coordinators for review and feedback at the spring 2011 meeting of the ABT/OA Articulation Committee. The recommendations were approved and/or revisions were suggested to the Project Coordinator. The Project Coordinator revised the original document. 5 P a g e
5 The ABT/OA/Medical Office Assistant (MOA) Transfer Guidelines were unanimously approved with changes by the ABT/OA/MOA coordinators at the fall 2011 meeting of the ABT/OA Articulation Committee. The changes were incorporated into the document included in this report. Maintaining Currency: A process for revisions At the November 2010 ABT/OA articulation meeting, held at Community in, the ABT/OA coordinators adopted the following method to maintain currency of the Transfer Guide database for onsite courses: 1. A Review Committee will be established at the annual October/November meeting of the ABT/OA Articulation Committee. This committee is to be comprised of a group of faculty (not necessarily members of the articulation committee) that reflects the various disciplines within ABT/OA. 2. The Review Committee will call on institutions to submit, for review and consideration for addition to the database, any new courses created at individual institutions during the past year. The Review Committee will also request that institutions review the database of courses, and advise the Review Committee of any courses that have been removed from the course offerings of any individual institution since the last database update. 3. The Review Committee will examine new courses and compare them to courses in existing categories to determine if they are substantially the same as other courses in the group. If so, they will recommend the addition of the course to the database; if not, they may create a new category in order to add the course to the database. 4. The Review Committee s recommendations will be presented for discussion at the annual ABT/OA Articulation Meeting in May of each year. 5. The Review Committee will recommend any database additions/deletions to the ABT/OA Articulation Committee. 6. The ABT/OA coordinators may adopt the committee s recommended revisions to the database at the October/November meeting of the articulation committee. 6 P a g e

The Provincial Chairperson of the Articulation Committee will submit approved updates to the BC Council for Admissions and Transfer after the October/November meeting. s offered online through BCcampus are common to all participating institutions. Therefore, maintaining the currency of transfers among the BCcampus MOA courses will be limited to revising course numbers when deemed necessary from time to time by individual institutions, and/or noting any decisions by any institution that the online course can no longer be considered equivalent to the institution s onsite course. Taking and charting vital signs. Assisting the physician with physical examinations. Assembling equipment. Explaining collection of specimens for external evaluation. Explaining to patient: Specimen collecting and testing, including basic urinalysis, pregnancy testing, Hemoccult testing, and slide preparation and blood glucose testing. Use of sterilization and disinfection of equipment. Using the Snellen chart, complete eye chart testing and chart results. Correct technique for taking blood pressure and how to correct errors when taking blood pressure. Preparations and care of laboratory specimens for laboratory testing. Preparation of the examining room for, physical examinations, other procedures, and sterile tray for minor surgery. Information on a percentile chart for boys and girls. *Demonstrate: Preparation of the examining room for, physical examinations, other procedures, blood glucose testing, recording information on a percentile chart for boys and girls, and procedures for the gynecologic patient and the obstetric patient. Discuss: Prevention of cross contamination, medical and surgical asepsis and sterilization techniques. Preparation of children for, examination, tests and procedures, and current immunization schedule recommendations.
