3 Online Priority of MTCU: Announced Ontario Online Initiative in 2014 >$40M investment over 3 years ( ) Two major aspects of initiative: New consortium, and Development of online courses and modules 3
4 New Consortium Incorporated in fall 2014 as the Ontario Online Learning Consortium (OOLC). Member organization: all publicly-assisted universities and colleges in Ontario have joined. Institutional members of board have been elected by members. 4
5 OOLC Mandate Provide students with greater choice and flexibility through access to high quality online courses and programs at Ontario s publicly-assisted colleges and universities; Enhance the on-line learning experience by providing high quality academic and technical supports for students; Support and assist faculty members in their use of online and technology-enabled learning strategies; Develop and carry out a research agenda for technologyenabled learning; and in so doing, Enhance the national and international profile of Ontario as a leader in on-line and technology-enabled learning. 5

7 OOLC Policy Directions Key policy directions OOLC will provide only facilitation and support to institutions. Institutions will continue to make admissions decisions, deliver courses and programs, award credit and grant credentials. Other policy directions to be developed by board of directors 7
8 OOLC: Next Steps Goal: OOLC portal operational by September Key functions (likely) in September: Online course and program finding tool; Information about registration processes; Links to pedagogical resources; Links to information, resources, and other organizations. 8
9 OOLC: Next Steps (cont d) Recruitment of CEO. Develop vision and mandate of consortium. Develop and implement more ambitious long-term goals for portal. Likely steps: New projects funded by MTCU, and Third round of online course/module funding. 9
10 Online Courses and Modules Two rounds of MTCU funding ( and ). Administered by COU and Colleges Ontario. Proposals adjudicated by experts from outside Ontario. 10
11 Online Courses and Modules (cont d) First round focused on courses with MTCU s particular emphasis on foundational courses. Second round added a call for modules part of courses, or learning supports for students. Modules could be funded only where developers agreed to allow us by other institutions without charge (for example, under a Creative Commons license). 11

13 Credential Review Colleges have been advocating for authority to offer: 3-year baccalaureate degrees (built out of advanced diploma programs in some fields) 4-year Bachelor of Science in Nursing degrees (without a university partner) 13
14 Credential Review (cont d) MTCU has conducted two reviews: Review of Ontario s credential framework Review of collaborative nursing programs 14
15 Credential Review: COU Positions The current credential framework is: Well-understood by students and employers. Sufficiently flexible to allow innovation and adaptation. Additional concerns: Integrity of degree-level education must be protected. MTCU should focus on improving mobility (credit transfer). 15
16 Nursing Review: COU positions Current collaborations rest on major investments, and are consistent with policy directions to encourage partnerships and student mobility. Allowing stand-alone nursing degrees may threaten viability of programs and create unproductive competition. MTCU and institutions should focus on increasing the effectiveness of collaborations. 16
17 Demographics Ontario universities are beginning to experience the underlying decline in population of university-aged youth. We expect that this will result in significant impacts for universities. 17

20 Demographics Regional population changes will not translate directly into changes in universities enrolments. The major reason for this is that students travel across the province to attend universities. All Ontario universities enrol students from the GTA. 20

22 Demographics Universities can use strategies to mitigate the demographic shifts: Change the mix of students recruited from different parts of the province Increase enrolments of students from outside Ontario Increase participation rate 22
23 Ontario Education Number Significant progress in implementation: >97% of students reported in Fall 2014 enrolment reports to MTCU have a valid OEN. 23
24 OEN Major unresolved issue: funding implications of enrolment reported without OENs. Promising discussions: MTCU is acknowledging ongoing reporting issues. MTCU is considering options. 24
25 Ontario Visiting Graduate Student Fees OVGS established in Fees were set at $500 per half course; $1000 per full course. Fees for program participation have not increased since Graduate program regular tuition has increased approximately 220%. 25
