10 Role of RSEs Researchers, scientists and engineers (RSE) with advanced degrees are those who have the necessary academic training and experience for R&D work and who are in fact engaged in R&D work. RSEs are considered vital to national development because of their capability to translate R&D results into viable industries, undertake high-impact research, pass on knowledge and identify new S&T directions

11 Need for doctoral programs Researchers, scientists, and engineers (RSEs) with advanced degrees (doctoral) are needed to Do studies to help in nation building and find solutions for problems ranging from disaster mitigation to poverty alleviation, from agriculture to semiconductor industries, energy for the future to sustainable environment Mentor post-graduate students who will produce more researchers, scientists and engineers with advanced degrees in a multiplier effect Produce indigenous technologies to better the lives of Filipinos

20 University of the Philippines College of Engineering Technology Business Incubator (TBI) Enterprise Program for Technopreneurship GSMetrix is an engineering R&D company established in It specializes in custom instrumentation and telemetry technology, with premier products and solutions such as Automated Weather Monitoring System (AWMS) and x- Motes MT System for remote monitoring of agri/aquaculture farms. Established in 2010, Itemhound Corporation provides RFID-based systems targeting supply chain logistics, inventory, libraries, security, asset management and fleet tracking. Components of the system include readers, tags, cables, antennas readers, tags, antennas, cables, host computers, and software and their integration, deployment and after-sales services. 23 Objective Enhance the capability of the Philippine higher education system to produce technically competent PhD and MS graduates by providing ample graduate scholarships to promising Filipino scientists and researchers Promote resource sharing and information exchange through collaborative academic and research activities among Philippine universities with established PhD programs in the basic and applied sciences and mathematics, including forestry and agriculture, animal science, fisheries and public health

24 Mentoring: National Institutes of Physics Started with 3 PhDs in 1989; upon returning to the Philippines from studies abroad set up their research groups at the Instrumentation Physics lab, starting with the photonics lab (Saloma) Started the development of a scientific tradition of mentoring to increase number of PhD holders in the Philippines Graduates do post-doctoral studies abroad and return to mentor more students Source: Interview with Chancellor Saloma, August, 2012

25 2006 Saloma became Dean of the College of Science College agreed that mentoring and graduating PhD students will be requirement for tenure Today, National Institutes of Physics, UP Diliman has 25/43 faculty with PhD; the rest are MS degree holders It has 6 research groups/labs and boasts of the highest rate of return of its graduates after doing their post-doctoral studies abroad It trains students including those in the secondary schools to do research

26 Brain drain is not due to lack of patriotism, rather it is more due to lack of research laboratories for graduate work. Without credible graduate programs, efforts to improve basic science education are nothing but unintended subsidies for other wealthier countries. Great professors attract talented students, not the other way around Saloma

28 Some challenges and issues for the Philippines Increasing the number of PhD in other Universities who will do research and mentor doctoral students vis a vis administrative work Employment and other stakeholders needs; needs for entrepreneurs Producing more home-grown PhD graduates vis a vis attracting PhD holders from abroad Aging senior complimented by very young faculty in many institutions with very few middle level educators Weak government support due to many concerns and a highly bureaucratic government processes
