32 Periurban Parks Newsletter: &l=en Interview with Ing. Jiří Rom, City Hall -department of environment protection: What is your opinion on natural value of natural park Drahaň Troja? The natural value of the park is very high and it belongs among five the most valuable parks within Prague city. The extraordinariness of Drahaň Troja is in the amount of preserved steppe biotopes and also in the presence of Vltava River canyon where across the river followed by neighbouring park. Which the most important functions according to you the Drahaň Troja fulfils? The most important function is to keep highly-valued space without significant line building and without unregulated expanding urban sprawl in general (that means some kind of blocking function). The keeping enough undeveloped areas relates to a certain extent with keeping of great value natural spaces. Moreover the recreation function is important here although the inner infrastructure (path network) is culpably neglected. What is the biggest threat for the park? Planned ring road that will cut the park. And also incessant attempts for changes in Prague urban plan by investors so that green and often also protected areas are to be converted to be built up areas. And the pressure is the higher on attractive localities with view of city or on fields in the vicinity of Čimice valley. What is the situation in other Prague parks? The effort to build up a free landscape concerns almost the whole Prague. In this respect are the other Prague parks in similar situation. In parks situated in central developed part of the city more intensive use for recreation and sport purposes is perceptible. What opportunities do you see for improving the conditions of natural park Drahaň Troja? Unequivocal contribution would be restoring the cultivation on many land type (orchards, meadows, pastures, gardens etc.) and making the landscape accessible by new or restored paths network. Both are possible after agreement with owners. Important is to motivate them (owners) enough, primarily by municipalities in whose territory the park is located. What is the situation regarding green belt in Prague? Is this developing or more likely to be decreased? It depends on if we count into green belt also fields. In that case yes, it decreases. In case we do not classify the fields as a part of green belt then the belt within Prague is developing. Definitely the amount of forests increases. They are planted just on fields. Here I would like to point out that from many perspectives it is not the best solution to plant within Prague green belt forests. Much suitable would be to create the belt with meadows, pastures, orchards or with smaller groups of trees; that means to do it in different way than till now.

33 Is legislative protection of periurban parks in Prague sufficient? In case it is not, what should be changed or taken into consideration? Within our legislative there is no stronger tool of landscape protection, or rather landscape character, than is a natural park (except conservation areas CHKO, but Prague natural parks do not belong to this group). Component, smaller parts of natural parks are protected as smaller scale particularly conserved areas ( natural monuments and reservations) and nowadays there are no other eligible aspirants for particular territorial protection. The question is whether the substance of natural parks is utilized enough; and that especially from the state (government, municipalities etc.). In my opinion it is not. Is management of natural periurban parks in Prague solved adequately? In case it is not, what should be changed primarily? Our legislative does not deal with management of natural parks. We cannot imagine the management of a natural park to be like management of conservation areas. Natural parks were not established to have self-management but to be managed by state/ municipal administration (authorities). In case we would like to manage natural parks (management by state/ municipal authorities) then there would be need to push it through in legislation. You have met with document Common methodology. Do you find the material useful? Does it help to improve natural periurban parks in the Czech Republic? The document could, perhaps, help with establishing new or improving current periurban parks (if any new in the Czech Republic will be established). But I do not suppose that it will help natural parks with current definition of natural parks in our legislation. In my opinion it is not now possible to interchange those two categories.
