5 What is green/clean? -Regulation (EC) No 66/2010 of the European Parliament and of the Council of 25 November 2009 on the EU Ecolabel- Article 6 General requirements for EU Ecolabel criteria ( ) 3. EU Ecolabel criteria shall be determined on a scientific basis considering the whole life cycle of products. In determining such criteria, the following shall be considered: a) the most significant environmental impacts, in particular the impact on climate change, the impact on nature and biodiversity, energy and resource consumption, generation of waste, emissions to all environmental media, pollution through physical effects and use and release of hazardous substances; b) the substitution of hazardous substances by safer substances, as such or via the use of alternative materials or designs, wherever it is technically feasible; c) the potential to reduce environmental impacts due to durability and reusability of products; d) the net environmental balance between the environmental benefits and burdens, including health and safety aspects, at the various life stages of the products; ( )

Public: Green Public Procurement (GPP) A process whereby public authorities seek to procure goods, services and works with a reduced environmental impact throughout their life cycle when compared to goods, services and works with the same primary function that would otherwise be procured Private: Chartered Institute of Purchasing & Supply (CIPS) A process whereby organizations meet their need for goods, services, works and utilities in a way that achieves value for money on a whole life basis in terms of generating benefits not only to the organization, but also to society and the economy, whilst minimizing damage to the environment"

14 Follow-up, Control, and Indicators During this first stage, ECOPETROL is using 2 of the 4 GPP indicators. Indicator 1: The % GPP of total public procurement, in terms of monetary value. This indicator gives the percentage of the amount spent on green public procurement contracts, compared to the total amount spent on public procurement contracts Indicator 2: The % GPP of total public procurement, in terms of the number of contracts. This indicator gives the percentage of the number of green public procurement contracts, compared to the total number of public procurement contracts
15 Indicator 3: The environmental impact as a percentage of GPP, in terms of CO2 emissions. This indicator gives the percentage of the environmental impact of green public procurement in terms of CO2 emissions, compared to the impact of non-green public procurement Indicator 4: The % financial impact of GPP, in terms of the product Life Cycle Costs. This indicator gives the percentage of the financial impact of green public procurement, compared to the financial impact of non-green public procurement
16 Some results over the last 2 years 23 master contracts 128 contracts that include green clauses with 11 municipalities for a total of US $400 million Organized workshops for more than 300 suppliers in 7 municipalities First GPP Bill in the Senate Pioneer in implementation, used this experience to develop a National GPP for the Environmental Ministry Function as a bridge between the Enviromental Ministry & Commerce Ministry Joint Green Procurement Program (public and private sector)
