A& DGAL LK A& Digital Link is a Local Exchange Service which permits outward and inward local calling capability from a Customer s premises utilizing Direct Outward Dialing (DOD), Direct nward Dialing (DD) and Main Listed umber (ML)* over dedicated digital facilities (as described in A& s Business Services Guide) and Originating oll Free Service 8YY. he Customer s premises must have a Customer provided compatible Private Branch Exchange (PBX) system or multi-line terminating system to originate and terminate the calls. A& Digital Link also permits outward local calling capability from a Customer s premises utilizing Direct Outward Dialing (DOD) over an external Local Exchange Company (LEC) provided Centrex Service. he Customer will be responsible for obtaining all necessary Centrex Service Automatic Route Selection (ARS) reprogramming. DOD, DD, 8YY and ML* capability is available where facilities and operating systems exist. A& Digital Link Service (ADL) supports both line and trunk applications for customers. he Company will determine whether a Customer requires a line or a trunk application based upon: 1) the quantity of telephone numbers at a customer location and 2) Customer s existing service requirements, unless Customer requests a change to existing requirements. Line applications exhibit lower levels of network occupancy. With line applications there is commonly a relationship of one (1) telephone number per channel. o adjust for the levels of Customer usage, A& will apply a ratio of DD Channel charges to telephone numbers. he specific ratio(s) to be applied is located in the Price List. he Customer may request a full facility charge as an alternative to multiple channel charges. runk applications typically exhibit a multiple telephone numbers per channel relationship. A& DGAL LK A& Digital Link Direct nward Dialing Service (DD) A& Digital Link Direct nward Dialing Service provides inward calling service from the telecommunications network to the Customer s premises for use in connection with PBX dial switching equipment. DD is not available with an external LEC provided Centrex Service. Unless otherwise requested by the Customer, DD service transmits the dialed digits for all incoming calls to the Customer s PBX or multi-line terminating system allowing the Customer s PBX or multi-line terminating system to route the incoming calls to the desired station(s). n order to subscribe to DD Service, the Customer must also subscribe to DOD Service. A& Digital Link Direct nward Dialing Service requires a subscription to DD number groups. When dialed, these numbers are routed over available DD arranged channels of the digital access facilities to the Customer s premises. DD number groups may be ordered in an initial group of 20 and additional groups of 10. Additionally, Customers may request less than 20 DD numbers for a particular facility. A& Digital Link DD Service is not available to Customers with erminating Switched Access Arrangement functionality or Access Value Arrangement functionality with A&. he Customer will make available to A& sufficient capacity on the dedicated digital facilities between its premises and A& s network to allow A& to terminate all calls to that Customer, including calls originated by nterexchange Carriers and other local service providers. A. A& ncoming Call Re-Direct A& Digital Link (ADL) Direct nward Dialing (DD) Customers may choose to redirect their incoming calls to an alternate ADL DD location within the local calling area, designated by the Customer, for completion during a network failure lasting more than four hours, a customer premise problem that causes an out-of-service condition, or a customer-scheduled interruption. When re-directing calls the Customer will be responsible for ensuring that the receiving number(s) has the necessary capacity to handle the additional calling load. he Customer may re-direct their calls to either a single number or multiple numbers. f the customer opts to direct their calls to more than one number, the customer may re-direct up to five numbers to be routed to a maximum of five alternate routing numbers. he choice of five alternate routing numbers is applicable per location 1.5, not per trunk group (a limited re-direct ). f the customer opts to direct their calls to a single number, the customer may re-direct any portion of their numbers to that single routing number (a complete redirect ). ML is not available with an external LEC provided Centrex Service. ML Service will terminate at the Customer s PBX or multiline terminating system by way of the Customer s main listed number. his main listed number will be the Customer s only published and dialable A& Digital Link Service number. he incoming call will be completed to the called station via a prompt by an auto attendant (the PBX) or via an attending agent. n order to subscribe to ML Service, the Customer must also subscribe to DOD Service. A& Digital Link ML Service is not available to Customers with erminating Switched Access Arrangement functionality or Access Value Arrangement functionality with A&. he customer will make available to A& sufficient capacity on the dedicated digital facilities between its premises and A& s network to allow A& to terminate all calls to that Customer, including calls originated by nterexchange Carriers and other local service providers. # A& Digital Link ML Service is only available to Customers (a) where the ML Service was installed and operating on or before July 1, 2003, (b) where no additional telephone numbers are added to the ML service (resulting in multiple inbound numbers) after July 1, 2003, and (c) where the inbound ML telephone number is not moved to a new location after July 1, 2003 ( Grandfathered ML Service ). A Grandfathered ML Service, which no longer satisfies one or more of the preceding conditions, shall be reclassified as an A& Digital Link Direct nward Dialing Service and shall be subject to the applicable monthly recurring charges. A Customer of a Grandfathered ML Service may not order additional ML Services to new locations, but may retain its Grandfathered ML Services at existing locations provided that the applicable conditions are met A& Digital Link Originating oll Free Service (8YY) A& Digital Link Originating oll Free Service provides outward calling from the Customer s premise to oll Free numbers. A& DGAL LK Provision of A& Digital Link A& Digital Link may be utilized by Customers only for the completion of A& local calls that both originate and terminate within the A& Digital Link Local Service Area. Calls which terminate or originate outside the A& Digital Link Local Service Area are provided under other appropriate price lists. 9.3 s and Charges A& Digital Link DOD Usage Based Calling Plan rates include usage-based charges which are billed in arrears and apply to all A& Digital Link DOD calls associated with any of the intrastate long distance services listed in at their applicable price list rate. he A& Digital Link Flat Calling Plan charges allow the Customer to make local calls for a fixed monthly fee billed in advance. Charges are based upon a combination of the facility capacity used by the Customer and the Customers s associated long distance plan. he fixed monthly fee is based upon an equivalent of full DS1 and/or half DS1 for all Flat Calling Plans except for those customers whose A& Digital Link service is associated with VS (non-sd). Facility capacity for Customers whose A& Digital Link Service is associated with VS (SD) will be calculated based upon DSOs with a minimum quantity of 12 DSOs (Half DS1) or 24 DSOs (Full DS1) and in multiples of half DS1 or Full DS1 thereafter. Facility capacity for Customers whose A& Digital Link Service is associated with VS (on-sd) will be calculated based upon a minimum of 12 channels of DOD Flat per trunk group (1/2 DS1 of Flat ). Channel quantities greater than 12 on a group can be ordered individually and will incur the appropriate incremental number of DOD Flat channel charges; however, all voice channels in such trunk group must be provisioned with DOD Flat. For Customers with multiple locations in a state that are associated with different long distance plans, charges will be calculated by location based on the Flat Calling Plan selected by the Customer and their associated long distance service at that location. VS on-sd Customers who order a minimum of 12 Channels or Half DS1 will be entitled to 40,000 minutes of Flat calling usage per calendar month. Additional DS0 channels may be purchased and will provide 3,000 incremental minutes of Flat calling usage per DS0 per calendar month. For all other Long Distance Platforms (excluding ACC Business Customers), the Customer will be entitled to 40,000 minutes of usage for each Half DS1 of Flat and 80,000 minutes of usage for each Full DS1 of Flat per calendar month. A& DGAL LK he Flat Customer s local outbound usage will be monitored on a rolling three (3) calendar month period. f for three consecutive months, based on the Flat Calling Plan and quantity purchased, a Customer s local outbound usage (excluding ACC Business Customers) exceeds the thresholds identified above, then A& reserves the right to move the Customer s Flat Calling Plan and associated billing to the next higher Flat billing increment. For example, a Customer currently receiving billing for a Half DS1 will be moved to a Full DS1, a Customer with a Full DS1 will be moved to a Full DS1 and a Half DS1. Similarly with Flat on VS non-sd, additional Flat channels will be provisioned and billed as thresholds are exceeded for three consecutive months. he quantity of new channels will be adjusted to reflect the accurate number of channels needed to support the Customer s average minutes of use. DOD usage charges for A& Digital Link are determined by the following time periods. A& Digital Link DD and ML* rates include non-recurring and monthly recurring charges. Direct nward Dialing Establishment Charges are waived for new A& Digital Link DD Customer locations. Beginning July 1, 2003 in Florida-GE territory, with each 18 channels of ADL DOD Flat purchased with VS (on-sd), A& will waive charges for ADL DD Channels or an ADL DD Facility purchased for the same location, up to a maximum value of one ADL DD Facility. n addition, for each Full DS1 of ADL DOD Flat the Customer purchases with the other Long Distance services, A& will waive charges for ADL DD Channels or ADL DD Facility purchased for the same location, up to a maximum value of one ADL DD Facility charge. DD umber Group charges will still apply and will not be waived. A& DGAL LK he following rates are applicable for A& Digital Link calls provided in connection with ACC Business Service. Calls originating in LAAs 460 and 953 will utilize a Local Service Area of 53 miles, and calls originating in LAA 952 will utilize a Local Service Area of 27 miles as described in Section of this price list. Calls originating in the rest of the state will utilize a Local Service Area of 37 miles Flat Calling Plan he following rates are applicable to the A& Digital Link calls using the Flat Calling Plan. Charges are based upon a combination of the facility capacity used by the Customer and the Customer s associated long distance plan.
