USMC Light Tactical Vehicles FSR Spotlight TCPT A quick way to check your data prior to certification: Run a "Unit Total Cargo, Fuel and Mileage Report", click on EQUIP MILES/HRS and choose DESC. The data will sort with highest miles driven and you can see data entry issues needing fixed (ie 500,000 miles driven in 5 hours). Make sure to enter mileage and fuel data correctly! PM Light Tactical Vehicles will be running monthly reports for mileage analysis and sending to the MEF G4 Offices. Double check your data prior to entry and certification! You can now search for Master Logs that have not been reviewed. Go to : Mission Tracker Reports Master Log Review Report Enter the required search criteria. Click Search.A list of non-reviewed Master Logs by date appears This appears when Master Log entries are not realistic. William Berry William Berry, is one of IR-Tech s III MEF Field Service Engineers, and currently lives in Okinawa, Japan. He spends his free time visiting Japanese hot springs, volunteering at a local English conversation class, and traveling around the pacific. He recently competed his 9th full marathon. 4 Clc2s, TCPT & BCs3 NEWSLETTER CLC2S CLC2S 3.0 is currently in testing and has begun the reaccreditation process. CLC2S has undergone several changes over the past year. The project office was able to integrate improvements that had been requested for the past 5 years. Some of the major perfective improvements include: alert capability thresholds. Adding a print capability with customization. Integration of standard reports into the application such as command dashboard. Improved attachment capabilities for request. GCSS-MC Feeds are incorporated into CLC2S 3.0 providing allowance, on hand assets, readiness, service requests, and purchase order data within the equipment record. CLC2S 3.0 allows equipment assets to hold and issue inventory, providing greater detail and accountability to the user. A user is now able to split a request with more than one line item or more than one quantity item, send the request to two different supporting units and maintain an association to the main request for ease of tracking within the supported unit. CLC2S 3.0 will also be adding support for CLC2S-TCPT TMR integration. And many more updates! TCPT TCPT has undergone several changes over the past year. Many of these changes went on behind the scenes and included an upgraded database and operating system as well as various upgrades to make TCPT perform better in low bandwidth environments. There are two main feature upgrades that were implemented over the course of the past year: The first is TMR integration addressed a longstanding concern over the requirement to swivel chair between CLC2S and TCPT in order to provide a watch staff the ability to manage the availability of all assets and view all requests and provide the transportation order manager the ability to manage transportation assets within a motor pool. In the TMR integration implementation, a request requiring transportation support automatically creates a TMR in TCPT. As the TMR is managed in TCPT, its status is updated within CLC2S. The second is the auto generation of a JNLU and sub JNLU within TCPT for the management of commercial assets. This upgrade allows a supported unit to select a JNLU and sub JNLU from a list of JNLUs that may apply to their unit. It also enables that unit to select other and input a different JNLU for special circumstances. This upgrade will save units and comptrollers time and improve billing accuracy between the MEF and commercial organizations. Lastly TCPT recently underwent a Command Cyber Readiness Inspection (CCRI) Marine Corps Data Center, Quantico, VA. The IR-Tech team and Project Office ensured the CCRI was a success. 3

5 BCS3-NM Snapshot: Anticipated June 13 ATO BCS3-NM still has the original features of BCS3 but is more enhanced. BCS3-NM can display all USMC TCN s in one simple screen shot. Capable of displaying 400,000 TCN s with content level detail. BCS3-NM has 38 fields to filter by when searching for a TCN, that allows the user to find their items with minimal information. BCS3-NM shows world view of fuel, ammunition and other classes of supply inventory as reported by units and agencies within DOD. BCS3-NM provides capabilities to see items being shipped commercially (i.e. USPS, FEDEX, etc).. Edi 214a report. DOD shipments of 300 pounds or less sent by commercial time definite small package express. Primarily GBL based but some shipments associated with a TCN. BCS3-NM displays cargo shipments delivered via ship, air, and military vehicle. BCS3-NM allows the user to see all shipment from a specific unit going to a specific unit. It shows incoming gear and its current location. A drill down of the shipments shows content level detail of each shipment. This allows the receiving unit to plan for storage space, man-power requirements for off load. BCS3-NM also shows assets held by units that are in GCSS-MC. BCS3-NM shows a current summary of requisitions by a unit. BCS3- NM allows you to see the status of all requisitions and status of the transaction. BCS3-NM shows the location of active shipments by a unit. BCS3-NM will display with content level detail all shipments by an individual unit. If the shipment has not reported a current location in 45 days, NM will purge the TCN from the data base. An on demand feature allows for historical data of any shipment for the last 365 days even if it has been closed out or completed. 4

