6 Plan to Develop Qualified List/Criteria for Vendor RFPs Publish Criteria Used to Select Vendors Disclose How RFP was Developed Disclose Members of the Selection Committee Use Consistent Approach Format for Vendor Selection Publish Timeframe for All Milestones in the RFP Process, including: RFP Publish Date RFP Responses Due Date RFP Review Dates by REC Contract Negotiation Dates Notification Date Selected Non Selected Vendors Defensible (Can be Operationalized) Provide Appeals Process for Non Selected Vendors Provide Stated Plan to Reopen to Additional Applicants at Future Dates/Intervals Enrolled Vendors Should not have to Reapply Unless: Criteria Changes Vendor is in Breach of Contract with REC 6
