1 IHE, A Taxonomy for Electronic Medical Mdi lrecords Taxonomy is defined as the science of classification; laws and principles covering the classification of objects. In our application for classifying medical records and information, taxonomy refers to a method of indexing i medical information for individual patients that will provide the most accurate and rapid method of storing processing and retrieving all of the medical information for each patient. In addition we now wish to make it universal for all Health In addition we now wish to make it universal for all Health Care providers to enable sharing of medical records

11 CPOE Requirement (Computerized Physician Order Entry) CPOE will be a key requirement of every ARRA stimulus project in Health care organizations. The New Healthcare CZAR, Dr Blumenthal, has made this a key requirement for every healthcare organization to qualify for ARRA stimulus funding.
12 What is Interoperability The Health Information Exchange Workgroup has identified the following criteria: New EHR/EMR systems must support the meaningful use goal Interoperability means that all EHR/EMR systems must be able to communicate with each other within a Healthcare facility and with multiple healthcare providers. Interoperability includes an ability to accurately identify a patient from data originated from multiple EMR systems. Interoperability also requires participation in a regional healthcare information network or exchange, including plans to connect with the national network at NIH and CDC. The best example of how to achieve Interoperability is the IHE standard that is widely used in Europe and now becoming accepted in the USA. Obtain CCHIT certification for a Healthcare IT employee or hire certified contractor to meet qualifications.
13 WIRED, A New Wisconsin Health Information Exchange WIRED stands for Wisconsin Relay of Electronic Data for Health WIRED expects to receive a Million grant to organize and operate a Health Information Exchange (HIE) to share Electronic Medical Records A new Board of Directors and operating A new Board of Directors and operating committees will be announced in January 2010
14 What is Meaningful Use? The Meaningful Use workgroup has set the following goals for 2011: Use CPOE (Computerized Physician Order Entry) for all order entries Exchange key clinical information among all Professional care providers Submit electronic data to immunization registries and Public Health Agencies. Provide patients and families with electronic access to clinical information. Reduce errors in patient care and follow the accepted best practices for all clinical disciplines. Implement drug allergy checks. Identify critical path for reducing the incidence of SEPSIS infections. Utilize an EHR system to demonstrate how your hospital can improve care processes and patient care outcomes.` Maintain current lists of diagnoses based on ICD 9 or SNOMED.
15 Meaningful Use Incorporate lab test data into the EHR. Generate lists of patients by specific conditions or diagnoses Report Hospital quality measures to CMS Check Insurance eligibility and file claims electronically Establish National criteria to measure patient care outcomes to verify that improvements are working. Record Diagnoses and patient s demographics. Automate patient workflow for more efficient diagnosis and treatment.
16 Information Sharing Sharing Patient s healthcare records both Intra Hospital and Inter Hospitals Clinics is a primary goal of the new HIT stimulus funding. This requires some new networking and healthcare information exchanges that will require the cooperation of all Medical Disciplines as well as multiple Healthcare providers. Insure the Patient s EHR is truly portable for access by multiple Healthcare Providers.
17 Patient Access to the PHR Personal Health Records (PHR) will need to be made available to the Patient and related individuals authorized by the Patient. The PHR is a summarized version of the patients EHR/EMR that the Physician can edit and provide comments as desired.
18 Demonstrate Best Practices Healthcare Providers will have to demonstrate that they are following the Best Practices for all Patient Evaluation and Clinical procedures and therapies as a means of improving the patient s outcomes. Planned use of Healthcare IT applications that have demonstrated improved patient outcomes will most likely be funded.
19 Improved Patient Workflow New Patient Records Management applications that can improve the origin and distribution of the Patient during multi disciplinary testing as well as the billing records that follow the patient procedures will gain added significance under the new Healthcare IT evaluations.
20 ARRA Timeline The Office of the National Coordinator (ONC) has established a goal of defining the meaningful use of information technology in healthcare by the end of He has also announced his office will provide an outline for establishing Health Information Exchanges in early summer, 2009 The ONC will also work on workforce training and the privacy and security issues in We expect the ONC to accept grant applications no later than early 2010.
