The comprehensive management of health information across computerized systems and its secure exchange between consumers, providers, government and quality entities and insurers Health information technology is in general increasingly viewed as the most promising tool for improving health care quality, patient safety and efficiency of the health delivery system (Chaudhry et al., 2006) 4

28 Privacy is a National Concern The amount of privacy that health information should have is certainly in the eye (and heart) of the beholder creating a tug of war Tremendous work is going into these privacy and security concerns. National efforts by numerous organizations as well as vendor innovation, all working to provide both patient privacy AND exchange of health information Goal Access to relevant information while respecting patient privacy 28

29 Privacy Progress Iowa is working to balance providing both patient privacy and information exchange Iowa s workgroup efforts will be needed for some time, looking for ways to improve by increasing the granularity of patient choice Better tools or mechanisms for consent management called e consent have been identified and will be built in Privacy evolves in all electronic tools 29