6 BCS3, CLC2S & TCPT NEWSLETTER G4 Headlines/African Lion G4 Headlines/African Lion (AL) 2013/ January 29, 2013 Headline: Marine Forces Reserve (MFR) Plan to Use New Logistics Systems During AF-2013 During AL 2013, logisticians are planning to use both Transportation Capacity Planning Tool (TCPT) and Common Logistics Command and Control (CLC2S). This will be the first OCONUS exercise MFR has used these logistics tool in. These systems will provide fast, accurate and traceable logistics support. TCPT will be used for transportation requests, dispatching of vehicles and to track all drivers along with their licenses. Based on the available information, decisions will be made to generate requests which allow TCPT to perform transportation capacity calculations, the creation of loads, and the dispatch of personnel and vehicles. CLC2S will then manage the remainder of the request process by allowing the tasking of units to support service and resupply requests. The asset management functionality will enable participants to track the consumption of supplies. Users of these systems can also provide an accurate picture of readiness and availability of assets to the commander and staff. A third system, Battle Command sustainment Support System (BCS3), will be demonstrated for the first time within MFR. BCS3, through the use of Radio Frequency Identification Devices (RFID) and interrogators, allows locations information to be displayed for each RFID tagged item. Each tag is unique in that it will contain detailed information on the content of the container or what is pack inside the vehicle. This will be level four (4) data which includes equipment serial numbers. This will be done by the G-4 inside the G-3 Command Operation Center (COC). Planning is in the process by the MFR Supply Management Office (SMO) to burn as many of the RFID tags ahead of time. Then, a team from the Supply Management Office (SMO) will fall in on the equipment after a workup exercise being held at Fort Sill in February. They will tag each piece of equipment and container. The tags will be scanned by an interrogator as they leave Fort Sill and when they arrive at Blount Island Command (BIC) where they will be prepared for onward transportation via ship to Africa. Each RFID tag will again be scanned as they are loaded onto the ship, off loaded to the commercial assembly area and then again when they are moved into and out of the military holding area which is the Reception, Staging, Onward-movement & Integration (RSO&I) area. This process will be repeated for the redeployment phase providing the commander with In Transit Visibility (ITV) from the beginning of the exercise through the return of the equipment to the I&I for those I&I centers with interrogators or through the use or scanners and uploaded into the MAGTF (Marine Air-Ground Task Force) Deployment Support System (MDSS-II). 5

7 Clc2s, TCPT & BCs3 NEWSLETTER INFORMATION ASSURANCE UPCOMING IA REQUIREMENTS: Users will begin to see a warning banner alerting users of the new SAAR IA requirement. Users that do not have a SAAR on file will NOT have accounts created/migrated for CLC2S 3.0 and TCPT 2.0 release. It is recommended that users start this process immediately to avert long delays upon cutover. There are over 14,000 users that will need SAARs. SAAR business rules are as follows: General Users: General Users are users who have access to the front end application without any administrative or otherwise elevated privileges. Steps to request access to TCPT 2.0account are: 1 A request is submitted to the Helpdesk ([email protected]), a ticket is generated, and the prospective user is forwarded the SAAR. 2 The user fills out and signs the SAAR and forwards to their supervisor. 3 The supervisor verifies account will not be privileged/limited privileged, signs the SAAR and forwards it to the Information Owner. 4 The Information Owner signs the SAAR and forwards it to the MLS2 IAO. 5 The MLS2 IAO reviews and approves the SAAR and forwards it to the MLS2 Helpdesk. 6 The MLS2 Helpdesk updates the ticket and routes it to the appropriate FSR. 7 The FSR creates the account and assigns role(s), completes the SAAR, and forwards it to the MLS2 IAO, who stores a copy of the SAAR form in the repository. Privileged/Administrative Roles: Privileged/Administrative Users are users who have access to more secure areas of MLS2, such as the Operating System and/or Database Management System. Upon the Supervisor determining the request is for a pending Privileged User Account the below steps will be executed: 1 The Supervisor will ensure the prospective user also completes the Privileged User Agreement (PUA). 2 The Supervisor will sign and forward the SAAR to the local Security Office. Once the local Security Office completes the section verifying the background investigation and returns the SAAR to the Supervisor, the Supervisor forwards the SAAR and PUA to the SPO 3 The SPO reviews and approves the SAAR and PUA and updates the Privileged User Roster, then forwards the SAAR to the MLS2 IAO. 4 The MLS2 IAO reviews and approves the SAAR and PUA and forwards it to the MLS2 Helpdesk. 5 The MLS2 Helpdesk updates the ticket and routes it to the appropriate FSR. 6 The FSR creates the account and assigns role(s), completes the SAAR, and forwards it to the MLS2 IAO, who stores a copy of the SAAR form in the repository 6
